HomeMy WebLinkAboutCC Minutes 1980-05-12 Special 21 MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL May 12 , 1980 A Special Meeting of the Friendswood City Council was held at the City Hall on Monday, May 12 , 1980 , at 7 : 30 p .m. with the following members present : I i Mayor Dale Whittenburg City Manager Jim Morgan Councilman Ed Zeitler City Attorney John Olson Councilman Loren Wood Acting City Secretary Ruth Henry Councilman Vickie Black Councilman Paul Schrader Councilman Mary Brown Councilman Paul Maaz With a quorum present , and with none absent , the following busi- � ness was transacted : � ANNOUNCEMENTS FROM THE MAYOR (,� 1. Mayor Whittenburg reported that he has received word from � the Highway Department that a traffic light will be installed � at the intersection of FM 518 and 528 . This will be on an interim basis until left-hand turn lanes can be installed. 2 . Proclamation setting Saturday , May 28 as Muscular Distrophy Sportstacular Day in Friendswood. PETITIONS FROM THE PUBLIC - Roy Schmidt from the El Dorado Sub- division addressed the Miracle Mile Subdivision and its impact ion the city. � REPORTS 1. Bob Wicklander presented an engineering opinion from Morman , Mock & Green on rezoning proposed by Miracle Mi1e wherein they state that the land use patterns follow fundamental planning principals except that the commercial area appears excessive for the population that would be expected to gravitate to the site. Discussion by Council and other parties involved followed. MOTION : (Zeitler) To place the rezoning of Miracle Mile on the agenda for action next week. �/ Second : Schrader �j� Vote : FOR ( 5 ) Whittenburg, Maaz , Zeitler , Black , S�hr.ader C1J AGAINST (2 ) Wood, Brown MOTION CARRIED 2 . Councilman Zeitler, re the county-wide tax appraisal board: MOTION : (Zeitler) To aecept the City Manager' s recommenda- tion and designate the County Tax Department as the �^ appraisal agency, and retain collections activities y/ wath the City Tax Office . �� Second: Black Vote : Unanimous FOR MOTION CARRIED ' 3 . Councilman Black reported that she has met with the County Commissioner and they are prepared to do the work on the three streets as agreed when rights-of-way have been acquired. 4. An Emergency Operations Procedures break-down was presented to Council by Mr. Morgan Por Ken Camp. He is to furnish copies to the Council. A final meeting on this will be held on the 26th , after which the plan will be ready to present to the public. 22 CONSENT AGENDA MOTION: (Zeitler) To accept Items 1, 2 , 3 , 4 , and 6 ; to leave items 5 and 7 out . Second: Schrader Vote : Unanimous FOR MOTION CARRIED These were : l. Adopt Resolution R7-80 changing council meeting time to I 7 : 30 p.m. � 2 . To authorize the Library Board to sell the old carpet and use the funds to help defray the cost of library addition. 3 . Authorize the Mayor to execute contract with Underwood, Neuhaus & Co. , Inc. as the City' s financial advisors . 4 . Authorize the City Manager to advertise for bids on moving the purchased package sewer plant from Columbia Lakes to the Sunmeadow sewer plant site . 6 . Approve City Manager' s appointment Cathy Wilcox as Fire Marshal to replace John Emerson who has resigned the position.
