MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL
March 5 , 1979
A Regular Meeting of the Friendswood City Council was held at the
City Hall on Monday , March 5 , 1979 , at 7 : 30 p.m. with the following
members present :
Mayor Ralph Lowe City Attorney John Olson
Councilman Tom Lay City Attorney Bill Olson
Councilman Loren Wood City Manager Jim Morgan
Councilman R. J. Blanken City Secretary Bobbie Henry
Councilman Edward Zeitler
With a quorum present , and with Councilmen Whittenburg and Maaz
absent , the following business was transacted :

PETITIONS & COMMUNICATIONS
Cable TV - Mr. Clyde Wilson of MECA (Storer Broadcastin Co . )
requested that the city grant his company a franchise to install
cable TV in Friendswood.
Sam Vesta, John Cartmill, Jim Elk, Bob Kellum, Fred Krch, Cecil
Brown and Dick Venier all spoke against the admittance of Cable
TV into the city , stating that they felt the R-rated movies
which may be a part of the programming would be detrimental to
the moral standards of the community. Several of them requested .
thart the issue be presented to the voters on the April 7 ballot .
Soccer Field Lighting - Tom Grace , representing the Soccer
Association, requested that the Oity install lights on the
leased property being used for soceer play and practics , at a
cost of approximately $14 ,000 . He was told that since this was
not a budgeted item, a study will have to be made to see if funds
can be found for such a project . Mr. Morgan was directed to
study the matter and report baek to Council next week.

� BUSINESS ITEMS
� 1. Cable TV on Ballot April 7 - Councilman Wood proposed placing
on the ballot "Cable TV with R-rated movie option" for a "yes"
or "no" vote. However, following discussion and advice of the
City Attorney on legal facets and the fact that only a straw
vote , not a binding referendum, would be possible , the
following action was taken :
��� MOTION : (Wood) To place on the April 7 ballot a "yes" or
"no" question , "Do you favor the granting of a cable
television franchise for all or any part of the City
of Friendswood?"
Second : Blanken I
Vote : FOR (4) Wood , Blanken , Lay , Lowe
AGAINST : Zeitler MOTION CARRIED
2 . Revisions to City Code relative to Council Meetin Days and Time
This item deferred until next week when all members can vote .
3 . Salary Increase for City Employees - Councilman Blanken read
some figures which would indicate that a 4% increase could be
given to all city employees starting March 12 . He moved,
however, that the subject be tabled till next week so that all
council members would have a vote . Seconded by Councilman
Zeitler, the vote was unanimous .

#330/79 - Amending the Subdivision Ordinace as to approval
of five or less lots by Planning Commission.
MOTION: (Lay) To approve second reading of Ord. #330/ 79 .

#331/79 - Amending the Fire Code of the City
MOTION : (Wood) To approve second reading of Ord. #331/79
Second: Zeitler
Vote : Unanimous FOR MOTION CARRIED
#332/79 - An ordinance calling a General Obligation Bond
Election in and for the City of Friendswood , Texas .
MOTION: (Zeithler) To adopt Ord. #332/79 on one reading.
