MINUTES OF A REGULAR MEETIN� OF THE FRIENDSWOOD CITY COUNCIL
March 17 , 1980
A Regular Meeting of the Friendswood City Council was held at '
the City Hall at 7 : 00 p.m. on Monday , March 17 , 1980 , with the
following members present :
' Mayor Ralph Lowe City Attorney John Olson
Councilman Loren Wood City Manager Jim Morgan
Councilman Ed Zeitler City Secretary Bobbie Henry
Councilman Paul Maaz
Councilman Tom Lay
Councilwoman Vickie Black
With a quorum present , and with none absent , the following
business was transacted:
� INVOCATION - Reverend Randall Peters , Friendswood Faith Ministry
� READING AND APPROVAL OF MINUTES - Minutes of a Regular Meeting
(1,� of March 3 and a Special Meeting of March 10 , approved as read.

,� ANNOUNCEMENTS & COMMUNICATIONS FROM THE MAYOR
� 1. Chigger Creek Ditch - Mayor Lowe announced that the City
!.Attorney and City Manager discussed this problem with State
officials while in Austin this week and were told that prior
to taking any official action on the matter , the City needs
to contact the Brazoria County Drainage District No . 4 and
request that they take some action to control the water flow
into this creek to eliminate flooding in Sunmeadow.
MOTION : (Maaz) To pursue the matter of controls on the
ditch into Chigger Creek along lines recommended by the �'f'
� State. �

Vote : Unanimous FOR MOTION CARRIED
2 . Proclamation - Setting out Shriner' s Crippled Children ' s Week
in Friendswood.
3 . Mayor Lowe introduced the 11 elementary school children who
have been invited to meet in Austin this Wednesday with the
Governor as a result of letters they sent to him about the
floods in Friendswood. A short recess followed this announce-
ment so that the Council members could visit with the young
people and their parents .
PETITION - Request from U. S. Homes for waiver of an encroachment
in Glenshannon. Due to an error in records , a house was built
five feet onto a utility easement . Council felt this could be
accomplished and Mayor Lowe suggested in lieu of payment for
the use of the easement , that the builder might make a donation
to the Friendswood Library.
MOTION : (Lay) To instruct the City Attorney to prepare a
waiver on behalf of the City.

Vote : Unanimous FOR MOTION CARRIED
COMMERCIAL GARBAGE COLLECTION - Lucky Duvall , Waste Resources
Corp. , stated that he is interested in bidding on commercial
collection within the city.
OPENIN� BIDS ON CARPET FOR LIBRARY - The following bids were opened
and read by the Mayor for 840 yards of carpet for the Friendswood
Library :

�`g b MOTION : (Zeitler) To refer the bids to the City Manager for
study and recommendation to Council.

Vote : Unanimous FOR MOTION CARRIED
APPOINTMENT TO COMMUNITY COUNSELING SERVICE BOARD - On recom-
mendation from the Board; Mayor Lowe appointed Bob White as a
member of the .Counseling Board.

Vote : Unanimous FOR MOTION CARRIED
APPOINTMENT TO STREET COMMITTEE - Mayor Lowe appointed Lee Nichols
and Larry Bell to the Street Committee , with other appointments
to be made next weel<.
FINANCING OF NEW FIRE FIGHTING APPARATUS - Mr. Morgan recommends
placing new fire equipment for the Sunmeadow Station on a bond
issue in May or June along with bonds for street and bridge im-
provements . Council concurs with this recommendation.
