HomeMy WebLinkAboutCC Minutes 1978-11-13 Special 213 MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL November 13 , 1978 A Special Meeting of the Friendswood City Council was held at the City Hall at 7 : 30 p.m. on Monday, November 13 , 1978 , with the following members present : Mayor Ralph Lowe City Manager Jim Morgan Councilman Loren Wood Councilman Dale Whittenburg Councilman Tom Lay Councilman R. J. Blanken With a quorum present , the following business was transacted : PETITIONS & COMMUNICATIONS � �- 1. Richard Atcheson, speaking for the Community Counseling Board, � requested that $60 ,000 be included in a future bond issue for � construction of additional facilities for the Counseling � Service5 to be called Human Services Resource Center. �[ 2 . Mrs . Judy Golden of Dunbar Estates asked that the City con- struct a barricade at the end of Maplewood toward Tanglewood to prevent traf£ic cutting through into the cul-du-sac. The City Manager was directed to barricade the area to stop the traffic. AWARD OF BID ON GARBAGE TRUCK - Mr. Morgan recommended that the bid be awarded to Davis Truck & Equipment Company on their low bid of $25 , 540 . 00 . MOTION: (Blanken) To award the bid to Davis Truck & Equipment .�/., Second(Whittenburg) /� Vote : Unanimous FOR MOTION CARRIED �` BIDS ON NEW WATER WELL #5 - Mr. Morgan recommended that both bids a be re�ected, and that new bids be requested, due to a change in time of completion made by the low bidder after opening of the bids . , His recommendation *aas based on advise of the Attorney. MOTI:ON : (Lay) To advertise again for bids on the water well. �l(/' Second': Blanken �� Vote : -LJ.�r�nn,^,.;;,;.�p�{ -�pgF{}�-�.�},���g�}_ SEE CORRECTION ACCEPTANCE OF SECTION 3 , PHASE 2 SUNMEADOW FOR MAINTENANCE - Mr LOW**%� Morgan stated that facilities have been reviewed by the staff and f found aeceptable. y .,, MOTION: (Lay) To accept Sec. 3 Phase 2 of Sunmeadow for ,�.�r'M maintenance. Second : Whittenburg ��� Vote : Unanimous FOR MOTION CARRIED BLACKHAWK REGIONAL SEWER PLANT BID - Mike Garver of BRH, low bidder on the North Ir}terceptor,:tol�3Council that his bid , which was $1 million under the next bid, was made in error and asked to be relieved from the bid. Milton Windler said that neither the Dept. of Water Resources or EPA would permit awarding of the bid to the second low bidder; also , that Engineering Science and he felt that this is a legitimate bid and felt that the City should accept it. MOTION : (Lay) To award the bid for the North Interceptor Line � Fu i3 to BRH Corporation. Second : Blanken a/� � `" Vote : FOR (4) ABSTAINING (1) Whittenburg MOTION CARRIED �°����CORRECTION: The vote being 3 to 2 , this item was tabled for consideration at a later meeting. 214 Mr. Morgan reported that condemnation letters have been sent to property owners who have not deeded right-of-way for the sewer line to the City , and 10 out of 13 cards have been returned indica�ing that they will accept the offer of the City. Seven parcels of land have not yet been answered for. The time table for condemnation versus awarding of the contract was discussed by Mr. Windler. Mr. Windler also explained the MUD 55 poss�ble withdrawal from the Blackhawk project and means by which Friendswood might pay I the $230 ,000 committed by MUD 55 , stating that in essence Friends- I wood would be buying this much advance capacity in the plant . ����� MOTION : (Blanken) To authorize Mr. Windler to negotiate to q expend $230 ,000 to the best interest of the City to assure 0 forward movement of the project . Second : Lay Vote : Unanimous FOR MOTION CARRIED OTHER ITEMS DISCUSSED (WITH NO ACTION TAKEN) WERE : 1 . With John Chioma relative to sewer rates for WC&ID #108 . 2 . Planning Commissioners on various phases of subdivision approval. ADJOURNMENT - Motion made and seconded that the meeting adjourn.
