HomeMy WebLinkAboutCC Minutes 1978-11-06 Regular 20i MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL November 6 , 1978 A Regular Meeting of the Friendswood City Council was held at the City Hall on Monday , November 6 , 1978 , at 7 : 30 p .m, with the following members present : Mayor Ralph Lowe City Manager Jim Morgan Councilman Tom Lay City Attorney John Olson Councilman Dale Whittenburg City Secretary Bobbie Henry Councilman Loren Wood Councilman Paul Maaz Councilman R. J. Blanken With a quorum present , and with Councilman Zeitler absent , the following business was transacted : ,��, INVOCATION - A1 Gunderman, Minister of Education , Hope Lutheran APPROVAL OF MINUTES-Minutes of October 16 approved as read. �I EMENTS & COMMUNICATIONS FROM THE MAYOR � � l . Mayor Lowe welcomed Councilman Blanken back following a very � serious accident last month. 2 . Several council members and staff attended Texas Municipal League annual conference in Fort Worth last week-end. 3 . Councilman Lay read letters commending Police Officers Childers and Burger on a recent DWI case , and Jim Palmire for his work on an auto theft case , adding that he personally felt that the three officers are doing an outstanding job for the city. PETITIONS & COMMUNICATIONS l. Mr. Barnes from Lane Western asked for reconsideration of his company' s bid on the new water well in view of the fact that the low bidder had changed his starting date after bids were received. 2 . Mr. Malone presented a petition from 22 residents asking that Council set aside a decision to approve a subdivision on Castlewood for further discussion. On request , the City Attorney stated that he could find nothing in the situation that would be in conflict with the Subdivision Ordinance , that approval of a plat by the Planning Commission could not be appealed to the Council nor to the Board of Adjustment , only to a court of law in accordance with State Statutes . Mayor Lowe suggested that a meeting be held with the P&ZC to discuss a method of handling this type of problem in light of the present ordinance . Members of the Commission will be invited to meet with the Council next Monday night . Second : Whittenburg ;'1�, Vote : Unanimous FOR MOTION CARRIED STEVENSON PARK CURFEW - On request from the Chief of Police , i o 'a"' the Parks Board recommends that a curfew be set in Stevenson � Park for 10 p .m. excluding the tennis courts . After 10 p.m. ' the tennis court parking lot is to be used by tennis players only. Special permission for extended hours for the park may be granted by the Parks .Director. �� MOTION: (Wood) To accept and approve the recommendation of the Parks Board relative to a curfew for Stevenson Park, on a trial basis for six months . Second: Lay Vote : Unanimous FOR MOTION CARRIED Parks IDirector Phyllis Lee informs Council that the Men and Women ' s Softball Association has submitted their check for $1 ,800 � as their donation toward the improvement of Renwick Park under the current grant projeet . CRIMINAL JUSTICE GRANT FOR JUVENILE SERVICES - Friendswood has been awarded 25 ,624 for the Counseling Pr. ogram for the coming year. Mayor Lowe asked authorization to accept the grant . ��1Q MOTION: (Whittenburg) To authorize the Mayor to sign the �J 4 necessary documents for acceptance of the grant . Second: Wood Vote : Unanimous FOR MOTION CARRIED � ,� WATER LINES TO REGENCY ESTATES SUBDIVISION - Mr. Morgan asked ;.,= if Council wishes to participate in the cost and oversize the water lines which will be installed on Sunset and Greenbriar to � serve Regency Estates . This would enable us to serve other areas beyond this development . n � MOTION : (Wood) To authorize the City Manager to proceed with O�, plans to participate in the larger water lines . Second : Whittenburg Vote : Unanimous FOR MOTION CARRIED REZONING OF HACKNEY .PROPERTY ON WINDING WAY FROM R-1 to R-3 - Planning Commission recommends that this small parcel of land be rezoned to conform to the balance of the property involved. �� ' MOTION: (Maaz) To instruct the attorney to draw up the necessary ordinance to rezone this property. Second: Blanken �.` Vote : Unanimous FOR MOTION CARRIED ° AWARD OF BIDS ON CITY CARS AND TRUCKS - Mr. Morgan recommended ` awarding of bids on vehicles to the low bidder with the exception � '� of police units which would be awarded to Frizzell Pontiac for the Catalina due to the fact that the lower bid cars did not have space for all of the equipment for a police unit . His recommendation included : Truck for Water/Sewer Dept . - Pearson Chevrolet $5 , 585 . 77 Trucks for Street & Sanitation-Pearson Chev. 5 , 887 . 53 Car for Asst . Bldg. Inspector-.Frizzell (Concord) 5,279 , 00 3 Police Units - Frizzell Pontiac (each) 6 , 760 . 21 209 AWARD OF BID ON WATER WELL - Mr. Morgan recommended awarding to the low bidder, Layne Texas ; however in view of the statement from Mr. Barnes of Lane Western , Council decided to delay the award of bid until next Monday' s meeting. BIDS ON NORTH INTERCEPTOR AND FORCE MAIN LINES FOR SEWER PLANT - This will be considered at a special meeting for November 13 . Second : Wood Vote : Unanimous FOR MOTION CARRIED #323 - Sign Regulations - Rev to Zoning Ord lst reading MOTION: ( Lay) To approve first reading of Ord . #323 . - Second : Blanken Vote : Unanimous FOR MOTION CARRIED MEETING WITH HIGHWAY DEPARTMENT - Mayor Lowe proposed a meeting with the State Highway Department and other interested persons to discuss the area traffic problems and some possible solutions . Council agreed with the idea and November 27th was set as a proposed date for such meeting. MOTION: (Whittenburg) To retain Coenco as City Engineers �/ based on the rates quoted in their proposal and a !�`� retainer fee of $100/month. � Second : Lay Vote : Unanimous FOR MOTION CARRIED ,! APPOINTMENT OF FIRE MARSHAL AND ASSISTANT - Mr. Morgan inFormed � (c��' , Council that he has appointed Terry Parker as Fire Marshal and John Emerson as Assistant Fire Marshal .
