HomeMy WebLinkAboutCC Minutes 1979-08-27 Special 341 MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL August 27 , 1979 A Special Meeting of the Friendswood City Council was held at the ! City Hall at 7 : 30 p.m. on Monday, August 27 , 1979 , with the follow- ing members present : Mayor Ralph Lowe City Manager Jim Morgan Councilman Tom Lay City Secretary Bobbie Henry Councilman Loren Wood Councilman Ed Zeitler Councilman Paul Maaz Councilman Vickie Black With a quorum present , and with Councilman Whittenburg absent , the following business was transacted : DISPATCH STUDY REPORT - Ray Goodnight , acting as chairman , presented (� a written recommendation from the committee for a dispatch set-up �- which included training and screening of personnel , some new equip- � ment , new location, increased salaries , etc. at an estimated cost � of $22 , 500 . Council took the report under advisement to try to make it fit into the 1979-80 budget. � G � RESOLUTION #R7-79 - A RESOLUTION� CERTAIN FINDINGS CONCERNING CERTAIN LAND DESCRIBED IN SUCH RESOLUTION; DETERMINING THAT SUCH LAND IS NEEDED FOR PUBLIC USE FOR SAID PURPOSE FOR THE IMPROVEMENT OF CASTLEWOOD STR�ET BETWEEN MERRIWOOD STREET AND EMERALD CIRCLE ; RATIFYING AND CONFIRMING THE FINAL OFFER MADE TO THE OWNER OF SUCH ' PROPERTY BY THE CITY MANAGER; AND AUTHORIZING THE CITY ATTORNEY TO BRING EMINENT DOMAIN PROCEEDINGS TO ACQUIRE SUCH LAND. MOTION: (Lay) To adopt Resolution R7-79 . ���� Second: B.lack � Vote : Unanimous FOR MOTION CARRIED � SALE OF STREET DEPARTMENT ROLLER - Mr . Morgan said an offer of $225 has been made for the obsolete roller which he believes to be a very good price. He asked for permission to sell the roller for this amount . MOTION: (Maaz) To authorize the sale of the roller for $225 . Second: Zeitler �'7� Vote : Unanimous FOR MOTION CARRIED � POSTPONEMENT OF COUNCI:L MEETING - Since Monday , September 3 , is a legal holiday, Labor Day, it was decided to postpone the Council Meeting until September 10 . MOTZON : (Wood) To hold the first meeting in September on the lOth. Second: Zeitler ry Vote : Unanimous FOR MOTION CARRIED �/�/ ��TAX VALUATIONS RELATED TO FLOOD DAMAGE - Council discussed adjustment of tax va' luations effective uly 25 to reflect flood damage . No formal action was taken but it was general concensus that this adjust- ment could more effectively be done on the first of next year. APPOINTMENT OF DISASTER COMMITTEE - On recommendation of the ad-hoc /; group , Mayor Lowe appointed a steering committee composed of: � /�7 Rev. Bill Sterling, Ministerial Alliance � / Kenneth Camp, Civil Defense Director Mitch Flright , Chief o.f Police Bill Wilcox , Fire Chief Letha Camp , Ambulance Chief Dr. Richard Conway, City Health Officer Ted Thomas , Superintendent of Schools Marshall Durham, News , official newspaper Jim Morgan , City Manager 342 I��'�-/ MOTION : (Wood) To confirm appointments made by Mayor Lowe. Second : Maaz Vote : Unanimous FOR MOTION CARRIED RESOLUTION #R8-79 - AUTHORIZING SUBMISSION OF A GRANT REQUEST FOR COMMUNITY COUNSELING SERVICE FOR 1980 . 4��`�q MOTION: ( Lay) To adopt Resolution #R8-79 . Second : Black Vote : Unanimous FOR MOTION CARRIED FLOOD DEBRIS PICK-UP - Mr. Morgan reported that the the heavy duty trash pick-up started again today and hopefully will have completed another round of the city by Saturday . AWARD OF BIDS ON CITY VEHICLES DESTROYED BY FLOOD - On. recommenda- tion from Mr. Morgan , the following bids were awarded : ���"��� MOTION: CLay) To purchase two police units from Metro Chrysler �'� at $7 ,450 each. Second: Zeitler Vote : Unanimous FOR MOTION CARRIED ����� MOTION: (Lay) To purchase Water & Sewer pick-up From Bud Brown � Ford on their quote for a 1979 model of $4 ,945 . 48 . Second : Zeitler Vote : Unanimous FOR MOTION CARRIED ����� MOTION: (Lay) To purchase a cab and chassis for the Street Department from Bud Brown Ford at a cost of $15 ,504 . 64. Second: Black Vote : Unanimous FOR MOTION CARRIED 4�$'�� MOTION: (Zeitler) To reject the single bid on a 3/4 ton truck for the Water Department due to uncertainty of delivery. Second : Black Vote : Unanimous FOR MOTION CARRIED ���� `"� MOTION: (Zeitler) To purchase a pick-up from Hanricher Chevrolet on their bid of $6 ,206 . 95 . Second : Lay Vote : Unanimous FOR MOTION CARRIED APPOINTMENT OF RESERVE POLIC� OFFICERS � ��' w� MOTION : C.Lay) To approve appointment of five reserve police �' officers as follows : Anita Hughes , Kenneth Kubasic , Ken Shelton, Randy Vaughan , and Barry Yodzis .
