HomeMy WebLinkAboutCC Minutes 1979-02-12 Special 245 MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL February 12 , 1979 A Special Meeting of the Friendswood City Council was held at the City Hall on Monday , February 12 , 1979 , at 7 : 30 p .m . with the following members present : � ; Mayor Ralph Lowe City Manager Jim Morgan Councilman Ed Zeitler Councilman Loren Wood Councilman Dale Whittenburg Councilman Tom Lay Councilman R : J . 6lanken Councilman Paul Maaz With all members of the Council present , and with the City Secretary absent , the following business was transacted : � �- REPORT ON PAV.ING OF LEISURE LANE - Mr . Morgan reported that Mitchell � has engineering information on the project and has contacted �� Mr. McAninch about donation of the right-of-way . McAninch has �3� � agreed to donate the R-O-W to the city and submitted a letter to G[ this effect with certain conditions . Q Mr . Morgan read a letter from Don Roberts , who is engineering the section of Leisure Lane to be paved by the Eagle ' s Point developer , in which he offered to do the engineering on the portion which the city proposes to pave . His fee for this would be $1 ,000 . MOTION : ( Whittenburg ) To engage Roberts for this engineering ��n work and , when this is done , authorize issuance of an `R�y invitation for bids on the project . /�} Second : Zeitler 7 i __ Vote : FOR : ( 5 ) Whittenburg , Zeitler , Maaz , Blanken , Wood AGAINST : None ABSTAINING : ( 2 ) Lowe , Lay ( Possible conflict of interest) MOTION CARRIED LIBRARY BOARD REQUEST FOR ENLARGED FACILITIES - Bruce Goss , Chairman , presented facts and figures supporting a request for additional library space . COUNSELING BOARD REQUEST FOR ADDITIONAL FACILITIES - Dick Atcheson , Chairman , outlined needs and plans for the growth of the counseling service . CASTLEWOOD BRIDGE - Malcolm Collins reported that the attorney has advised advertising for new bids on this project and the paper work has been done to advertise for bids . MOTION : (Whittenburg ) To authorize advertising for bids on � construction of the Castlewood Bridge . �/ Second : Zeitler � /j'� Vote : Unanimous fOR MOTION CARRIED BLACKHAWK PLANT - 6illy McAninch told Council that , if he did not have authority to give a right-of-way across the Polly Ranch park area , he probably could also not grant a right-of-way across the air strip . Jim Morgan read a letter from TDWR outlining a schedule for resubmitting facility plans for the North Interceptor Line . Attorney and engineer for John Hooks presented another proposal for easement through Frenchman ; s Creek area for the NIL ; they were referred to the engineers as to feasibility of the change . 246 PUBLIC HEARING ON REVISED FACILITY PLAN FOR NORTH INTERCEPTOR LINE �?q Motion : ( Zeitler) To authorize publication of a notice and holding of the public hearing on March 19 , at 8 : 00 p . m . Second : Wood Vote : Unanimous FOR MOTION CARRIED RECOGNITION OF DONATIONS TO THE CITY - Mayor Lowe proposed that due to the number of donations to the city in the way of right-of-ways , easements , etc . , that in each case the City Manager secure one or two appraisals on the value of the donation and send a letter to each donor setting out such values for tax purposes and expressing � I, appreciation of the city for the gift . � '���� AWARDING BID ON PHASE I OF BALLPARK LIGNTING AT RENWICK PARK ��� MOTION : (Whittenburg ) To accept the recommendation of the City Manager and award the bid to Texas Electrical Wholesalers Inc . at a cost of $29 ,672 . 48 with 25-30 days delivery . Second : Zeitler Vote : Unanimous FOR MOTION CARRIED WATER LINE TO NEW DRAINAGE DISTRICT OFFICE - Council agreed that the City will bear the cost of running a 2" water line under FM 518 to the property line of the Drainage District land . All other costs will be for the District ' s account . A letter from the Mayor was read requesting that available funds be used to signalize , channelize and construct turning lanes at the intersection of FM 518 and FM 528 . a���() MOTION : ( Zeitler ) To authorize sending the letter as a formal �� request of the Council . Second : Blanken Vote : Unanimous FOR MOTION CARRIED I �Q RESOLUTION #2-79 AUTHORIZING PUBLICATION OF NOTICE TO BIDDERS AND I `'�� NOTICE OF INTENTION TO ISSUE CERTIFICATES OF OBLIGATION for the purchase of a tanker pumper fire truck . , �'Q��� MOTION : ( Lay) To adopt Resolution #2-79 . U Second : Blanken Vote : Unanimous FOR MOTION CARRIED 24� WARRANT SERVICE FOR TRAFFIC COURT - A letter from Chief Wright proposes to revise the method of paying for warrant service : i . e . , employ off-duty police officers to serve the warrants with their �� fee to be paid from the Municipal Court budget , reimbursed from ��� General fund . MOTION : ( Lay) To initiate this method of serving warrants �/ for a period of six months , monitoring results to �jn determine if the plan is working . /7 Second : Whittenburg Vote : Unanimous FOR MOTION CARRIED WATER DISTRIBUTION COSTS FOR WATER WELL #5 - Mr . Morgan was instructed to obtain from Malcolm Collins cost figures for tying WW#5 into the Greenbriar Line and also into the Wilderness Trail subdivision , and report this back to Council next week . ADJOURNMENT - Motion made and seconded that the meeting adjourn .
