MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL
August 6 , 1979
A Regular Meeting of the Friendswood City Council was held at the
City Hall on Monday , August 6 , 1979 , at 7 : 30 p .m. with the
following members present :
' Mayor Ralph Lowe City Manager Jim Morgan
Councilman Dale Whittenburg City Secretary Bobbie Henry
Councilman Vickie Black
Councilman Paul Maaz
Councilman Ed Zeitler
Councilman Loren Wood
With a quorum present , and with Councilman Lay absent , the follow-
ing business was transaeted:

� READING AND APPROVAL OF MINUTES - Minutes of a Regular Meeting
� of �uly 16 , and a Special Meeting of July 23 , approved as
�] corrected.
� ANNOUNCEMENTS FROM THE MAYQR
l. Mayor Lowe has been in contact with the State Comptroller ' s
office regarding Friendswood' s withdrawal from MTA, and it
is possible that this election may be held earlier than was
originally anticipated.
2 . Mayor Lowe reported on the meeting at the High School on
July 30 with 1100 people in attendance , and with representatives
from the State and Federal government organizations discussing
procedures for damage victims making claims and applying
for loans .
3 . A meeting will be held on August 22 in the office of the Corps
of Engineers to dis,cuss revitalizing the Clear Creek project .
4. Friendswood has been declared a public disaster area and work
is going forward on cleaning up the debris in town. Large ��
trucks and crew9 are working every day, and a plan is to be [�i��
worked out Por continuing these large pick-ups on a weekly �
basis as long as the need exists . Funds for this work may
have to be allocated from next year's budget . Some Federal
aid may be available.
PETITIONS & COMMUNICATIONS
l. Bruce Goss reported that library books which were checked out
to patrons have been destroyed by the flood: He asked for
guidelines on canceling out charges for replacement of these books .
MOTION : (Zeitler) To give the Library Board authorization to �
make the decisions in this matter. �

2 . Harris Nussenblatt of Sun Meadow asked that the city clean
out the storm sewers in that subdivision and monitor builders
who are dumping debris in these drains . He also suggested
that the city take some action regarding lack of communication
with the Department of Public Safety and other agencies during
the flood period.
3 . Dr. Warren Chaney oP Polly Ranch asked for a committee and a
united effort to try to get some immediate action on Clear
Creek by the Corps of Engineers , stating that he would take
legal action against anyone trying to hold up this project
in the future.
Mayor Lowe suggested that the Council Meeting on August 20 be
designated for a meeting on the Clear Creek question, and it
was decided that key people from Harris and Galveston Counties
would be invited to attend.

PUBLIC HEARING ON REVENUE SHARING BUDGET -The following proposed
budget for 1979-80 was read :
Expected Revenue Sharing Funds $81 , 725

$81 , 725 ,
No comments were forthcoming from the audience and no further
discussion from Council. The public hearing was closed.
AWARDING OF BID ON PARKS DEPARTMENT MOWER TRACTOR - Mr. Morgan
recommended the bid be awarded to Lansdown & Moody on their low
bid of $4, 606 . 67 .

BOARD OF ADJUSTMENT HEARINGS FEE - Mr. Morgan recommended that
Council set a fee to be paid by a person requesting a variance
under the Zoning Ordinance, such fee to cover the cost of holding
the necessary public hearing. He proposed a fee of $25 .

`��� � setting a $25 fee for a Board of Adjustment hearing.

FLOOD RELATED BUSINESS
l. Authorizing City Manager to sign requests for federal reim- '
bursement for city flood loss .
��`7a MOTION: (Whittenburg) To authorize Jim Morgan to sign
� these requests on behalf of the city.

Vote : Unanimous £OR MOTION CARRIED
2 . It was Council' s decision that permits will be required on
repairs resulting from the flood ; however, trade licenses
from nearby cities will be honored during this rebuilding
period.
3 . Placement of mobile homes on city lots as temporary living
quarters during flood repairs was discussed. Requests for
such special permission are to be handled on an individual
basis by the Council, and granted for a specific length of
time.
AUTHORIZATION TO REQUEST BIDS ON REPLACEMENT VEHICLES - Mr. Morgan
reported that five dump trucks , two police patrol cars , one pick-
up for the water department and one for the parks director , and
two compact pick-ups were destroyed by the flood, a nd he asked
for permission to receive bids for replacement of these vehicles .

tise for bids on these vehicles .
