HomeMy WebLinkAboutCC Minutes 1980-01-28 Special 3�� MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL January 28 , 1980 A Special Meeting of the Friendswood City Council was held at the City Hall on Monday , January 28 , 1980 , at 7 : 00 p.m. with the following members present : Mayor Ralph Lowe City Manager Jim Morgan Councilman Paul Maaz City Secretary Bobbie Henry Councilman Loren Wood Councilman Dale Whittenburg Councilman Ed Zeitler With a quorum present , and with Councilman Lay and Councilwoman Black reporting that they will arrive late , the following business was transacted : � Mayor Lowe introduced Cecil Palmer of the National Weather Service �„ who presented a rain gauge to the Mayor and talked at some length about measuring rainfall , making predictions From results , and � what happens from a meteorologist ' s viewpoint as a result of � certain rainfall and tides conditions . � Senator Bill Caraway explained the "Caraway-Jones Plan" for £lood control in a seven-county area which he proposes to present to the legislature for passage during the special session this year. He urged citizens to contact the governor and chther legis- lators and request their support oF this plan. Council committed to adopting a resolution at their next meeting endorsing the Caraway-Jones proposal. Mayor Lowe then opened the meeting to questions and discussion of the flood situation to the 75-80 citizens present . During this time two petitions were presented to the Mayor : one requesting that a moratorium be placed on building until a solution has been reached to prevent flooding ; the other requested support for the Caraway-Jones plan. REQUEST FOR ACCEPTANCE OF FACILITIES IN GLENSHANNON SUBDIVISION Mr. Morgan said he could not recommend acceptance of these facili- ties until satisfaction of the following conditions : Cl) completion of two entrances to the subdivision; ( 2 ) certain curb work ; ( 3) letter from their engineer warranting streets and utility lines for one year; (4a correction of drainage outlet shared with Wilderness Trails which has, not been approved by the Drainage District ; and CS) determination of approving a subdivision which is dependent on a lift station within and belonging to another subdivision which is yet not acceptable . Council felt that 6lenshannon should not be held up because o£ the joint use of the lift station which is presently in operation , and felt that the City Manager and Public Works Director can deter- mine when the other items are completed sufficiently for release of the subdivision for building. Second : Lay Vote : Unanimous FOR MOTION CARRIED OPEN BIDS ON FM 518 WATER LINE - Mayor Lowe opened and read the following bids : 7M Corporation $137 , 746 . 20 Angel Equipment 196 , 750 . 00 o?pGl�/}� MOTION : (Whittenburg) To refer the bids to the City Manager �U and engineer for study and recommendation. � Second: Wood � Vote : Unanimous FOR MOTION CARRIED REPORT FROM ENGINEER MALCOLM COLLINS ON KINGSPARK STORM SEWER Mr. Morgan read a letter from Collins giving a step by step rationale of his recommendation that the 36" pipe in Brazoria County be opened only 18" . No action taken on this matter. ACQUISITION OF RIGHT OF FIAY FOR SEW.ER LINE TO 'BLACKHATiJK PLANT p��dj� MOTION: (Whittenburg) To authorize the City Manager to make (1J final offer for purchase of right-of-way between Clear Creek and the plant location. Second : Wood Vote : Unanimous FOR MOTION CARRIED ADJOURNMENT - Motion made and seconded that the meeting adjourn.
