MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL
October 9 , 1978
A Special Meeting of the Friendswood City Council was held at
the City Hall on Monday , October 9 , 1978 , at 7 : 30 p .m. with
the following members present :
Mayor Ralph Lowe City Manager Jim Morgan
Councilman R. J. Blanken City Secretary Bobbie Henry
Councilman Tom Lay
Councilman Dale Whittenburg
Councilman Loren Wood
With a quorum present, and with Councilmen Maaz and Zeitler
absent , the following business was transacted:
� PETITIONS & COMMUNICATIONS
(v 1. E. R. Johnson of 1204 Greenbriar asked for some relief from
� vandalism at his home and speeding on the streets in the
� area. As a result of the discussion with Mr. Johnson , Mayor
� Lowe set up a meeting for Tuesday, October 17 , to seek a
way to handle this problem in Friendswood. He plans to invite
victims of such vandalism, the Municipal Court Judge ,
the City Counselor, Chief of Police and other officers ,
County Juvenile Officers , and others who may have suggestions
for improving the situation.
2 . Lloyd Criss , candidate for State Representative , was intro-
duced by Mayor Lowe . He in turn introduced Charles Thrash,
Chairman for the Friendswood Democratie reception. They
, invited the Council to attend the reception October 18 ,
which will be attended by Bob Cruger and Jack Brooks .
OTHER BUSINESS
1 . Mr. Morgan asked Council approval to have an ordinance ��
drawn up increasing water meter deposits for residential�y
and business establishments , with an equitable deposit
for multi-housing units . Approval was given.
2 . Reserve Police - Mr. Morgan recommended that Eric Wilkins
be accepted and approved as a reserve officer for Friendswood.

City Manager and appoint Eric Wilkins as a reserve� `

3 .. Bridge on Whispering Pines - The Mayor read a letter from
Commissioner Bass asking the City to participate in a $30 ,000
project to repair the Clear Creek bridge. Council felt that
this should probably be handled between Harris and Galveston .
Counties and ask Jim Morgan to contact Commissioner Hopkins '
about sharing in the cost .
4 . Ordinances - Ordinances which were posted today for first
reading next week are : Junk Vehicle Ordinance , Increased
Sewer Rates , Signs (revision to Zoning Ordinance) , and
rezoning city property for an office building .
5 . A letter from the Arena Board was read praising the work of
the Parks Department and Phyllis Lee , Director , in particular.
The City Manager was asked to issue a Certificate of Appre-
ciation to Phyllis .
6 . The Secretary was asked to pursue the acquisition of a "Key
to the City , which was discussed some months ago .

7 . The Sign Ordinance has been reworked by the Council
Committee and was discussed at length , with Robert LaGuarta
of Robert ' s Auto Parts requesting some decision on his
sign which has never received a permit . He was directed
to go back to the Board of Adjustment with.�a request for
variance.
8 . The Fire Department has asked Council to pass an ordinance
requiring smoke detectors in all new construction , but �
the Council felt that this should be a matter of choice
rather than mandatory. It was suggested that a publicity
program about smoke detectors might be launched by the
Fire Marshal ' s office.
9 . Donald H. Fidler, the small cities representative to MTA,
wants to meet with Council to determine what questions or
areas of dicsussion Friendswood is specifically interested
in. The Seeretary was directed to invite Mr. Fidler to
attend any meeting oF the Council on Monday nights .
