MINUTFS OF A RFGULAR MEETING OF THF FRIFNDS4lOOD CITY COUNCIL
March 19, 1979
A Regular Me.eting of the Friendswood City Council was held at the City
Hall on Monday, March 19, 1979, with the following members present:

Councilman Dale Whittenburg City Secretary Bobbie Henry
Councilman Tom Lay
Councilman R. J. Blanken
Councilman Paul Maaz
With a quorum present, and with Councilman Zeitler absent, the following
business was transacted:

� READING AND FlPPROVAL OF MINUTES
� Minutes of an emergency meetinq of March 1 , approved as corrected.
� Minu�es of a Public Hearing of P1arch 1 , approved as read.
Q Minutes of a Regular Meeting of March 5, approved as read.

1 . Openinq of bids on park restroom - Bids were opened and read
as follows :

MOTION: (Maaz) To refer the bids to the City Manager for s

2. Awardin bid on Fire Department tanker truck - Mr. P1organ recommended
that bid be aa�arded to Martin Apparatus for $61 ,931 .
MOTION: (Lay) That the bid be awarded to Martin Apparatus.

3, Utility Department Backhoe - Awardin bid - City Manager recommended
awarding the bid to the low bidder, Lansdown & �1oody, on their alternate
bid, for a Ford at $12,581 .52.
MOTION: (Whittengurg) To concur with recommendation of the
City Manager and award the bid to Lansdown & Moodv.

4. Castlewood Brid e Bids - Mr. Morgan recommended awardinq the bid to
Skrla , Inc,; however, Council chose to take no action at this time.
Instead the ttem will be placed on the agenda for the next meeting while
a check is made on various alternates open to the city on this project.
PUBLIC HEARING ON REVISED FACILITY PLAN - At 8:00 p,m. the public hearing
was opened and proceeded until all persons wishing to speak had been heard,
Detailed minutes of this hearing are written as a separate document,
The hearing ended at 10:12 p.m.
REQUEST FOR REZONING AND DRILLING PERMIT FROM CROWN CENTRAL -

necessary rezoning ordinance for posting and
placement on the a�enda for first reading.

Crown representatives present asked permission to begin
preparation for drilling, pending the official rezoning and
issuance of the drilling permit. They were told that they
may proceed, but at their own risk in the event that the
rezoning were not finalized for some reason.
COMMUNITY APPEARANCE BOARD APPOINTEE Elsie Mills request that
Council rescind her appointment inasmuch as she is presently
serving as a judge for condemnation proceedings for the city and
she felt that this might constitute a conflict of interest.

SALE OF OBSOLETE CITY E�UIPMFNT - Mr. Morgan reported that one
offer of 1 ,350 for all of the vehicles was the best offer he
has had and recommended acceptance of this offer,
