MINUTES OF A RE�ULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL
February 4 , 1980
A Regular Meeting of the Friendswood City Council was held at
the City Hall on Monday , February 4 , 1980 , with the following
members present :
I Mayor Ralph Lowe City Attorney John Olson
Councilman Paul Maaz City Manager Jim Morgan
Councilwoman Vickie Black City Secretary Bobbie Henry
Councilman Dale Whittenburg
Councilman Loren Wood
Councilman Ed Zeitler
With a quorum present , and with Councilman Lay absent , the follow-
ing business was transacted :

� READING AND APPROVAL OF MINUTES - Minutes of a Regular Meeting

Q ANNOUNCEMENTS & COMMUNICATIONS FROM THE MAYOR
l. Mayor Lowe attended a meeting at HGAC this week concerning
lowering requirements for effluent from sewer plants .
2 . Commissioner Bass has told the Mayor that he is not supportive
of the Caraway-Jones Flood Bill.
3 . Mayor Lowe has also talked to the Corps of Engineers regarding
a desnagging program for Clear Creek and other possible means
of helping the flooding situation for this area.
4. Representative Lloyd Criss , who is not supporting the Caraway
Jones legislation , has asked to speak to Council on Februar`y
11.
5 . The Mayor asked Jim Morgan to work with the Drainage District
in defining the District and the City' s areas of responsi-
bility insofar as drainage projects within the city are
concerned.
PETITIONS & COMMUNICATIONS i
1. Curtis DeLay asked Council about who citizens should contact
regarding flood control. He also announced that he has been
deputized to register voters in Friendswood.
2 . A letter was presented from a member of the Drainage District
stating his opinion of the 36" pipe opening in Brazoria County
next to Kingspark/Whitehall. Council asked that a recommenda-
tion be made officially by the Board rather than by a single
member. A letter was also requested from the K/W drainage
committee stating their stand on opening of the pipe. Mr.
Morgan recommends that on receipt of these two letters , Council
grant permission to open the pipe to its full capacity.
3 . Ted Bogrin , engineer for developers of Rancho Vehjo II , asked
for clarification on cost of the water line to be installed
down FM 518 to this subdivision. He stated that they do not
feel they should be charged a prorata share for fire hydrants
installed along the line. He a}.so requested that Council
cons,ider having property owners along the route of the line
pay a pro-rata share of the cost at the time, of construction.
The use of PVC pipe instead of AC pipe for this line was also
discussed, based on the fact that PVC is less expensive and
is now being widely used for this type of line .

AUDITOR' S REPORT - Mr. Lairson reviewed the audit and stated
that the City' s accounting system is in good condition.
OPENING BIDS ON PICK-UP FOR UTILITY DEPARTMENT - The following
bids were opened and read :

AWARDING BID ON SUB-FIRE STATION - Mr. Morgan recommended that
the bid be awarded to Friendswood Building Company a� the lowest
t and best bid.

Vote : Unanimous FOR MOTION CARRIED
CONTRACT WITH ROBERTS & ASSOCIATES , INC. - Donald W. Roberts
proposes engineering services to the City , specifically for a
surface water transmission project , based on a 9 . 5 percent of
construction cost for the project .

ORDER CALLING CITY OFFICIALS ELECTION - An order was read calling i
an election for April 5 £or Mayor and Council positions l, 3 , and
5 .

Vote : Unanimous FOR MOTION CARRIED
An order calling an election on Mass Transit will be presented
next week.
4TH OF JULY COMMITTEE
� I MOTION: (Wood) To appoint Joe Tennison , Ralph Schromburg ,
�� Cynthia Hearne , Mary Ellen Bellard, and John Tirado
to this committee to plan the 4th of July celebration ,
with Sky Hoff acting as an advisor to the group.

ORDINANCE N0. 80/1 - Rezoning for CPS - Second Reading
MOTION : (Maaz) To approve second reading of Ord. #80/l. '

REVISED CONTRACT WITH WC&ID 108 FOR SEWAGE TREATMENT - Mr. Morgan
reported that the City Attorney �eels that the contract as
written is satis£actory as to form.
