HomeMy WebLinkAboutCC Minutes 1979-01-29 Special ��9 MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL January 29 , 1979 A Special Meeting of the Friendswood City Council was held at the City Hall on Monday , January 29 , 1979 , at 7 : 30 p .m. with the following members present : Mayor Ralph Lowe Councilman Dale Whittenburg Councilman Tom Lay Councilman Edward Zeitler Councilman R. J. Blanken City Manager Jim Morgan Councilman Loren Wood City Secretary Bobbie Henry With a quorum present , and with Councilman Maaz absent , the following business was transacted: ANNOUNCEMENTS FROM THE MAYOR � l. Mayor Lowe read a letter he has sent to Engineering Science � setting out certain actions to be taken by ESI in preparation � for requesting new bids on the North Interceptor Line . It � requests that ESI present a brief updated facility plan to Council on February 5 . � � 2 . The Mayor has discussed with Senator Schwartz the possibility of legislation which would release Friendswood from the MTA. He received concurrence from the Council to write a letter q � � � to the Senator documenting this request . / AUDITOR' S REPORT - Mr. Earl Lairson reviewed the 1979 audit with Council and answered questions relative to the City' s financial condition. He indicated there were no negative aspects to the city ' s finances . _ DUNBAR-CHELSEA-FM 518 INTERSECTION - In view of plans for develop- ment in the area , a traffic safety question has arisen relative to the intersections of Dunbar and 518 and Chelsea and 518 not coinciding. Planning Commission referred the matter to Council and also asked for an opinion from safety engineers . Pending receipt oP the safety report , Council indicated they felt the street (Dunbar) if moved , should be at city expense , but saw no objection to approving the developer` s proceeding with the first p 20 units of townhouses near the creek if the additional traffic r � / does not create a problem within the next year. Any change in ��� alignment of the road would not seem to be affected by this first section. LOWERING PIPELINE ON WINDING WAY - It has been revealed that a Texas Pipe il ne Company pipeline will have to be lowered to accommo- date the new routing of Winding Way to eliminate a jog where it crosses Leisure Lane. Mr. Morgan reported that this would be for the City' s account and would cost approximately $12 , 865 . 9 MOTION : (Whittenburg) to authorize the City Manager to expend //L!A�� —�12 , 865 to lower the Texas Pipeline line on Winding Way. ��/ Second : Blanken � ry^ i Vote : Unanimous FOR MOTION CARRIED �/� SEWER BOND SALE - ORDINANCE �329/ 79 CONFIRMING, APPROVING, AND READOPTING A RESOLUTION HERETOFORE PASSED, ADOPTED, AND APPROVED ON THE 8TH DAY OF JANUARY, 1979 , AUTHORIZING THE ISSUANCE OF $1 ,750 , 000 CITY OF FRIENDSWOOD, TEXAS , WATERWORKS AND SANITARY SEWER SYSTEM JUNIOR LIEN REVENUE BONDS , SERIES 1979 . Projects 166 - Utility Supply 8 ,652 . 87 Revenue Shar. 154 - Albritton Trucking 1, 783 . 75 MOBILE HOME FEES FOR OVER-65 CITIZENS - Mr. Fred Krch requested that consideration be given to a reduced fee for older citizens who live in mobile homes . The Council instructed Mr . Morgan to reduce the $25 permit fee in proportion to the 56 , 000 exemption given to over-65 citizens on their ad valorem taxes on their homes . NEW OFFICE BUILDING ON DEEPWOOD - Mr. Morgan outlined his plans for transfer of personnel to the new building around March l. ITEMS FOR BOND ISSUE APRIL 7 - Mayor Lowe reminded Council that if a bond election is to be included with the City Officials election in April, that the items and numbers should be formalized. Each Council member will bring his own ideas to the next meeting, and the attorney and fiscal agent will be contacted on the subject . CLOSED EXECUTIVE SESSION - A closed personnel meeting was held but no formal action resulted. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF �' FRIENDSWOOD, STATE OF TEXAS: I. That the resolution hereto£ore passed, adopted, and approved by the City Council of said City, on the 8th day of Ja.nuary, 1979, bearing the following caption, to-wit: A RESOLUTION AUTHORIZING THE ISSUANCE OF $1, 750, 000 CITY OF FRIENDSWOOD, TEXAS, WATER- WORKS AND SANITARY SEWER SYSTEM JUNIOR LIEN REVENUE BONDS, SERIES 1979, be and the same is hereby approved and con£irmed and is hereby adopted as an ordinance of the City Council of the City of Friendswood, Texas.
