HomeMy WebLinkAboutCC Minutes 1979-12-26 Special 3�3 MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL November 26 , 1979 A Special Meeting of the Friendswood City Council was held at the City Hall on Monday , November 26 , 1979 , at 7 : 00 p.m. with the following members present : Mayor Ralph Lowe City Manager Jim Morgan Councilman Loren Wood City Secretary Bobbie Henry — Councilman Dale Whittenburg Councilman Ed Zeitler With a quorum present , and with Councilmen Lay, Black and Maaz absent , the following business was transacted : CHARTER ELECTION - Councilman Wood stated that he felt the cost of an election would not justify holding a special election in (� January for the housekeeping type of changes to the charter as q�' are now recommended.�x C'.,(,',z�,�e,C4,,,.�, <<,y�;L,�, o,�.� �;�5 s;< <,(�/��� �C Q DOG SITUATION - Police Chief Wright explained some problems R�- � relative to control of dogs , and urged , in view of the recent rabid-dog situation in Houston, that all Friendswood residents Q have their dogs vaccinated and take responsibility for their pets . REMOVAL OF CURBS IN IMPERIAL ESTATES - Mr. Morgan proposed that a secti,on of this curb be removed and a "roadside ditch" be con- structed along that section of street , and that the residents of Imperial Estates be given an opportunity to view this and determine if this concept would be acceptable to them throughout the subdivision. Mr. Meineke will meet with these people this week and report back to Council next Monday night. __ PARKS BOARD BY-LAWS - Council asked that a representative from the Board be present next week to discuss this subject. COUNSELING BOARD BY-LAWS MOTION: (Wood) That nine members be specified for the Board� (as proposed in the by-laws change) �/ Second : Zeitler ^ Vote : Unanimous FOR MOTION CARRIED �� BIDS FOR REPAIRING COUNSELING BU�LDING - Since the bid on this work was double what the State has allowed for these repairs , Mr. Morgan proposed negotiating this work with a builder on a piece-meal basis as far as the money lasts . MOTION : (Wood) To accept the recommendation of the City / Manager with the Manager aeting as coordinator on the work. �l Second : Zeitler � , Vote : Unanimous FOR MOTION CARRIED DRAINAGE IN KINGSPARK/WHITEHALL - Mr. Morgan , reporting on a meeting with the Drainage Board , attended by representatives of the subdivision , Morgan , Councilman Wood , and Melvin Meineke , said that the group was favorably received by the Board , and that , the Board agreed to go over the work as proposed, and do what - they can to aid in this project . Malcolm Collins is to meet with representatives from the subdivision to review their request for opening the storm sewer in Brazoria County. Collins is to report baek to Council on his recommendation. RIGHT-OF-WAY FOR CASTLEWOOD BRIDGE - Mr. Morgan reported that Mr. Withrow has tentatively agreed to deed the needed right-of- way to the City in exchange for $1 , 000 and the City' s tying his driveway in to the street . Morgan requested authorization to consummate this transaction. �� MOTION: (Whittenburg) To authorize the City Manager to execute /� the agreement with Mr. Withrow as outlined. 3�4 Second : Wood Vote : Unanimous FOR MOTION CARRIED APPOINTMENT TO COMMUNITY COUNSELING SERVICE BOARD �oC�()�rJn MOTION : (Wood) To appoint Paul Thornburg to Position #9 . �� ��� Second : Whittenburg Vote : Unanimous FOR MOTION CARRIED �, CLOSED EXECUTIVE SESSION - Following this session , the ���� following action was taken: ���Jn� MOTION : (Zeitler) To appoint Richard Atchison to Pos . #1 � � on the Planning Commission, and to reappoint Bob Phillips to Pos . #3 and Bob Wicklander to Pos . #2 . Second: Whittenburg Vote : Unanimous FOR MOTION CARRIED C�(g��� MOTION : (Whittenburg) That special recognition be given � to Tracy Spears for his years of service on the Commission. Second : Zeitler Vote : Unanimous FOR MOTION CARRIED The Secretary was instructed to contact Harold �����a-�=�"r�'by letter to confirm his withdrawal from the Commission, making way for appointment to fill that position (#4 ) .
