Director Melvin Meineke _ Mary Brown City Secretary Bobbie Henry Loren Wood Vickie Black With a quorum present , and with Councilmen Zeitler and Maaz absent , the following business was transacted: PUBLIC HEARING ON REVENUE SHARING FUNDS - Purpose of the hearing �.-� was to reallocate former revenue sharing funds which had been � placed in the Street Department 1979 Budget and had not been � used. This $77 , 300 was set aside as the City' s one-third for street participation projects if such requests were brought to � Council. � ,.S The Capital Projects runds budgeted to cover the latest street bond project being completed by Skrla were depleted and addi- tional funds are needed to cover over-runs on this project . Mr. Morgan proposed that these funds be transferred from the street participation project to complete the bond project . No citizen nor member of the Council wanted to address the subject , so the public hearing was closed. A second hearing I will be held on June 16 to afford citizens an opportunity to ` speak. — OPENING OF BZDS ON OLD CITY CARS - Only one bid was received, from Frank Eastap , Taidding 100 . 00 on the 1973 Dodge and $150 . 00 on the 1976 Dodge. MOTION: (.Black) To refer the bid to the City Manager for � his recommendation. /� Second: Wood /� Vote : Unanimous FOR �'� MOTION CARRIED CITY MANAGER' S RECOMMENDATION ON PACKAGE SEWER PLANT - Mr. Morgan recommended that rather than pay the cost of having the plant moved to Friendswood, that usable parts be removed and the tank and blower motors be sold to the highest bidder, and that bids be requested for July 7 . MOTION: (.Brown) To accept the City Manager' s recommendation� and advertise for bids on the sewer plant. � Second : Black / Vote : Unanimous FOR MOTION CARRIED �b ADJOURNMENT - Motian made and seconded thart the meeting adjourn to a work session jointly with the Clear Creek Drainage District I Commissioners. S. Corps of Engineers : Owen Ralston , Chief, Post Authori- zation Planning ( 800-302-6412 ) and Robert Van Hook, Manager, Clear Creek Project . Councilman Schrader introduced the visitors from the Corps . Mr. Ralston reviewed the history of the Clear Creek Project from its beginning in the early. 60 ' s . When the "up-dated plan" was presented about 1973 , the environmentalists overwhelmingly disapproved of it ; later the "by-pass plan" was unacceptable to Harris County. The "park-way plan" which proposed to acguire the property in the flood plane was rejected for one reason or another, and the final "conceptual plan" which is on the drawing board at present has not yet been fitted to the required benefit cost ratio. Study has been made as to which flood frequency should be given prime consieration, i . e. the 100 year flood (defined as one which would result in 13 inches of water over the entire watershed) would afford some relief along the full length of the watershed; a 25-year channel which would primarily aid the areas through Pearland and Friendswood, very little help in the Clear Lake area; and a 10-year channel which would afford less help in Friendswood and no help in the Clear Lake area. He discussed the factors which would be considered by the Appro- priations Committee to be pertinent to the cost-benefit ratio , and � the ratio point at which the project would be acceptable for I f.unding. The strongest point that was emphasized was that no plan will actually be engineered unless and until the general concept of such plan meets with approval from the majority of the people involved and the three sponsoring entities . The joint discuss�on between the Council and the Drainage District set out the following key points : l. Declaring a common goal to relieve flooding in Friendswood. 2 . Sharing of equ�pment provided qualified operators by the borroiaer are available. There seem to be no legal problems in loaning equipment. Specifically , CCDD agrees to lo.an the city their Digger provided the city operator is "qualified by Paul Spoor of CCDD. " CCDD requested use of trucks city may have access to . 3 . CCDD proceeding with by-passes with help from Galveston County (.Gradeall $80) . First 3 by-passes in order are : (1) Imperial E.states , (.2 ) 1776 Park, (3 ) Windsong. CCDD will then proceed with existing plan , starting by-passes downstream and working upstream. 4. CCDD antici.pated budget for FX8I is $145 ,000 including latest acquisitions . � 5 . Map showing CCDD area of jurisdiction needs to be updated I to include Sunmeadow (.excluding area north of Sunmeadow) , and including Galveston County side of Clear Creek as far as League City limits (Windemere Road) .
