MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL
August 20 , 1979
A Regular Meeting of the Friendswood City Council was held at the
City Hall on Monday, August 20 , 1979 , at 7 : 30 p.m. with the follow-
ing members present :
Mayor Ralph Lowe City Attorney John Olson
Councilman Tom Lay City Manager Jim Morgan
Councilman Vicki Black City Secretary Bobbie Henry
Councilman Dale Whittenburg
Councilman Loren Wood
With a quorum present , and with Councilmen Maaz and Zeitler absent ,
the following Business was transacted:

�- READING AND APPROVAL OF MINUTES - Minutes of a Special Meeting of
� July 30 and a Regular Meeting of August 6 , approved as read.
� Minutes of a Special Meeting of August 13 , approved as corrected.
�C ANNOUNCEMENTS & COMMUNICATIONS
�
l. Mayor Lowe announced that a meeting concerning Clear Creek
Flood Control will be held in the office of the Corps of
Engineers on Friday, September 7 , 1979j at 1 : 00 p.m. to
discuss the status of this project . Interested officials
Prom both Harris and Galveston County will be present .
2 . Fred Musgrove announced that a County representative will be
in City Hall until August 21 to fill out tax relief forms for
Friendswood citizens who have flood damage and who wish to
have loss reflected in their tax statements for this year.
3 . Disaster Committee - Rev. Bill Sterling presented a plan for
this committee as, outlined in their organizational meeting .
Mayor Lowe asked that the elected chairman , Ken Camp , give
written recommendation to Council on appointments to the stand-
ing committee. This will be considered at the next Council
meeting.
4. Flood Debris Pick-up - Mr. Margan proposed that the heavy
equip'ment be retained and that a concerted effort be made to
get all of the flood material picked up on an on-going basis
for a given length of time rather than on a one-day-per-week
basis as had been considered previously. Notice will be given
in the necaspaper and the dead-line for citizens to get this
trash on the street. Morgan was authorized to initiate this
program.. Council will ratify their approval at the next meeting.

totaled out by the flood were opened and read as follows :

RESOLUTION #R6-79 - A RESOLUTION AUTHORIZING THE CITY OF
FRIENDSWOOD TO BORROW $500 ,000 FROM THE FRIENDSWOOD BANK OF
FRIENDSWOOD, TEXAS ; PROVIDING SAID SUM SHALL BE REPAID BY THE
CITY DURING THE CITY' S CURRENT FISCAL YEAR OUT OF REVENUES
ANTICIPATED TO BE RECEIVED BY THE CITY DURING SUCH FISCAL YEAR;
AUTHORIZING THE MAYOR TO EXECUTE AND THE CITY SECRETARY TO ATTEST
A PROMISSORY NOTE IN EVIDENCE OF SUCH INDEBTEDNESS ; AND CONTAIN-
ING OTHER PROVISIONS RELATING TO THE SUBJECT.
Mr. Morgan explained that this is necessitated by the faet that
reimbursement from the State for payment on the Blackhawk plant
has not been received. When received, these funds would be
available for repayment of the loan. If the funds are released
within the next few days , then the loan would not be consummated.

AN ORDINANCE GRANTING TO THE MECA CORPORATION , ITS SUCCESSORS
AND ASSIGNS , THE RIGHT , PRIVILEGE, AND FRACHISE FOR A TERM OF
FIFTEEN YEARS , TO ERECT, MAINTAIN, AND OPERATE A COMMUNITY
ANTENNA TELEVISION SYSTEM IN THE CITY OF FRIENDSWOOD , TEXAS ;
TO ERECT, MAINTAIN AND OPERATE ITS POLES , TOWERS , ANCHORS ,
WIRES , CABLES , ELECTRONIC CONDUCTORS , CONDUITS , MANHOLES ,
AND OTHER STRUCTURES AND APPURTENANCES IN, OVER, UNDER, ALONG ,
AND ACROSS THE PRESENT AND FUTURE STREETS , HIGHWAYS , ALLEYS ,
BRIDGES , EASEMENTS , AND OTHER PUBLIC WAYS AND PLACES IN SUCH
CITY; PRESCRIBING COMPENSATION FOR THE RIGHTS , PRIVILEGES

#79/,�� setting out requirements for a taxi service in the City
is to be amended and reposted for first reading on September 3 .
BUDGET DISCUSSION - The budget , as proposed , was discussed with
representatives of var�ous departments with the following out-come : ,
Counselin Service - Consideration will be given to a one-third I�
time counselor at an additional cost of $4 , 000 . Also , the
school will be approached about paying part of the cost of
the counseling service �ince a great deal of. the work is being
done in the schools,.
Police Department - Chief Wright asked for an additional full-time
records clerk at a cost of $12 , 000 .
Fire Marshal - The present volunteer fire marshal recommended that
funds be made availabe for a full-time paid fire marshal, with a
new car, all at a cost of $25 , 000 . Council proposed continuing
the volunteer program for half a year with a full-time employee
being hired a mid-year.

Parks Department pChairman of the Parks Committee asked that
10 , 000 be budget4s'`for purchase of future park land. Council
decision was not to include this item in the current budget .
f/� /�� MOTION : (Wood) To call a public hearing for Thursday,
�� �� August 30 , on Council' s proposal to impose a 7 . 6% tax
increase to cover this budget. (NOTE : 5% for recently
voted bonds is included in this 7 . 6% )
