MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD
CITY COUNCIL
February 7 , 1980
A Special Meeting of the Friendswood City Council was called y
to order by Mayor Lowe at 8 : 00 p.m. in the Council Room at � i
City Hall on Thursday , February 7 , 1980 , with the following � �
members present : �, i
Mayor Ralph Lowe City Manager Jim Morgan
Councilman Paul Maaz City Secretary Bobbie Henry
Councilman Ed Zeitler
Councilwoman Vickie Black
Councilman Loren Wood
Express purpose of the meeting was to hold a joint public
hearing with the Planning Commission on the request for
rezoning two separate parcels of land. With both entities
in session , the hearings were held as follows :
Mr. W. A. Stuart requested rezoning of a . 675 acre tract
out of Lot 4 , Block 9 , Friendswood Subdivision , located at
217 East Edgewood , from R-1 to R-3 . Reason for request :
He owns two lots which are too large for a one-family home ,
and he feels the location is more suitable for apartments
than for single-family residence.
Several adjacent property owners objected to the rezoning.
Mr. Max D. Poole requested rezoning from R-1 to Commercial
of Lots 29 , 30 , and 31 , Block l , Section l , of a partial
replat of Annalea Addition, City of Friendswood, same being �
on the corner of Mary Ann and FM 518 in the Annalea Subdivision.
Reason for request : Three major pipeline easements (containing
5 pipelines) make Lots 30 and 31 unsuitable for residential
habitat but could be used for ingress and egress to Lot 29
where he plans to build a building for hair styling and
associated businesses .
Residents of the subdivision opposing the rezoning cited deed
restrictions which call for no commercial operations within
the subdivision.
Planning Commission stated that they would take both requests
and comments under advisement, and would make recommendation to
the Council.
By unanimous vote , the City Council was adjourned.

Honorable Mayor and City Council:
The purpose of this letter is to offer council the benefit of Mr. Salyer's
observations of the water run-off characteristics in a portion of Kings-
park-Whitehall area during the rain of January 20, 1980. The run-off from
the adjacent field (belonging to Mr. Rathburn� entered via a dead-end
street, through two intersections, off the edge of the bridge and into
what is re£erred to as the "small ditch". Taking this course the water
filled these particular streets and rendered them impassible by standard
vehicles. The surrounding streets were not flooded.
We have read the evaluation report dated January 28, 1980, of the overall
condition of the main drainage ditch of Ringspark-Whitehall. This is
good information and will be of great benefit in future improvements to
that drainage network. However, this report did not appear to address
the request as stated by the local residents. The key difference being
the engineer's evaluation was based on additional water flowing into the
ditch. The request is to utilize the existing underground 36" drain to
divert some part of the water currently rvnning through the streets, to
underground. The point of entrance into the ditch for the 36" culvert
is not more than 100 feet from the point at which the water is currently
entering as it spills over the edge of the bridge. The water would go
to the same ditch no matter the course taken.
We, as well as the residents in the area, understand that opening the
culvert would not alleviate the significant flood situations as occurred
in Ju1y or September of 1979. It would� however, in rainfall as occusred
in mid-January allow more normal vehicular travel.
In this time oY trying to solve our major flooding problems, we should
not overlook these small remedies that would offer some immediate relief
for our fellow citizens.

given to approvuZ of opening the �b" drain tile which is in-
stalled to em�ty into the large drainaqe ditch between
CaslleJ.ake and Brandywine, and wh.ich wou.ld i°eceive surface
flood urcters to the rear of properties along the west side
of Stoneledge.
TYae instaZlation o,f a drain opening for this tile wi11 not
introduce additional ,�'Iood zrxaters into the 1+'riendswood
drainaqe elements, but it will route some water from streets
and yards into the tile and ditch.
Mr. L1oyd XaLhburn� across whose ,property these fZood waters
f1ow, is wiZling to give any necessary easements, but as o,f'
].ast Thursday he. has redirected conside�able expense to other
,y'Zood cliversion construction and is no longer willing to bear
the expense for construction o,f the requested drain f¢cility.
