MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL
February 11 , 1980
A Special Meeting of the Friendswood City Council was held at
the City Hall at 7 : 00 p,m. on Monday, February 11 , 1980 , with
the following members present :
Mayor Ralph Lowe City Manager Jim Morgan
Councilman Paul Maaz City Secretary Bobbie Henry
__ Councilwoman Vickie Black
Councilman Tom Lay
Councilman Dale Whittenburg
Councilman Loren Wood
Councilman Ed Zeitler
With a quorum present , and with none absent , the following
business was transacted :

�' JONES-CARAWAY FLOOD LEGISLATION
QMOTION: (Wood) To adopt Resolution R1-80 endorsing the
� proposed legislation sponsored by Representatives 3
Jones and Caraway for flood control in the Houston Q/�
� area. D
Second: Maaz
Vote : Unanimous FOR MOTION CARRIED
AWARD BID ON UTILITY DEPARTMENT PICK-UP
MOTION: (Maaz ) To accept the recommendation of the City
Manager and award the bid to Norman Frede Chevrolet at
$6598 , 76 . I'�, ,

WATER LINE DOWN FM 518 - Mr. Morgan has discussed sharing cost
of the line wrth developers of Rancho Vehjo II , and reported
that they are agreeable to paying $68 ,000 with the City ' s share
being $60 , 000 . This would be the cost after eliminating some of
the extra items , i. e. fire hydrants installed at regular intervals
along the line.
MOTION : (Lay) To award the bid to the low bidder, 7M Corpora-
tion, with work to begin upon receipt of $68 ,000 plus
pro-rata share of engineering fees from the developer. �

Mr. Morgan was instructed to have the attorney prepare an ordinance
levying a charge for a portion of the line to intervening property
owners whenever they apply for permission to tap on to the line .
OPENING OF DRAIN PIPE FOR KINGSPARK/WHITEHALL - Council is in
receipt'of a letter signed by members of the K/W Drainage Committee
formally requesting that the pipe , located just inside Brazoria
County, be opened its full 36" capacity to transfer water from
the prairie to the drainage ditch down below. A letter has also
been received from the Clear Creek Drainage District stating that
they feel this will not present any additional flooding problem for
the subdivision and could possibly help the situation. (Both of
these letters are attached to these minutes for reference. )
MOTION: (Maaz) Upon dedication to the City of an easement
giving access to the pipe opening, that the City open the ���
pipe to its full 36" capacity, at a total cost not to exceed �
$1500 , and with the understanding that the City does retain
the right to close the pipe again if it should see fit to
do so.

REQUEST FOR ACCEPTANCE OF FACILITIES IN WINDERNESS TRAILS -
Dr. C. Boone presented his contractor , soil testing people , and
engineers who stated that in their opinion all city requirements
were adhered to in developing the subdivision . The City contends
that the street base is not up to specs and will not stand heavy
traffic. Dave Ballard of Coenco , Inc. (City Engineer) recommended
that the city not accept the streets as meeting city requirements .
Final decision was to have the developer and city engineer meet
and discuss the matter this week, and come back to Council with
any conclusions they may reach for the next Council meeting.
REQUEST FOR CITY TO FURNISH DRAIN TILE FOR QUAKER DRIVE - The �,
request is from residents living on the private "extension of
Quaker Drive" for the city to furnish 100 feet of corrigated
drain tile to extend the present drain to a point beyond the
originallstreet easement. The residents are to rebuild the private
street following installation of the North Interceptor Line which
runs in the right-of-way. The present road runs across one man' s
private property and the added tile would eliminate this route and
allow use of the street easement. Mr. Morgan estimated that the
tile would cost approximately $1, 000 .
Council requested that Morgan present a drawing next week which
would indicate exactly what is proposed by way of moving the
street and why the tile is needed.
CONTRACT WI.TH CLEARWOOD IMPROVEMENT DISTRICT FOR USE OF THE
NORTH INTERCEPTOR LINE AND FORCE MAIN -
�/�� MOTION: (Maaz) To approve the contract subject to the changes
{ requested by the District , and authorize the Mayor to sign
and the City Secretary to attest on behalf of the City.

ORDER CALLING ELECTION ON MASS TRANSIT AUTHORITY -
A �RESOLUTION CALLING AN ELECTION TO BE HELD ON THE STH DAY
OF APRIL, 1980 , FOR THE PURPOSE OF SUBMITTING TO THE
QUALIFIED VOTERS OF THE CITY OF FRIENDSWOOD, TEXAS , THE
QUESTION OF WHETHER THE CITY SHALL WITHDRAW FROM THE
HOUSTON METROPOLITAN TRANSIT AUTHORITY; AND PROVIDING
DETAILS RELATING TO SUCH ELECTION.
