MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL
October 16 , 1978
A Regular Meeting of the Friendswood City Council was held at
the City Hall on Monday, October 16 , 1978 , at 7 : 30 p.m. with
the following members present :
Mayor Ralph Lowe City Manager Jim Morgan
Councilman Loren Wood City Attorney John Olson
Councilman Tom Lay City Secretary Bobbie Henry
Councilman Paul Maaz
Councilman Ed Zeitler
Councilman Dale Whittenburg
With a quorum present , and with Councilman Blanken absent , the
following business was transacted:

� READING AND APPROVAL OF MINUTES - Minutes of a regular meeting

Q ANNOUNCEMENTS & COMMUNICATIONS FROM THE MAYOR
l. A letter from Commissioner Bass re sharing cost of repairing
Whispering Pines bridge at 830 , 000 was referred to Mr. Morgan
for contacting Commissioner Hopkins to see if Galveston County
will share the cost with Harris County.
2 . A meeting will be held in the Council Room on Tuesday at 7 : 30
p.m. to discuss juvenile vandalism and try to find some
i solution for the problem.
3 . A reception will be held at the Friendswood Library on Thursday
at 2 p.m. for Democratic candidates for County and State
offices in the November election.
PETITIONS & COMMUNICATIONS
l. Alan Gonzalez addressed Council regarding the proposed sign
ordinance , stating that he felt it is discriminatory toward
merchants and that the Council was not acting responsibly.
2 . �ruce Goss , Chairman of the Library Board , called attention ^ 1�,,� tb
to a violation of the Library Handbook which states that no ,
partis.an political groups are to use the Library meeting room.
On request from the Democratic Party , the City Secretary had
scheduled the room for the reception on Thursday. Goss stated
that the Board would not favor canceling the meeting at this
point ; they did want to call attention to the infraction.
3 . Dr. Hearn , speaking for the Swimming Pool Committee , gave
cost figures on a pool and auxiliary facilities at approximately
$600 , 000 , and stated that the school will definitely be
interested in sharing the facilities with the city.
MOTION : (Lay) That a letter be written to the school asking
that a representative come to a meeting with the Council
to state their position on the swimming pool matter.

l. Regional Sewer Project - Bids will be opened on the sewer
trunk lines on Tuesday , October 24th, at 2 p.m. at the City
Hall. Due to the excessively high bids on the plant , an
increase in grant will be requested for plant and lines if
the line bids ax�e also extremely high.

2 .;3 Reciprocal agreement with Pearland for £urnishing water
`� and sewer services to certain parts of the two cities , has
; been negotiated , approved by the Pearland Council , and is
now presented for Friendswood approval.

g MOTION: (Lay) To authorize the Mayor to sign the reciprocal
agreement with Pearland on behalf of the City of
Friendswood.
