MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL
April 14 , 1980
A Special Meeting o£ the Friendswood City Council was held at
the City Hall on Monday, April 14 , 1980 , at 7 :00 p .m. with the
` I following members present :

With a quorum present , and with none absent , the following

� RESOLUTION N0. RS-80
� A RESOLUTION CANVASSING THE RETURNS AND DECLARING THE RESULTS
� OF A SPECIAL ELECTION HELD IN THE CITY OF FRIENDSWOOD, TEXAS ,
C'( ON THE STH DAY OF APRIL, 1980 , FOR THE PURPOSE OF SUBMITTING
TO THE QUALIFIED VOTERS OF THE CITY OF FRIENDSWOOD, TEXAS , THE
QUESTION OF WHETHER THE CITY SHALL WITHDRAW FROM THE HOUSTON
METROPOLITAN TRANSIT AUTHORITY; AND AUTHORIZING AND DIRECTING THE
MAYOR OF THE CITY TO CERTIFY THE RESULTS OF SUCH ELECTION TO THE
GOVERNING BODY OF THE HOUSTON METROPOLITAN TRANSIT AUTHORITY.
MOTION: (Wood) To adopt Resolution No. RS-80 canvassing �

AGAINST: None MOTION CARRIED
ANNOUNCEMENT - Mayor Lowe announced that he will be attending a
meeting with the Corps of Engineers Tuesday morning, and asked
Councilman Schrader to aecompany him and report back to the
Council on the meeting.
U. S . HOMES REQUEST FOR WAIVER OF ENCROACHMENT - Through an error
in the deed to Lot 18 , Block 1 of Glenshannon Subdivision Sec. l ,
a .building was constructed by U. S. Homes onto five feet of a
utility easement for which they have requested a waiver.
MOTION: (Zeitler) To authorize the Mayor to execute , and the
City Secretary to attest a waiver of encroachment upon �
a public utility easement over Lot 18 , Bloek 1 , /�
Glenshannon Subdivision Sec. 1. O

Vote: Unanimous FOR MOTION CARRIED
ELECTION OF MAYOR PRO-TEM - Councilman Zeitler nominated Council-
i man Maaz ; Councilman Brown nominated Councilman Black. The vote
was as follows :

For Councilman Black: Lowe , Brown, Black
Councilman Maaz will serve as Mayor Pro-tem for the next year.
ACCEPTANCE OF WILDERNESS TRAILS SUBDIVISION - The developer has
completed the valve repair and manhole ; has cleared the lien on
the lift station; presented a deed to the 20 foot easement for
the city; furnished the city a $5 ,930 check to cover sidewalk,
roadside ditch cleaning and completion of subdivision entrance ,
and has already contracted for this work to be done as soon as
weather permits. He is to deliver to the city tomorrow a check
in the amount of $78 , 500 to cover defeetive streets .

�af�� MOTION: (Zeitler) To give full approval of facilities in
� Wilderness Trails subdivision contingent on delivery by
the developer to the city $78 , 500 in cash to be placed
in trust for two years or until the subdivision is 85o
built out , whichever comes later, to take care of
defective streets . Any interest on this money is to
be for the city' s account to be used to defer the cost
of repairing the streets if this is needed.

AGAINST (1) Maaz MOTION CARRIED {
WATER & SEWER FACILITIES TO NEW FIRE STATION - Mr. Morgan recom-
mends extending the existing water line approximately 300 feet
to supply the station, and to install a grinder pump which would
connect with the sewer main between Sunmeadow and the Sunmeadow
sewer plant. He asked that %5 , 000 be appropriated for this
project.
/���� MOTION: (Zeitler) To approve the recommendation of the City
��L Manager for furnishing utilities to the new fire station.
Second : Wood
Vote : Unanimous FOR MOTION CARRIED
Councilman Maaz asked the City Manager to investigate the cost
to extend the water line from the fire station to serve El Droado
Subdivision.
EROSION PREVENTION AT CASTLEWOOD BRIDGE - Mr. Morgan recommended
that the bare area be seeded with bermuda and an application of
mulch at a cost of $2 , 880 . (Quotation from C & M liandscape)

PARKS & RECREATION BOARD RECOMMENDATIONS
Use of ball fields at Renwick Park - The Board listed eight athletic
groups and how they propose to schedule the fields for each
group throughout the year.
Alcoholic beverages - The Board recommends an ordinance re-
vision to prohiblt the use of alcoholic beverages in Renwick
Park at any time instead of only when the park activities involve
minors.
��g� MOTION: (Black) To adopt the recommendations from the Parks
Board, and instruct the City Attorney to draw up a
revision to Ord. 292 regarding alcoholic beverages .

Vote : Unanimous FOR , MOTION CARRIED
WATER L�NE TO RANCHO v� - This line construction has been delayed
due to the necessity for acquiring additional right-of-way for
the highway so that the line can be laid in the easement of the
new roadway. Mr. Morgan requested that authorization be given
to order the pipe immediately for this project to avoid any in-
crease in cost later.
' n�f�p MOTION: (Zeitler) To authorize purchase of the pipe for this
��a 1 U line immediately.

OTHER ANNOUNCEMENTS AND SUBJECTS DISCUSSED
1. Mayor Lowe announced that the Mayor of Alvin is interested
in the possibility of Friendswood furnishing water to some
Alvin residents just inside their city limits .
2 . Mr. Morgan reported that Water Well #5 can not be finalized
� until an air release valve has been installed; he expects
I4 this to be done within the next two or three weeks .
3 . Clover Acres water line - Mr. Morgan stated that the $30 ,000
needed for this line is not in the current budget. Residents
are to donate the right-of-way for this line ; to date all of
the right-of-way ahs not been acquired.
4 . The City Manager reported that construction of the Clover
Acres sewer line will be started by the contractor as soon
as weather permits .
� 5 . No written notification has been received as to when the city
may expect the FEMA funds for street repairs necessitated by
� flood damage.
�
,� 6. The Fire Department is now requesting a new pumper and a
� mini pumper for the new fire station at an estimated cost
of $140 , 000 . This item will be placed on the next agenda.
7 . Mayor Lowe proposed that certificates of obligation be issued
to cover cost of repairing the flood damaged streets (this
would be repaid when the FEMA funds are received) , for the
Clover Acres water line, and for the two fire trucks .
� I 8 . The Phase III Street & Bridge Committee is to be informed of
' the names of the streets to be repaired with FEMA funds .
