MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL
September 24 , 1979
A Regular Meeting of the Friendswood ,City Council was held at
the City Hall on Monday , September 24 , 1979 , at 7 : 30 p.m. with
the following members present :
Mayor Ralph Lowe City Manager Jim Morgan
Councilman Tom Lay City Attorney John Olson
Councilwoman Vickie Black Acting City Seeretary Ruth Henry
Councilman Dale Whittenburg
Councilman Loren Wood
Councilman Paul Maaz
Councilman Ed Zeitler
With a quorum present , and none absent , the following business

'°Z ANNOUNCEMENTS & COMMUNICATIONS FROM THE MAYOR
Mayor Lowe requested Marshall Durham, representative to news
media on the Disaster Committee to bring representatives from
KTRH Radio and Channel 13 to September 24 , 1979 council meeting.
Mr. Durham thanked the representatives on behalf of City Council
and the citizens of Friendseaood for their cooperation during
our recent floods .
Mayor Lowe read a letter to Senator Schwartz relating to the
disaster services to the city. The letter indicates the disaster
program set for this city is inadequate . Senator Schwartz is
taking this letter to our Washington Representatives in hopes
they will review the disaster programs for cities .
FLOOD MATTERS
Mr. Robert Richter, who lives on Belmar Lane , spoke as representa-
tive of the citizens in his area on the recent flooding. He
requested that : (1) the flow of water from the field onto Belmar
Lane be stopped; (2 ) the retaining ditch that existed at one time
at the end of Belmar Lane be reconstructed (Citizens realize
this would not stop flooding but would help when they have light
rains) ; (3 ) clean out , repair and do maintenance necessary to
improve the drainage ditch in their area; and (4 ) clean out all
atorm sewers .
Mrs . Dot Greer requested that the city eliminate building permits
until drainage and sewer problems are reduced to a minimum. City
Attorney John Olson responded that after approval of a subdivision
this can not be done .
Several citizens from Polly Ranch, Clover Acres and Sun Meadow
discussed their flooding problems with Council .
Mayor Lowe asked to present the situation as of now. Last June
he called Judge Holbrook and suggested that the new engineer
with the Corps of Engineers be approached on the subject of Clear
Creek. While Judge Holbrook was setting up a meeting between
Galveston , Brazoria and Harris County people and Draiange
District No. 4 , the July 25th flood occurred . The meeting was
held on September 7 , and the Corps is now working on the 25/75
year plan for Clear Creek. The Mayor will meet with the Corps
on September 28 to discuss a plan which would give relief for
Friendswood, Scarsdale , and other subdivisions in Harris County
without inundating the people below us on the creek.

PRIORITY FOR HANDLING OF INCOMPLETE ITEMS OF BUSINESS - Mr.
Morgan presented Council a list of incompleted items . After
adding several items , Mr. Morgan was instructed to present these
at the next workshop along with his recommendations of the items .
