MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL
January 14, 1980
A Special Meeting of the Friendswood City Council was held at
the City Hall on Monday , January 14 , 1979 , at 6 : 00 o ' clock
with the following members present :
Mayor Ralph Lowe City Manager Jim Morgan
Councilman Tom Lay City Secretary Bobbie Henry
__ Councilwoman Vickie Black
Councilman Dale Whittenburg
Councilman Loren Wood
Councilman Ed Zeitler
With a quorum present , and with Councilman Paul Maaz absent ,
the following. business was transacted :
Q INTERVIEWS WITH PROPOSED P&ZC APPOINTEES - A closed session from
'�' 6 : 00 p.m. until 7 : 00 p.m. was used for interviewing six candidates
� for Planning & Zoning Commissioner. Those interviewed were :
� Leon Brown, Tom Hannsz , Ashley Pardue , Charlie Beggs , Janet
� Berthiaume , and Charles Williams .
°;�[ PROCLAMATION - In open session at 7 p.m. Mayor Lowe read a
proclamation setting aside January 20-26 as Jaycees Week.
DISCUSSION WITH P&ZC CHAIRMAN - Bob Wicklander asked for guidance
from Council as to acceptance of a 10-acre tract of land out of
a large parcel being developed on FM 528 . Result of the discussion
was that Jim Morgan is to contact the firm of Mormon,Mock and Green
for a cost estimate on a study to determine where a city complex
s.hould ideally be located in view of future growth. Also,
Councilwoman Black is to discuss with the County a 40 acre tract
� within the proposed subdividion indicated a park but lying within
League City Boundaries . Question is the possibility of this being
a county park.
G1�RBAGE PICK-UP OUTSIDE CITY LIMITS - Mr. Morgan proposes to cease
picking up garbage from Brazo�ria County residents just beyond
Clover Ridge. Reason : The 2�9 customers outside the city , added to
city pick-up on Monday, necessitates payment of overtime ; citizens
subsidizing customers outside city ; and question of legality.

continue this service if another service is available (�
to these people, giving them 30 days notice. GJO

Vote : Unanimous FOR MOTION CARRIED
CALLING PUBLIC HEARING ON REZONING
MOTION: (Zeitler) To call a joint public hearing with the
Planning Commission for 7 : 30 p.m. on February 7 , 1980 , /
to reconsider rezoning requests from W. A. Stuart and S�/�
Max Poole.

Vote : Unanimous FOR MOTION CARRIED
FOOD HANDLING ORDINANCE - This ordinance which has been proposed
by the County Health Department was referred to the City Attorney
for his review and recommendation. .
PARKS DEPARTMENT BY-LAWS
MO_TION: (Whittenburg) To approve the by-laws as revised by
Council. '�j�

Vote : FOR (5 ) Lowe, Lay, Black , Whittenburg, Wood
AGAINST (1) Zeitler MOTION CARRIED

�� HIKE/BIKE TRAILS - Mr. Morgan reported that the committee has
concluded no matching funds will be available this year for
bike trails , and they wish to proceed to do as much work as
possible with the available money. He asked authorization from
Council to proceed to : consult with school and determine definite
routing and location for trails , employ an engineer to prepare
specs and bid documents , and advertise for bids .
g�gp MOTION: ( Zeitler) To authorize the City Manager to proceed
as outlined for the hike/bike trails .

Vote : Unanimous FOR MOTION CARRIED
REPLACEMENT OF LAST FLOOD DAMAGED VEHICLE - Mr. Morgan explained
that only one vehicle is left to be replaced due to the flood , and
asked permission to purchase a truck for the Street Department .

COMMITTEE APPOINTMENTS - Following a short closed session to inter-
view one more candidate for P&ZC, the following appointments were
made by the Mayor :
