MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL
December 10 , 1979
A Special Meeting of the Friendswood City Council was held at
the City Hall on Monday, December 10 , 1979 , at 7 : 00 p .m. with
the following members present :
Mayor Ralph Lowe City Manager Jim Morgan
Councilman Loren Wood City Secretary B. Henry
Councilman Paul Maaz
Councilman Dale Whittenburg
With a quorum present , and with Councilmen Zeitler and Lay , and
Councilwoman Black absent , the following business was transacted:
ANNOUNCEMENTS FROM THE MAYOR
,��, 1. Mayor Lowe announced that he has been asked to serve on a
Task Force to study flooding problems in Southeast Texas and
� report to the Legislature its findings and recommendations .

� 2 . A letter from Judge Holbrook requests that the City consider
� participation with �alveston County in expansion and use of
the SPCA Animal Shelter in San Leon rather than the City
operating its own animal shelter. The Mayor asked that the
City Manager study and report back to Council his recommenda-
tion on this matter.
3 . Mayor Lowe met this week with representartives ,of the Texas
Parks & Wildlife Department o£fice in LaPorte to discuss any
effects the Tri-County Flood Plan might have on wildlife in
this area, and to get their support insofar as this project
is concerned. He said they were receptive to approval .
. OFFER OF LAND FOR CITY COMPLEX - Dr. Avery and Dr. Dawson, who
are proposing to develop a 470 acre tract of land in Friendswood
near the entrance to Windsong on FM 528 , made an offer to donate
ten acres of land to the City for a municipal complex. Council
indicated an interes.t but felt they would have to wait until plans
were more complete before making any commitment for acceptance.
OPENING BIDS ON UTILITY DEPARTMENT TRUCK - The following bids
were opened and read by the Mayor :

MOTION : (Wood) To refer the bids to the City Manager for yi�
study and recommendation. C�
Second: Whittenburg ��
Vote : Unanimous FOR MOTION CARRIED
OPENING BIDS ON FIRE SUB-STATION - Mayor Lowe opened and read the
single bid received as follows :

SURFACE WATER - The Mayor reported that he talked to John
Nicodemus of WC&ID #108 , and he will present the surface water
plan to his Board. He stated , however, that he felt sure the
Board would want to participate in the plan for purchase of water
from Houston and transmission pipes to their distribution point .
DRAINAGE IN KINGSPARK/WHITEHALL - Mr. Morgan reported that he
Melvin Meineke , Councilwoman Black, Engineer Colline , and Lloyd � '
Rathburn again met to discuss opening the storm sewer pipe on I ;
Mr. Rathburn' s land in $razoria County , and that Collins still �
recommends no larger than an 18 inch opening into the 36 inch
storm sewer. Mr. Rathburn stated that he will not give access
to the opening unless a 36 inch pipe is used. Mr. Morgan is to
discuss this further with Collins to get his reasons for adhering
to the 18 inch number.
ADJOURNMENT - Motion made and seconded that the meeting adjourn.
The meeting was adjourned at 8 :10 .
