HomeMy WebLinkAboutCC Minutes 1979-02-19 Regular 24'l MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL February 19 , 1979 A Regular Meeting of the Friendswood City Council was held at the City Hall on Monday , February 19 , 1979 , at 7 : 30 p . m .. with the following members present : i Mayor Ralph Lowe City Attorney John Olson i Councilman Paul Maaz City Manager Jim Morgan Councilman R . J . Blanken City Secretary Bobbie Henry Councilman Thomas Lay Councilman Edward Zeitler Councilman Loren Wood Councilman Dale Whittenburg With a quorum present , and with Councilmen Lay and Zeitler arriving later , the following business was transacted : � INVOCATION - Reverend Norman Fry , Friendswood Baptist Church � ANNOUNCEMENTS & COMMUNICATIONS FROM THE MAYOR 0 1 . Proclamation - Setting this week as Zue Bales week in Friendswood . � Mrs . Bales was one of the earlier settlers , an artist , teacher , a� musician , and missionary . 2 . Mayor Lowe reviewed recent activities relative to the Mass Transit Board , and stated that he is asking release of Friendswood from this taxing authority or return of a part of this city ' s taxes contributed to come back to the city . A meeting will be held on March 7 to select a new representative for the smaller cities such as Friendswood who are involved in the transit area to serve them on the Board . PFTITIONS AND COMMUNICATIONS 1 . Janet Berthiaume asked that Council consider hiring of a long- range planning consultant to coordinate the activities of the city . 2 . Dorothy Greer read a letter she is sending to the newspapers deploring the growth in the city and asking the Council to do all possible to stop this growth . 3 . Dwayne Bryson of Community Public Service outlined plans for new street lights along the median on FM 538 the length of the four- lane paving and moving of the overhead lines and poles to the rear of the business lots along FM 518 . The City would be responsible for acquiring the new right-of-way , and monthly charges for the new lights would be somewhat higher because of the number and type of lights ; however , installation of the street lights and moving of the overhead lines would be at the expense of CPS . Dwight Spurlock of CPS explained proposed new legislation whereby the Public Utilities Commission would be responsible for setting rates for electricity rather than the cities having this au.thority . 4. Bill Horine of Alvin Community College invited the Council Members to attend an executive level seminar on Saturday of this week on growth planning and projections , 5 . Tom McDaniel and residents of Clover Acres were here to discuss further the possibility of getting city water to their area . Some proposals explored by Councilman Whittenburg when he met with these citizens last week were discussed . A solution was complicated by the fact that several of the people live in Brazoria County rather than in Friendswood or Pearland . More ��o research is to, be done on how to solve this problem , whether wholly at the expense of the property owners or whether the city will cause the work to be done with the owners paying a pro-rata share as they tie in to the water system . BLACKHAWK PLANT - Steps were outlined to proceed with the redesign on the Mary ' s Cross� ng portion of the North Interceptor line , for resubmission of plans to the TDWR for their approval , to design alternate route for the line crossing in Polly Ranch , preparing for the public hearing on the revised facility plans on March 19 , and follow-up on costs of these activities . BIDS ON PHASE II LIGHTING FOR RENWICK PARK - The following bids were opened and read : Consolidated Electrical District $13 ,854 . 31 Texas Electric Wholesalers Inc . 10 , 515 . 82 Nunn Electrical Supply Company 11 , 675 . 00 30`�q MOTION : ( Lay) To refer the bids to the City Manager for review and recommendation . Second : Blanken Vote : Unanimous FOR MOTION CARRIED BIDS ON USED VEHICLES - Mr . Morgan recommended that all bids be re�ected and that either new bids be requested or that an auction be held to dispose of these vehicles . � ��7(� MOTION : ( Blanken ) To reject all bids and make plans to hold a public auction for these and other surplus items of the city . Secand : Whittenburg Vote : Unanimous FOR MOTION CARRIED INVITATION TO BID ON PAVING OF LEISURE LANE � MOTION : ( Blanken ) To authorize the City Manager to advertise �� for bids on paving on Leisure Lane , bids to be �eceived March 5 . - Second : Maaz Vote : FOR : ( 5 ) Blanken , Maaz , Whittenburg , Wood , Zeitler AGAINST : None ABSTAINING : ( 2 ) Lowe and Lay ORDER CALLING REGULAR CITY OFFICIALS ELECTION - An order was read setting the election for April 7 to vote on Council Positions 2 , �� 4 , and 6 . � MOTION : ( Whittenburg ) To approve the Election Order . Second : Zeitler Vote : Unanimous FOR MOTION CARRIED BOND ELECTION - Items for the bond election were finalized to a point where the Fiscal Agent and Attorney can proceed with drawing up the wording for the ballot ; Council will make their final decision on dollar figures for each proposition at the meeting next week . OFFICIAL NEWSPAPER - Mr . Morgan reported that the Journal has protested changing papers at this time since it was their understanding their paper would continue to serve the city until the end of this fiscal year (October l , 1979 ) , and that after ' that date , each paper would serve as official newspaper for one fiscal year , alternating between the News and the Journal . This was agreed to be the Council ; thus , the Journal will continue to be the official newspaper until October l . 251 ORDINANCES Ord . #330/79 - Revision to Ord #210 " providing an alternate method of plat submission for 5-lot subdivisions . " MOTION : ( Lay) To approve first reading of Ord . #330/79 . Second : Wood Vote : Unanimous FOR MOTION CARRIED Ord . #331 /79 - Revisin the Fire Code - First Readin a ! MOTION : ( Lay ) To approve first reading of Ord . #331 /79 . Second : Wood Vote : Unanimous FOR MOTION CARRIED SALE OF SEWER BONDS - Fiscal Agent Granberry reported that all conditions have now been met for the sale of the $1 , 750 ,000 sewer bonds , and that the first phase of bonds will be delivered in two weeks at the quoted rate of 5 . 6% interest .
