MINUTES OF THE SPECIAL MEETING OF THE
CITY COUNCIL OF THE CITY OF FRIENDSWOOD
MAY 14, 2025
THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD MET IN A SPECIAL MEETING ON
WEDNESDAY, MAY 14, 2025, AT 5:00 P.M. IN THE COUNCIL CHAMBERS, FRIENDSWOOD
CITY HALL, LOCATED AT 910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE
FOLLOWING MEMBERS PRESENT CONSTITUTING A QUORUM:

1. CALL TO ORDER
Mayor Foreman called the meeting to order with a quorum present at 5:00 P.M.; All members were present
with the exception of Councilmember Robert J. Griffon and Councilmember Trish Hanks who were
absent.
2. INVOCATION
The invocation was led by Chaplain Moe Mays, of the Friendswood Police Department.
3. PLEDGE OF ALLEGIANCE – United States and State of Texas
Mayor Foreman led the Invocation and Pledge of Allegiance for both the United States and the State of
Texas.
4. PUBLIC COMMENT
Mr. Rusty Burkett requested to speak before the Council to thank Councilmember Erenwert for his service
on the Council and to the community.
Mr. Kevin Holland requested to speak before the Council to note his concerns related to the Galveston
County Drainage District.

5. COUNCIL COMMENTS AND REPORTS
A. Recognize Councilmember Brent Erenwert for his six (6) years of service to the City of
Friendswood City Council.
Mayor and Councilmembers spoke of their experiences in serving with Councilmember Erenwert and
provided stories and well wishes as he moved on from serving on the Council.
Mayor Foreman presented Councilmember Erenwert parting gifts recognizing his years of service. He
also gifted Mrs. Erenwert a flower arrangement in recognition of her loving and committed support to
Councilmember Erenwert’s service to the community.
Councilmember Erenwert read a statement thanking his family, members of the Council and the
community for their support and collaboration throughout the last 6 years of service on the City Council.
6. FOURTH OF JULY GRAND MARSHAL
A. Consider a resolution amending the Grand Marshal Selection Policy.
City Manager Morad Kabiri presented the item and stated that about two years ago, the Council adopted
a Grand Marshal Policy and set a deadline for which applications must be submitted. Unfortunately, this
year, no nominations were received prior to that deadline, so the proposed amendment allows the mayor
to extend that deadline on those years in which timely nominations are not received.
A motion was made by Mayor Pro Tem Matranga and seconded by Councilmember Branson approving
Resolution No. R2025-21 amending the Grand Marshal Selection Policy as submitted. The vote was the
following:
Ayes: Mayor Mike Foreman, Councilmember John Ellisor, Councilmember Sally Branson,
Mayor Pro Tem Joe Matranga, and Councilmember Brent Erenwert
Nays: None
Absent: Councilmember Trish Hanks and Councilmember Robert J. Griffon.
The item passed unanimously.
RESOLUTION NO. R2025-21
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
TEXAS, AMENDING THE GRAND MARSHAL SELECTION POLICY FOR THE
CITY OF FRIENDSWOOD'S 4TH OF JULY GRAND PARADE ADOPTED VIA
RESOLUTION NO. R2023-16 ON JULY 10, 2023; AND PROVIDING FOR AN
EFFECTIVE DATE.

B. Consider approving a nomination for 4th of July Parade Grand Marshal.
Mayor Foreman stated that the Parks and Recreation Department staff came up with this great
recommendation to nominate Captain Wilmore who has had three space flights, the last of which was a
10-day mission to the International Space Station that lasted nine months. Mayor Foreman stated that he
was honored to have such a deserving individual serve as the City’s Fourth of July Grand Marshal.
A motion was made by Councilmember Branson and seconded by Councilmember Erenwert to appoint
Captain Barry Wilmore, U.S. Navy, Retired and NASA Astronaut as the 4th of July Grand Parade
Marshall. The vote was the following:
Ayes: Mayor Mike Foreman, Councilmember John Ellisor, Councilmember Sally Branson,
Mayor Pro Tem Joe Matranga, and Councilmember Brent Erenwert
Nays: None
Absent: Councilmember Trish Hanks and Councilmember Robert J. Griffon.
The item passed unanimously.
7. BUSINESS ITEMS
A. Consider authorizing a contract with international Library Services, Inc. for the purchase ILS
AutoLend Library kiosk including its related software, hardware and service maintenance.
City Manager Morad Kabiri presented the item and stated that this item is the results of the Friends of the
Library's efforts to raise funds as part of the 2025 Library Gala. This kiosk will have the capacity to hold
up to 400 items, including both hard cover books, soft cover books, DVDs, games, and audio books, and
will allow folks to utilize the Library that can't make it to the Library building itself.
Mayor Pro Tem Matranga extended his gratitude to the Friends of the Library for providing the funding
to purchase this kiosk. Mayor Foreman noted that while the City financially supports the Library’s
operations, the kiosk is an enhancement donated to the City through the dedicated support of a group of
community members whose fundraising efforts help enhance our Library services. Lastly, Mayor Foreman
thanked City Library Director Matt Riley for his leadership, vision and collaboration with local partners
and stakeholders such as the Friends of the Library.
A motion was made by Councilmember Ellisor and seconded by Mayor Pro Tem Matranga authorizing a

8. ELECTION CANVASS
A. Canvass the returns of the City of Friendswood Special Election held on May 3, 2025.
City Secretary Raquel Martinez handed the sealed election results to the City Council for the May 3, 2025,
Special Election for their review and tabulation. At 5:31 P.M., Mayor Foreman began the canvass and
read the following tabulated results:

The General Election summary was the following:
Mayor Foreman delivered the election return tally lists, early voting, and election day results along with
all supporting documentation to the City Secretary, the custodian of election records, who shall preserve
them for the required retention period. At 5:34 P.M., Mayor Foreman concluded the canvass of the City’s
May 3, 2025, General Election.

B. Consider an ordinance declaring the results of the City of Friendswood General Election held
on May 3, 2025.
A motion was made by Councilmember Erenwert and seconded by Mayor Pro Tern Matranga to approve
Ordinance No. 2025-18, declaring the results of the results of the City of Friendswood General Election
held on May 3, 2025, as submitted. The vote was the following:
Ayes: Mayor Mike Foreman, Councilmember John Ellisor, Councilmember Sally Branson,
Mayor Pro Tem Joe Matranga, and Councilmember Brent Erenwert.
Nays: None.
Absent: Councilmember Trish Hanks and Councilmember Robert J. Griffon.
The item passed unanimously.
ORDINANCE NO. 2025-18
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
TEXAS, DECLARING THE RESULTS OF THE MUNICIPAL ELECTION HELD MAY
3, 2025, CONCERNING THE ELECTION OF COUNCILMEMBERS FOR POSITION
NUMBERS FOUR (4) AND SIX (6) OF THE CITY OF FRIENDSWOOD COUNCIL;
AND PROVIDING FOR THE EFFECTIVE DATE.
9. SWEARING -IN CEREMONY
A. Administer the oath of office to Michael P. Ross for the office of Councilmember
Position No. 6.
Mayor Foreman presented the certificate of election, and Municipal Court Judge James Woltz
administered the oath of office and statement of elected official to Michael P. Ross.
10. ADJOURNMENT
With there being no further business to discuss, Mayor Foreman adjourned the May 14, 2025, City Council
Special Meeting at 5:46 P.M.
