MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL
January 22 , 1979
A Regular Meeting of the Friendswood City Council was held at
the City Hall on Monday , January 22 , 1979 , at 7 : 30 p .m. with the
following members present :
Mayor Ralph Lowe Councilman Paul Maaz
Councilman Thomas Lay Councilman Ed Zeitler
Councilman Dale Whittenburg City Attorney John Olson
Councilman R. J. Blanken City Manager Jim Morgan
Councilman Loren Wood City Secretary Bobbie Henry
With a quorum present , and with none absent , the following busi-
ness was transacted :

`� ANNOUNCEMENTS FROM THE MAYOR

New Status of Sewer Project - Instructions have been received
from EPA to reject all bids on the North Interceptor Line due to
the problems with rights-of-way for the gravity lirie and objections
from th.e Drainage District relative to the Mary ' s Creek crossing.
PETITIONS & COMMUNICATIONS
Mr. Wilhelm of Sunmeadow Civic Club, requested that Council include
funds for land, building and equipment for a fire station in the
Sunmeadow area. Council was receptive to this idea. No official
action was taken.
MEETING WITH HIGHWAY DEPARTMENT AND CITY REPRESENTATIVES
Mayor Lowe welcomed the following representatives : From the Depart-
ment of Highways and Public Transportation : Poorman , Jarrell, and
Cabot ; League City : Cunningham and Agmire ; Alvin : Munn , Adams ,
Garcia; Pearland : Wicker; Harris County : Commissioner Tom Bass
and his assistant Nancy Gehman .
Each of the city representatives were given an opportunity to
say what their greatest problems were relative to traffic on
stata roads. Commissioner Bass spoke to what has already been
done in Harris County , what is now planned, and pointed out that
some business or citizen participation often speeds up a projeet
insofar as funding is concerned.
Mr. Poorman gave figures on the highway budget and needs . He
recogni.zed the need in this area, but said that a greater need
exists in other locations . Delay in getting contractors on jobs
creates some problems . He made reference to the five-year , ten-
year, and twenty-year plans of the State which is reviewed and
rearranged periodically , and said there is some hope that certain
projects in this area may be moved forward on this plan. No
dePinite commitments were made and no official action taken. �
ACCEPTANCE OF COWARD' S CREEK SUBDIVISION SEC. IV� & V - Mr. Morgan ��� l� j
reported that tests have been made and recommended acceptance . He
stated, however, that some drainage requirements by the Drainage
District have not been complied with relative to slopes on ditches .
Mr. 0' Farrell said the weather had made it impossible to do this
work but they do intend to meet this requirement .

STREET PROGRAM - The City Manager reported that on Winding Way
it has been found that a Texas Company pipeline will have to be
lowered to install the pavement where the street follows the new
right of way. It will have to be done at city expense of approxi-
mately $10 , 000 . He proposed that this money be used from the
Street Department Maintenance Fund with the understanding that an
appropriation may have to be made later in the year to replace
it in this fund. Couneil was in agreement that he should proceed
with the project.
RANCHO VEHJO II SEWER SYSTEM - The developer proposes to make
four-acre lots and install a new self-contained sewer system
known as the "Nutshell" which has been noted as acceptable to the
County and State Health Departments . Council asked that City
Engineer Malcolm Collins study the system and make recommendation
to the Council on February 5 ; and that a member of the Planning
Commission be present at this meeting.
Mr. Morgan was requested to get cost figures for furnishing
water to this area.

ANCE , AND USE OF SIGNS WITHIN THE CITY; PROVIDIN� DEFINITIONS ;
ESTABLISHING PROCEDURES FOR OBTAINING PERMITS FOR THE ERECTION
AND USE OF SIGNS ; SETTING FORTH STANDARDS FOR COMPLIANCE;
ESTABLI.SHING RESPONSIBILITY AND PROCEDURES FOR ENFORC�MENT;
CONTAINING OTHER PROVISIONS RELATING TO THE SUBJECT; PROVIDING A

THE FORM REQUIRED FOR ADOPTION , SHALL BE POSTED AT THE FRIENDSWOOD
LIBRARY, FRIENDSWOOD, TEXAS , AT LEAST ONE WEEK BEFORE FIRST
READING AND FOR AS LONG THEREAFTER AS THE PROPOSED ORDINANCE IS
BEFORE THE CITY COUNCIL.
