HomeMy WebLinkAboutCC Minutes 1979-11-12 Special �s� MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL November 12 , 1979 A Special Meeting of the Friendswood City Council was held at the City Hall on Monday , November 12 , 1979 , at 7 : 00 p.m. with the following members present : Mayor Ralph Lowe City Manager Jim Morgan Councilman Paul Maaz City Secretary Bobbie Henry Councilwoman Vickie Black Councilman Tom Lay Councilman Dale Whittenburg Couneilman Loren Wood With a quorum present , and with Councilman Zeitler absent, the following business was transacted : Q PROCLAMATION - Mayor Lowe read a proclamation setting the week d. of November 19 as "Thanksgiving Week" and presented it to Reverend � John Barfield of the Ministerial Alliance. �] HEALTH DEPARTMENT REQUEST FOR ORDINANCES - Guy Wilkinson presented �( ordinances on Private Sewage Facilities" and "Food Handling" which ,Q he reports are now state laws and which have been adopted by the other cities in Galveston County. He asked that Council consider adoption of these ordinances to enable the Health Department to better serve this city. SUNMEADOW FIRE STATION - Tom Rogers and John Emerson p�esented proposed plans for the substation Por Council approval. It was proposed that bid invitations be prepared with separate contracts for the building and for concrete work. Mayor Lowe , who is donating land on FM 528 for the station, said the deed would be ready by next week. Authorization to advertise for bids will be given at that time . DRAINAGE IN KINGSPARK/WHITEHALL - Citizens from the area agreed to get fences moved from the right-of-way of the drainage ditch so that equipment could be used to work the ditch. Melvin Meineke is to get cost figures on cleaning the ditch. Lloyd Rathburn again asked for official action from Council giving him permission to use Belmar for ingress and egress to his property in Brazoria County. Council agreed to ask the attorney about a resolution covering this matter. Councilman Wood, Melvin Meineke, Mr. Mogan will attend the next meeting of the Drainage Roard 'with representatives from Kingspark/Whitehall to see if the Board can contribute to resolving the drainage problems in that area. CLEAR CREEK FLOODING - Mayor Lowe reported that he met this week with Mayor Frutiga of Nassau Bay to discuss the flood plan, and he plans to attend a meeting Thursday in Ron Paul's office with other mayors in this area to pursue the subject. WATER RATES - Two citizens registered complaints on their water bills based on usage and increased rates . Mayor Lowe stated that because it may not be necessary for the city to build an overhead water tank in connection with purchase of surface water, the newly initiated rate increase may be reduced consierably or eliminated entirely. This is to be researched during the coming week. DRUG ABUSE PREVENTION GRANT REQUEST - Counselor Pam Linbeck presented a proposed grant from Texas Department of Community Affairs which, if approved, would essentially fund the Counseling Service for 1981. 368 �'���q MOTION: (Wood) To approve submission of the grant request. Second: Maaz Vote : Unanimous FOR MOTION CARRIED CONSENT AGENDA - Mr. Morgan asked that "Awarding bid on garbage truck" be removed from the Consent Agenda due to the fact that since this item will be purehased with Certificates of Obligation , additional paper work is necessary before a bid is awarded. i MOTION: (Whittenburg) To approve the Consent Agenda after removal of award of garbage truck bid. ! AWARD CONTRACTS FOR PORTION OF NORTH INTERCEPTOR & FORCE MAIN - Mr. Morgan reported that this is not ready for action at this time. ADJOURNMENT - Motion made and seconded thart the meeting adjourn .
