MIPJUTES OF A REGULAR MEETIPJG Of THE FRIEMDSWOOD CITY COUNCIL
April 16, 1979
A Regular Meeting of the Friendswood City Council was held at the City Hall
on Monday, April 16, 1979, at 7:30 p,m, with the followinq members nresent:

With a quorum present, and with the fity Manager and City Secretary absent,
the following' business was transa'cted:

� ANNOUNCEMENTS & COMMUNICATIONS FROM THE PIAYOP
� 1 . The City Secretary has had surgery and the City Manager is suffering
e;[ from a slipped disk. Melvin Meineke and Ruth Henry are filling in for
them for this meeting.
2. Mayor Lowe has been invited by Senator Schwartz to appear before the
Senatorial Committee relative to MTA legislation and better representation
for small cities such as Friendswood on that board.
PETITIONS & COMMUNICATIONS
1 . Proclamation: April 20-21 , 1979 was Bay Area Youth Crusade Rally Day.
Accepting the proclamation was Rachael Cook.
2. Mel Whitworth, Mainland Savings , invited Council to particinate in ribbon
cutting ceremonies for his company's new building in Friendswood on
May 29, 1979 at 10:00 a.m. They also will " be sponsorinq the "Run for Life"
activities on June 2, 1979 for the benefit of the mentally retar�lerl.
3. Clyde !�lilson , f1ECA, formally requested that Friendswood approve a franchise
with his company for cable TV in friendswood.
4. Louis SimmOns , President of Wedgewood Homeowners Association, reported
p'robl2rFS`"With' fire and ambul�ande ca,1Ts frdm:..tna± �rea throuqh the Friends-
wood dispatcher (Police Department) beinq referred to the Forest ftend of
Clear Lake Fire Department even though 4ledgewood residents contract with
FVFD for fire and ambulance services. Council requeste�i that the Fire
Department try to resolve the problem and, if not able to do so, that they
make recommendations to the City Council what steps they believe would
be effective.
5. Ken Truman, Clover Acres , asked that the County be reauestecl to helr� with
improvements to Rustic Lane and Westfield, both of which I�isect the County
line. Councilman Zeitler staterl that Commissioner Hopkins advised him that
such requests should come by wa,y of a petition from Friendswood citizens to
the City Council , and that the Council make the request to Commissioner's
Court.
Janice Bloodworth, who was present to make a similar reauest for Moore
Road, suggested that she and representatives from the Cl�over Acres area
make a joint petition to the city. The Director of Public f�lorks will assist
them in determining work needed on these roads.

���� 1 . Appointment of Board of Board of Equalization
� �,�r�� MOTION: (Zeitler) To a�point Ray Bob Frizzell , Truman Taylor
�w and Jess Williams to the 1979 Board of EQUalization.

Vote: Unanimous FOR MQTION CARRIED
2. Appointment to the Galveston County Unite� Board of Health is to be
discussed at a luncheon on flay 19, 1979. Friendswood is aske� to have
a representative present for this meetinq.
3. Entex Rate Increase - Reauest would add 57¢ to the basic rate on every
residential monthly billing. The Attorne,y atated that he felt this is
a fair increase and recommended that it be qranted. If no action is taken ,
the increase will go into effect on May 1 , 1979.
����Q P90TION: (Maaz) That no formal action be taken on the request,
(thus approvinq the increase by default) .

4. Fire Marshal Budqet Addition Request
���1'� f�OTION: (Lay) To grant the Fire Marshal 's request for addition to
�T the budget in the amount of $5,775.00.
Second: Zeitler
Vote: Unanimous FOR MOTION CARRIED
5. Fire Substation in Sunmeadow Area - Floor footage and land requirements
were discussed with the Fire C ief. Several parcels of land have been
offered to the City. The Fire Department is to study these matters and
make recommendation back to Council . q;site committee will be selected
by Chief Wilcox; the Cit,y Secretary is to be notified of names of anoointees.
Sale of the city-owned lot in �uaker's Landing was also �iscussed. ?,evenue
from �his sale is: to go to the Fire Department, t�ayor Lowe suqqeste� that
the old water well site in Sunmeadow miqht be considered for sale at this
time also.
6. Plannin Commission Recommendations on Dunbar townhouse nro.iect and
Wilderness Trai were postponed until next week.
7. Groce Compan Permit - The hearinq is postponed until Mav 12, 1979.
�The- Attorney� stated that sufficient informa�ion is available in their
application, but Council needs to engage an engineer to determine the
possible effect of the proposed effluent on resi�ents within the City
along Coward 's Creek.
8. Traffic Flow at Hiqh School - The Police Department has recommended
designating certain streets around the high school as "one-way" during
peak traffic time.
����q MOTION: (Zeitler) To accept the recommendation of the Police �epart-
ment on traffic control in the hiqh school area.

It was Council 's decision that the Police Department is to be directe�
to patrol the area during this peak traffic time, �
9. . &nidge. Gonstruction - Fedenal Parti.c.ination - Mr. Meineke asked for a
decision as to where Federal Funds could best be used for bridqe construction.
� Both Sunset and Friendswood Link Road bri�qes were mentioned. Decision was
postponed until next week.
10. Engineering Science Contract Amendment decision was �ostnoned until
next week.
