Mayor Ralph Lowe City Manager Jim Morgan Councilman Tom Lay City Attorney John Olson Councilman Paul Maaz City Secretary Bobbie Henry Councilman Loren Wood Councilman Ed Zeitler Councilman R. J. Blanken With a quorum present, and with Councilman Whittenburg absent , the following business was transacted : �� READING AND APPROVAL OF MINUTES : Minutes of Special Meeting of August 28 approved as corrected; Minutes of Special Meeting of (�� September 7 approved as read ; Minutes of Regular Meeting of � September 11 approved as corrected . � ANNOUNCEMENTS � COMMUNICATIONS FROM THE 'MAYOR l. Mayor Lowe publicly thanked P.J, and Sandy Mize for the over- sized gavel he used to call the meeting to order , a gift for his 60th birthday. 2 . The Metropolitan Transit Authority representative From cities other than Houston participating in MTA will be selected this Wednesday night . Mayor Lowe has been nominated for this position. Mayor Pro-tem Tom Lay will act as this city ` s voting representa- tive. 3 . Bids were opened September 21 for the Blackhawk Sewer Plant and for the Clover Acres Trunk Line . Co. 169 ,251. 00 Irrigation Const. Co. 126 , 850 . 00 LEM Const . Co. 198 ,446 . 00 Apparent low bidders were LEM Construction on the Plant and BRH Company on the trunk line. Bids were referred to the engineers. and City Manager for further handling and recommendation. PETITIONS & COMMUNICATIONS 1 . Richard Atcheson, candidate for Justice of the Peace of Precinct 6 , was introduced and asked for the city' s support in his race . 2 . Don Lanning requested that the name of the short section of Wlnding GJay beside Stevenson Park be renamed to Shadwell. OPENING OF BIDS - Baytown Motors , the only bidder on a Street Dept . truck, gave a price of $5 , 865 . 53 on a 1979 GMC 6-cylinder truck. "� ` MOTION : (.Lay) To refer the bid to the City Manager for review / and recommenda.tion. � Second : Blanken / Vote : Unanimous FOR MOTION CARRIED /� RESERVE POLICE - Two candidates names have been presented to Council for approval, both of whom had gone through the necessary schooling prior to making application for Friendswood reserves . Council felt that in lieu of candidates appearing before the entire Council, that 188 the City Manager might interview them and make recommendation to the Council for acceptance or rejection. Mr. Morgan wilT interview the present candidates and report back to the Council. GLENSHANNON SUBDIVISION - REQUEST FOR ACCEPTANCE OF FACILITIES WITH VARIANCE - In a letter from Donald Dawson and William Jones , owners , they state that the lift station is complete but the underground electrical installations will not be completed for three months . Since no houses would be ready for hook-up before ti' that time , they requested permission to proceed to sell lots and � ` start building houses pending completion of the electric lines ��. and hook-up to the lift station. Mr. Morgan recommended that the � subdivision be approved contingent on the developer placing $2 , 000 in e�crow to insure hook-up to the lift station and providing to the City : concrete cores , street markers , as-built drawings , adjusting all man-holes to grade , cleaning ditches for proper drainage , and cleaning up where water line crosses Greenbriar. ��7� MOTION : (Lay) To accept the subdivision with conditions as recommended by the City Manager. Second : Zeitler Vote : Unanimous FOR MOTION CARRIED A maintenance bond , also recommended by the City Manager , although called for in the Subdivision Ordinance , has not been enforced to date and Council wants to �_--- = - -,+ �t �� ork on an aeceptable alternative to this ,requirement . SELECTION OF CPA FOR ANNUAL AUDIT - Mr, Morgan has a proposal from Lairson, Young & Fitch to do the audit for $4 ,400 plus $300 cash expense. �O� :r� MOTION : (Maaz) To engage the firm of Lairson , Young & Fitch �'x, for the 1978 audit . Second : Zeitler Vote : Unanimous FOR MOTION CARRIED TRAFFIC LIGHT AT FALLING LEAF. AND SUNSET - The School has requested a light at this intersection; the Police Department concurs in the ''' need for control at this location. Mr. Morgan reported that the lighrt will cost $25 ,000 and a check is being made to see if grant funds are available to help with this cost . JOINT PUBLIC HEARING wITH P�ANNTNG COMMISSION ON REZONING !�� MOTION: (Wood) To call a joint he�ring with the P&ZC to consider rezoning of certain property at 1300 Winding Way ( Clint Hackney, Owner) from R-1 to R-3 .at 8 p .m. October 5 . Second : Blanken Vote : Unanimous FOR MOTION CARRIED ORDINANCES Pipeline Ordinance - Attorney John Olson presented copies of a ordinance providing rules for exnavation of land and demolition of � buildings , permits for and notification of same , and other matters �,, relating to pipelines within the City. He is preparing a second ordinance relative to fees , etc . which should be ready this week. �'� Both ordinances will be examined by the Pipeline Committee for their comments to Council prior to posting and reading by Council . : Ord, #T-9D - Rezoning for Pipeline - Second Reading � MOTION : (Zeitler) To approve second reading of Ord. #T-9D, Second : Lay Vote : Unanimous FOR MOTION CARRIED Councilman Lay pro.pose.d , and Council agreed, to discontinue the use of the temporary numbers for ordinances as of January l , 1979 , and number ordinances with the year (last two numbers) fbllowed by the numberical sequence , i. e . 79-1, 79-2 , 7g_3 , etc. �C7i� CLOSED PERSONNEL SESSION (Sec . 2 (e) and (g) Art . 6252-17 VTCS RETURN TO OPEN SESSION ACQUISITION OF EASEMENTS FOR SANITARY SEWER LINE - A letter from the City Manager stated that he had been unsuccessful in negotiat- ing easements for several segments of the trunk lines related to the regional sewer project , and requested permission to have an appraisal made of these properties and make a final offer in ! writing to the owners for permanent easements and temporary construc- � tion easements . He included name of owner and legal description �"` of necessary easements for each of the parcels of land. �� MOTION: (Lay) To authorize the City Manager , with the City � Attorney , to get appraisals and make final offer to the owners of property needed to complete the north intereeptor , sewer line for Blackhawk Plant along 12 foot contour line � of Mary ' s Creek.
