HomeMy WebLinkAboutCC Minutes 1979-10-22 Special 361 MINU7'ES OF A SPECIAL MEETING OF Z'HE FRIENDSWOOD CITY COUNCIL October 22 , 1979 A Special Meeting of the Friendswood City Council was held at the City Hall on Monday, October 22 , 1979 , with the following members present : Mayor Ralph Lowe City Secretary Bobbie Henry Councilman Paul Maaz Acting City Manager Melvin Meineke Councilman Tom Lay Councilman Dale Whittenburg Councilwoman Vickie Black Councilman Loren Wood Councilman Edward Zeitler With a quorum present ,and with the City Manager absent , the Q following business was transacted : � REPRESENTATIVE LLOYD CRISS outlined plans for enactment of flood o relief legislation during the special session of the Legislature , and requested the city officials to contact the Governor for his � support in amending the Emergency Relief Act of 1975 . � OPENING OF BIDS ON STREET REPAIRS RESULTING FROM FLOODS - Mayor Lowe opened and read the one bid received : Ike Hall, Inc. (Total for all streets) $202 ,182 . 76 It was noted that this bid is more than double the $100 , 000 set by the government appraisers as the amount reimbursable to the city for these flood damages . The bidder, who was present , stated that if he had not had to bid each street separately, he _' might have been able to reduce his bid by 15%. MOTION : (Whittenburg) To refer the bid to the City Manager for review and if he finds it to be in order, authorize / him to contact the proper authorities and request that the � Friendswood allocation be inereased to cover this bid. 9 Second: Maaz Vote : Unanimous FOR MOTION CARRIED DISPATCH SERPTCE - Councilman �hittenburg presented a proposal to enclose part of the covered front entrance to the City Hall for a location for the improved dispatch system. He was designated as Chairman of the project, to proceed on cost estimates to do this work. WARRANTS FOR APPROVAL - The following warrants were unanimously approved for payment : General Fund: #2492 - Bell Telephone $ 1 221. 42 2493 - CPS 1 ,806 . 82 2494 - William H. Connery 2 000 . 00 2495 - International Di�sal 8 ,680 . 54 2496 - Olson & Olson 8 , 725 . 00 ' Water & Sewer Fund : l937 - CPS 3 , 511. 42 � 1938 - Dynatak 1 ,209 . 00 1939 - Dixie Chemical 594 . 60 Capital Projects : #231 - Municipal Pipe 21 910 . 95 232 - Petromas � 989 . 44 BY-PASS PIPES ON FM 518 - This structure , which is just outside the City limits in Pearland, is considered to be a possible factor in flooding in Village Green and Kingspark/Whitehall. The question has been raised about requesting the State Highway Dept. rto enlarge the strueture . 362 After some discussion, Council decided to ask the City Engineer to make an estimate for cost of an appraisal to determine what effect such a project would have on residents up-stream and down-stream from the by-pass . INCOMPLETE ITEMS OF BUSINESS - LIST FROM CITY MANAGER - The following comments were made on items from the list : i #6 ) Charter Committee Recommendations - Place on agenda for next workshop to permit each Councilman ' s review. #9 ) Street Name Changes - Have an ordinance drawn up incorporating these changes as outlined in Minutes of December 11 , 1978. Add to list : #17) Lawsuit re r-o-w at creek crossing on, �inding Way - Get a status report from the City Attorney. #18) Highway curve at Fox Meadows on FM 528 . #19 ) Streets to be surfaced by County - Acquisition of right-of- way. It was suggested that people on these streets involved could get all of the row donated. ADJOURNMENT - Motion was made and seconded that the meeting ad�ourn.
