MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL
October 1 , 1979
A Regular Meeting of the Friendswood City Council was held art
the City Hall on Monday, October 1 , 1979 , at 7 : 30 p.m. with the
following members present :
Mayor Ralph Lowe City Attorney John Olson
Councilwoman Vickie Black City Manager Jim Morgan
Councilman Tom Lay Acting City Secretary Ruth Henry
Councilman Dale Whittenburg
Councilman Loren Wood
Councilman Paul Maaz
Councilman Ed Zeitler
With a quorum present , and with none absent , the following
business was transacted :

� READING AND APPROVAL OF MINUTES - Minutes of a Regular Meeting

� ANNOUNCEMENTS & COMMUNICATSONS FROM THE MAYOR
Mayor Lowe reported that he met last Friday with the Corps of
Engineers and representatives from Harris and Galveston Counties
and Brazoria Courity Drainage District #4 to discuss flooding
problems in the area. The Mayor has appointed Mrs . Harriet
Chaney to head a committee to evaluate his Tri-County Flood Control
Project which will include the Friendswood and surrounding areas .
Other meetings are scheduled for the next week to discuss this
subject , and the public is invited.
PRQCLAMATION : Setting out October as "Chamber of Commerce Month. "
FLOOD DEBRIS COLLECTION - Mr. Morgan reported that no special
collection has been done to date and that no relief funds have
been ocmmitted for such operation. Regular Wednesday heavy
pick-up is being maintained which will include carpets but not
building materials,.
REQUEST FOR CONTRACT COMMERCIAL GARBAGE COLLECTION - Some commer-
cial customers have asked that they be permitted to contract for
garbage collection rather than using the city service.
MOTION: (Lay) For the City Manager to bring a recommendation
to Council on permitting contract garbage collection. �A�

DRAINAGE RESPONSIBILITY - The Question of area of responsibility J
of t e City vs . the Drainage District was discussed , and methods
of cooperation and communication on problems areas were explored.
On the immediate problem, that of cleaning out some drainage
routes through Kingspark/Whitehall will be pursued by the City
� Manager with assistance from the Drainage District.

COUNTY-WIDE TAX ASSESSMENT BOARD - For this newly created entity,
the school board has requested that the city support Weldon Kolb
for a position on the Assessment Board. This matter was deferred
until the next meeting pending further study by Council.
REPORT ON MEETING WITH CORPS OF ENGINEERS - Harriet Chaney reported
on a meeting last Friday with the Corps regarding the Clear
Creek Project. Mayor Lowe ' s Tri-County Flood Relief Plan will
interface well with the Corps project , in the opinion of the Corps .
An effort will be made to get support form Harris , Galveston ,
and Brazoria Counties on rthe Tri-County Plan by a committee
headed by Mrs . Chaney, after which it is to be presented to
the Corps as an acceptable interim flood control paln for
Clear Creek.

OPENING BIDS ON WATER DEPARTMENT PICK-UP TRUCK - The following
bids were opened and read by Mayor Lowe :

review and recommendation.

REQUEST FOR BUILDING MORATORIUM - Mrs . Dot Greer reguested that
Council palce a moratorium on building in the city until the
flood problems have been solved. It was explained to her that
the city does not have this authority, and no action was take�.
ORDINANCE N0. 79/23 - INDUSTRIAL WASTE ORDINANCE - First Reading
on permanent basis .
MOTION: ( Lay) To approve first permanent reading of Ord. #79/23

Vote : Unanimous FOR MOTION CARRIED
