MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL
May 21 , 1979
A Regular Meeting of the Friendswood City Council was held at the
City Hall at 7 : 30 p.m. on Monday, May 21 , 1979 , with the following
members present :
Mayor Ralph Lowe City Attorney John Olson
Councilman Vickie Black City Manager Jim Morgan
Councilman Tom Lay City Secretary Bobbie Henry
Councilman Dale Whittenburg
Councilman Loren Wood
Councilman Edward Zeitler
With a quorum present , and with Councilman Paul Maaz absent ,the
following business was transacted :
INVOCATION - Rev. Paul Gould, Assistant Pastor , Methodist Church
��, ANNOUNCEMENTS & COMMUNICATIONS FROM THE MAYOR
� l. Mayor Lowe announced that the legislation which would make it
� possible for Friendswood to be released from the MTA has passed
� the Senate , and the House (with a revision) necessitating it
going back to the Senate ; however, prospects look good for
� final approval by the Senate this week.
2 . The Mayor met with representatives of WC&ID #108 this week to
discuss the protested sewer rate increase , and offered them an
8% discount below the city rates . They will be taking this
o£fer under advisement.
The matter of #108 sharing a transmission line to the Blackhawk
plant with Clearwood Improvement District down the Harris
County side of C1ear Creek was also discussed at this meeting.
PETITIONS & COMMUNICATIONS
Mr. Joe Picollo of Blum Engineering presented a brochure of that
company and asked that they be considered in the future for any
engineering projects of the city.
BUSINESS ITEMS
l. Pam Linbeck presented proposed additions to the Counseling Service
building , and was given authorization to seek cost estimates to
include in the 1979-g0 budget . A suggestion was made that portable
buildings might be used for this expansion. This will be
presented to the State Parks Department for their opinion on this .
2 . Fire Department representatives requested funds for purchase of
a new motor for the 1965 pumper, cost to be $4 , 586 .
MOTION: (Whittenburg) To authorize purchase of the new engine .

3 . Planning Commission appointee Glen Cress was administered the /�
oath of office by Mayor Lowe.
CLOSED EXECUTIVE SESSION - To discuss personnel and litigation.
4 . Reserve Police Officer
MOTION: (Lay) To approve Anita Hughes ' attendance at the next
Police School as a prerequisite to being aceepted as a
reserve police officer. ��

5 . Architect for Library Addition - Mr. Morgan was instructed to
meet with the architect recommended by the Library Board,
Brooks Association, to discuss the library contract and the
availability of funds .
6 . Groce Com any Report - Engineer Jim Tarr made a report on the
effect of this company ' s operation relative to its effluent
discharge which would eventually flow into Coward ' s Creek.
Mr. Tarr stated that if the city plans to sue Coward Creek for
transporting drinking water sometime in the future ; that they �
should oppose the permit. However, if the possibility of using
the creek for this purpose is minute , say 1% , protesting the
permit would not be justified. He feels that the discharge
should not present any odor or environmental problem to Friends-
wood citizens living along the creek.
The City Attorney stated that in the absence of a specific threat
to Friendswood from this effluent substantiated by Mr. Tarr , he
would not recommend opposing the permit at the June 13 hearing.
However, he will place Friendswood on the docket in the event
some other information comes to light before the hearing.
Mr. Tarr was also requested to find out if the same restrictions
are being placed on this company for effluent as that under
which the city operates . He is to be furnished copies of the
city' s sewer permits for use on this task.
7 . Opening of Bids on Pick-up Truck for Parks Department - The
following bids were opened and read :

REPORTS FRQM THE CITX MANAGER
l. Water Line Between FM 2351 and FM 528 - Details of participation
by the City in water lines down Sunset for Regency Estates and
Sun Park Subdivisions have been completed. With the exception
of one short section , this completes an adequately sized water
line between the two Farm-to-Market roads along Sunset Drive .
2 . Renwick Parking Lot - This lot was oiled about a month ago , but
with the current complaints , plans are underway to again oil the
parking area to control the dust .
3 . An old dwelling on FM 518 next to the Journal has been offered
to the City i� we�ill re'move it from the property. Counci� did
not feel that the city could use the old lumber to advantage ,
therefore the offer will be refused.
4. Mr. Camen, former owner of the Pasadena CATV system, has requested
to appear before Council on June 4 .
5 . Cou.ncilman Zeitler reports that the Pipeline Committee is still
working on ordinances for additional pipeline control.
ORDINANCES - Ordinance #79/14 granting a franchise to MECA Corp .
for cable TV was not read in view of the fact that other cable
companies are interested in making proposals to the City for this
service. •

(� Tom Roach presented a status report on Water Well #5 with final
� completion expected by mid-June .
� Council felt that Petromas ' proposal to do a complete long-range
expansion plan for the city' s water system is premature and did
not authorize the study at this time .

The meeting was adjourned.
