MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL
December 4 , 1978
A Regular Meeting of the Friendswood City Council was held at
the City Hall on Monday , December 4 , 1978 , at 7 : 30 p,m. with
the following members present :
Mayor Ralph Lowe City Manager Jim Morgan
Councilman Tom Lay City Attorney John Olson
Councilman Paul Maaz City Secretary Bobbie Henry
Councilman Loren Wood
Councilman R: J. Blanken .
Councilman Edward Zeitler
With a quorum present , and with Councilman Whittenburg absent ,
O the following business was transacted :

UNFINISHED B.USINESS
l. Swimming Pool Committee Report - Dr. David Hearne reported
on a trip to Plano by two members of the committee and two
representatives from the school to view a joint project by
that city and school for sharing a swimming pool and other
facilities . He praised the present situation and urged that
Friendswood city and school officials meet together to consider
sharing projects and Pacilities whenever possible .
2 . Regional Sewer Plant and Lines - John Hooks , developer of
Frenchman' s Creek , presented in more detail proposed plans
for routing the trunk line through Reserve "G" instead of
through the Reserve "A" where his condominiums are to be
built , stating that the owner of Reserve "G" is agreeable ,
and pointing out savings in cost due to the shorter route.
Milton Windler, the city ' s special representative on the
regional plant project , advised Council to adhere to the
schedule as follows : (1) Get ROW secured as planned for the
trunk line ; ( 2) Award contract to BHR; ( 3) Get BHR delta cost
for new overhead; and (4) Do engineering and ehange permit.
These things should be e�one before any positive steps are
taken to change the routing of the line. Windler also said
he has discussed with Truman Taylor long range insurance to
cover the city in case of damage suits which might be filed
after the contractor' s responsibility has ceased.
Council took the stand that no changes can bE made until the
construction contracts are in effeet , at which time change
orders can be negotiated and issued.
Due to the high bids received on the Annalea Trunk Line ,
and disagreement oF the Drainage Board with part of the route ,
Engineering Science presented several alternatives to the
original plan for this line .
3 . Coward Creek Bridge - Morgan reported that Gerry Pate ' s
report should be forthcoming by next week or the following week.
4 . Acceptance of Glenshannon Facilities for Maintenanee - Morgan b
reported that facilities have been completed except that the
contractor has not been back to pour the asphalt and traverse ��
joints ; however, this work has been contractor and paid for , �
and just has not got it done , but he recommended acceptance ; �10
with the understanding that this work is yet to be done .

5 . Acceptance of Utilit Easement from Cecil Brown , Jr.
to make utilities accessible to Perr Grove Subdivision -

6 . Changing Street Names - All information on this matter is
to be accumulated by the Secretary for Council review.
NEW BUSINESS
1 . Lease Agreement with School - The Sports Association formerly
leased the open area around Westwood School for use of soccor
��� and softball teams . This group is now dissolved and the team
�/� � activities come under the sponsorship of the City ' s Parks
and Recreation Department , thus the City would be responsible
d for leasing the property from the School District . A copy
of a lease agreement was presented to Council for consideration.
The City Attorney was asked to review the document and p��:sent
Council with ,a docume�t whicM mee�s his .approval.
2 . Resolution #78-22 - Relative to rate increase for HL&P
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
TEXAS , ADOPTING AN ORDER DIRECTING HOUSTON LIGHTING AND
PO�ER COMPANY TO FILE A MODIFIED RATE SCHEDULE WITH THE
CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS , IDENTICAL
TO THOSE FILED WITH AND APPROVED BY THE PUBLIC UTILITIES
COMMISSION OF TEXAS IN RESPONSE TO THE COMMISSION' S FINAL
ORDER IN DOCKET N0. 2001, AND PROVIDING THAT SUCH RATE
n SCHEDULES SHALL BECOME EFFECTIVE AFTER SUCH FILING .

3 . Rezoning for Old Time Religious Hour Inc. - Council did
not feel that they had sufficient information on this subject
and tabled the matter until next meeting.

AN ORDINANCE AMENDING CITY OF FRIENDSWOOD, TEXAS , ORDINANCE
N0. 210 , PASSED AND APPROVED ON FEBRUARY 18 , 1974 , AS AMENDED ,
AND KNOW.N AS THE "SUBDIVISION ORDINANCE , " BY ADDING TO
SECTION 11 THEREOF A NEW PARAGRAPH F; PROVIDING THAT NO
PLAT FOR THE SUBDIVISION OF LAND SHALL BE APPROVED UNLESS
SUCH PLAT REFLECTS AND SATISFIES THE OPEN SPACE (DENSITY)
REQUIREMENTS FOR THE PARTICULAR TYPE OF DEVELOPMENT AS
PROVIDED IN THE ZONING ORDINANCE OF THE CITY ; PROVIDING
FOR THE APPLICATION OF SUCH REQUIREMENTS TO SUBDIVISIONS
OF LAND IN THE EXTRATERRITORIAL JURISDICTION OF THE CITY;

AS THE ZONING ORDINANCE , BY ADDING TO SECTION 8 THEREOF A
NEW SUBSECTION 6 , PROVIDING RULES AND REGULATIONS CONCERNING
THE ERECTION, MAINTENANCE, AND USE OF SIGNS WITHIN THE
CITY; PROVIDING DEFINITIONS ; ESTABLISHING PROCEDURES FOR
OBTAINING PERMITS FOR THE ERECTION AND USE OF SIGNS ; SETTING
