MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL
May 14 , 1979
A Special Meeting of the Friendswood City Council was held on
Monday , May 14, 1979 , at 7 : 30 p.m. at the City Hall with the
following members present :
i Mayor Ralph Lowe City Manager Jim Morg.an
Councilman Loren Wood City Secretary Bobbie Henry
Councilman Dale Whittenburg
Councilman Tom Lay
Councilman Ed Zeitler
Councilman Vickie Black
Councilman Paul Maaz
With a quorum present , and with none absent , the following business
was transacted :
(� CLOSED EXECUTIVE SESSION Under Article 6252-17 , Sec. (g) VTCS

� APPOINTMENT OF MAYOR PRO-TEM AND LIAISON POSITIONS OF COUNCIL -
� Mayor Lowe announced that in keeping with precident , Councilman
Loren Wood is designated as Mayor Pro-tem for the next year. He
� also designated rthe following liaison positions for this year:
�
Councilman Wood : YNOC, Community Counseling , Drainage Dist .
Councilman Maaz : Finance , Community Appearance Board
Councilman Black: Parks & Recreation , Planning & Zoning
Councilman Zeitler: Library
Councilman Whittenburg : Fire Department
Councilman Lay : Police Department , Municipal Court , Planning
& Zoning (Jointly with Black)
MOTION : (.Lay) To confirm appointments as made by the Mayor. �
Second: Whittenburg /
Vote : Unanimous FOR MOTION CARRIED 7
PETITIONS & COMMUNICATIONS �
l. Mr. Forsberg reported that the problem he was concerned with
relative to placement of a developer ' s trailer is to be
resolved by the Building Inspector.
2 . Ken Truman confirmed the assignment of the Hill/Loekridge/
Truman committee to recommend streets for improvement by
the County. This Committee will report back to Council by
June 11.
3 • Petromas ' Tom Roach presented a proposal for a long-range
water plan for the city. This will be discussed next week.
AWARD OF BIDS
Stevenson Park Restrooms - Since bids received were in excess of
funds available , the'Parks Director has apprised Mr. Morgan of
alternates to accepting the bids as received; Morgan will study the
alternates and make recommendation to Council at a later meeting .
Lights for Soccer Field
MOTION: (.Black) Based on the recommendation of the City Manager,
to award the contracts to the low bidders : Consolidarted
Electric for the electrical work and Conroe Creosoting ��
for the light poles.

Vote : Unanimous FOR MOTION CARRIED 9

OTHER ITEMS OF BUSINESS
Commercial Garbage Collection - Mr. Morgan reported that he has
received a proposal from a commercial firm to collect garbage from
the business establishments in town ; however, he feels that the
present city collection system is satisfactory and is paying its
way. On this basis , Council recommended that the City continue
to furnish this service.
Cable TV - At least one company other than MECA has asked to be i
considered for a cable TV franchise. Council indicated that they '
would be willing to study any additional programs presented.
Reserve Police Officers - Chief Wright has recommended two applicants
for training as reserve officers . Mr. Morgan will itnerview these
applicants and make recommendation to Council at the next meeting.
NORTH INTERCEPTOR LINE - GRAVITY SYPHON CROSSING AT MARY' S CREEK
��i/�^ MOTION: (Lay) To accept , approve and adopt the recommendation
� for the syphon crossing of the North Interceptor Line at
Mary' s Creek as made by Dave Guggemas of Engineering Science .
Second : Maaz
Vote : FOR ( 6 ) Maaz , Black, Lay , Lowe , Wood, Whittenburg
AGAINST : Zeitler MOTION CARRIED
MUNICIPAL COURT - The City Manager recommended that Vick Driskill ,
brother of Judge Mike Driskill , be appointed as Associate Judge to
serve in the absence of the Judge. Council agreed to study the
recommendation and make a decision in the near future .
Mr. Morgan also recommended increasing the salary of the Judge
from $75 to $125 per session and the salary of the prosecutor from
$50 to $75 per session.
1/�� MOTION : (Whittenburg) To approve the increase in salary of the �
V�J/Y�� Munciipal Court Judge and Prosecutor as recommended by the -
� City Manager.
Second : Maaz
Vote : Unanimous FOR MOTION CARRIED
ADDITIONAL HELP IN LIBRARY - Mr. Morgan recommended a replacement
for the full-time CETA employee position at the Library , and the
addition of a part-time clerk for the summer.

6( Manager for the added personnel at the Library.

Vote : Unanimous FOR MOTION CARRIED
PARKS & RECREATION - TRACTOR AND MOWER - Mr. Morgan asked for
authorization to�request bids on a tractor and mower for the Parks
Department .
`��/r�� MOTION : (Maaz) To approve request for bids for this equipment
with the cosrt not to exceed $5 ,500 .
Second: Lay
Vote : Unanimous FOR MOTION CARRIED
ADJOURNMENT - Motion made and seconded that the meeting adjourn.
