MINUTES OF A SPECIAL MEETING OF THE £RIENDSWOOD CITY COUNCIL October 23 , 1978 A Special Meeting of the Friendswood City Council was held at the City Hall on Monday , October 23 , 1978 , at 7 : 30 p.m. with the following members present : ' Mayor Ralph Lowe City Attorney John Olson Councilman Tom Lay City Manager Jim Morgan Councilman Paul Maaz City Secretary Bobbie Henry Councilman Dale Whittenburg Councilman Loren Wood Councilman Ed Zeitler With a quorum present , and with Councilman Blanken absent , the following business was transacted : � PETITIONS & COMMUNICATIONS `� � 1. Harold Whitaker, speaking for the School Board, said that �li�'' �] the school is interested in a joint project with the City ,� on an olympic swimming pool , tho he said they could not � �� � commit to a given amount of money at this time--they can't endorse beyond the investigative phase. After explanation of the proposed change , the Mayor asked if anyone in the audience wished to speak to the matter. In the absence of any response , the public hearing was closed. ' Street Name Changes - Committee member�s John Stoneseifer ,�,`�te" and Van Williams were present to explain the rationale ,��_�'� behind the proposed changes . Changes in the order in which . the committee report was presented were discussed, as follows : l. Winding Way (next to Stevenson Park) to Shadwell - The City Attorney has recommended that this change not be made until litigation relative to a portion of this street has been resolved. 2 . Mustang Meadow streets from A-B ,D;Bar to Fence Post , Saddle and Horseshoe Road. Mrs . Nye asked for and got a definite decision to rename A-Bar to Fence Post since she is the only resident there at present . 3 . Changing Richmond to Mills - No comment 4 . Changing Larkspur to Evergreen - No comment 5 . Changing Coward. Creek Drive to West Spreading Oaks - A number of residents spoke against changing this street name with reasons from inconvenience of changing mail and records to devaluation of property. 6 , 7 , 8 , and 9 - No comment from the public. 10 . North and South Clear Creek Drive and Leisure Lane will be considered a£ter current street improvements � have been Finalized. 11. Polly Ranch streets - Several citizens asked that these streets remain as they are presently named . Mayor Lowe explained that all comments would be considered , that decision on the questions would be made by the Council , and that street name changes would have to be made by ordinance , thus allowing additional time before any final action will be taken on these proposed changes . The public hearing was then closed. CONOCO PERMIT TO CONSTRUCT PIPELINES THROUGH FRIENDSWOOD eaa����,s°r MOTION: (Lay) To issue a permit for constr�ction by Conoco of a 6" and 8" pipeline along the rezoned corredor thru �,{�. Friendswood , contingent on their posting with the City l. the necessary insurance and a $50 ,000 bond as reguired by city ordinance . Second : Whittenburg Vote : Unanimous FOR MOTION CARRIED SEWER LINE ON FM 518 SOUTH OF FM 528 - Mr. Morgan proposes to join the developers of Eagles Point in laying a sewer line which >,, would serve other developments in this area. Developer will ` pay what it would cost them to install a force main line from ar Leisure Lane to FM 528 and 518 plus one road crossing and one ^ manhole ; City to pay the difference to install �a 12" PVC gravity 1,�.' line . - r� �y D MOTI.ON: (Maaz ) To authorize the City Manager to proceed with `� the joint venture as outlined. Second : Zeitler Vote : FOR: (4) Maaz , Whittenburg , Wood , Zeitler AGAINST : None Abstaining : Lowe and Lay MOTION CARRIED ��3 COWARD CREEK DRAINAGE STUDY - Not complete . Will be available next week. � REGIONAL SEWER SYSTEM Bid opening for the North Interceptor line and force main has been set for 2 p.m. on Tuesday, October 2� . For awarding bid on Treatment Plant and Lift Station : MOTION : (Wood) To call a special meeting for 5 : 00 p .m. � on October 27 to tentatively award bid on Blackhawk �/ Plant and lift station subject to concurrence with Gulf l Coast Waste Disposal Authority, so that approach can be 7.ri made to EPA and Water Development Board for increase in V funding. Second : Whittenburg Vote : Unanimous FOR MOTION CARRIED � RESERVE POLICE OFFICER - Chief Wri ht has re uested a �'•� � "� g q pproval ,; for relnstatement of Daniel George Fiddick who formerly served � for three years as a reserve officer. Mr. Morgan recommended � �that Council approve the request . Q � MOTION: (Whittenburg) To approve reinstatement of Dan Fiddick to the Reserve Police Force . Second : Wood q� Vote : Unanimous FOR MOTION CARRIED "O� UTILITY EASEMENTS FROM COWARD CREEK SUBDIVISION AND PILGRIM' S POINT SUBDIVISION which were not shown on the recently approved plats have been dedicated to the City. , MOTION: (Maaz ) To accept two easements from Coward Creek and ' two from Pilgrim' s Point on behalf of the City. .,;, �' Second : Lay Vote : Unanimous FOR MOTION CARRIED ��� BRIDGESTONE DEVELOPMENT - These apartments planned in the city ' s ETJ have been approved by the Planning Commission contingent on ratification by the Council. In discussion with Council , the developer pointed out that density in Tract 1 (144 apartm2nts) and Tract 2A ( 23 town ,houses) is gr+eater than .that alloWed in Friendswqod, but pledged that in the 'development of Tract 5 Ccontaining 22+ acres ) which has not yet been platted, they � '� ` will conform to the city s density rules . � , �-.
