AiINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL
August 28�, 1978
The Friendswood City Couneil met in a Special Meeting on Monday ,
August 28 , 1978 , at 7 : 30 p .m. in the Council chambers at City
� Hall, with the following members present :

Councilman Loren Wood
Councilman R.J. Blanken
Councilman Paul Maaz
With a quorum present , and with the secretary absent , the following
� business was transaeted :
� PUBLIC HEARING
� 1978-79 General Budget - Mayor Lowe read the amended budget
� and as:ked for any questions or comments from the Council or
c�[ the public. None were forthcoming.
1978-79 Revenue Sharing Budget - The budget was read by the
Mayor. It was agreed by Council to change the designation
"Street Participation Program" to "Street Improvement . " No
other comments were made .
The Mayor declared the public hearing closed.
PETITTON - Glover Kennedy asked permission to operate a taxi
service in Friendswood. He is now operating in Kemah. Mr. Morgan
was directed to confer with the City Attorney regarding a franchise
ordinance covering taxicab operation.
COMMITTEE REPORT - Mr. John Stonesifer advised that the Street
Name Committee has divided the City into seven sections for the
purpose of holding meetings with citizens affected by proposed
street name changes ; they have held meetings in three of the areas
to date. He listed some of the proposed changes and the committee ' s
reasons for proposing changes , and a written list of these will be
presented soon for Council handling. It was suggested that this
committee *aork with the Planning Commission.

MASS TRANSTT - Mr. Breckenridge again appeared before Council to , ; i
ask about the legality oP the mass transit election. No further '�
information was available.
George Rummel submitted a resume and asked to be considered as
Friendswood ` s, nomination for the vacancy on the Transit Board.
REGIONAL SEWER PLANT - Gerry Pate reported on his study of the
trunk line crossing at Mary' s Creek bridge , with cost estimates
for raising the bridge , making it two-lane , and running the pipe
under or adjacent to the bridge. Citizens have also suggested
running the pipe underground and eliminating the bridge entirely.
DRAINAGE PROBLEM AT QUAKER AND CLEARVIEW - Mr. Morgan gave an
est�mated cost of �1200 to i�nstall drain tile from the intersection �' �
oF Quaker and Clearview, behind the first three lots in Quaker' s 1,?a'
Landing , to join with existing drain tile at that point , this in '
conjunction with paving of Quaker Drive. He is to get an additional
estimate with the City Engineer doing the engineering work on this
project .

RESOLUTION - #76-20 - Accepting designation for Friendswood
as a treatment works management agency for H-GAC area sewage
treatment studies .

SWIMMING POOL STUDY COMMITTEE - A letter from the Parks and
Recreation Committee recommended that five people be appointed I
;k� to do research and make recommendation on a municipal swimming
pool.

BIDS ON SEWER PLANT - � �n��;=, m��+-r�- 1s scheduled for Sept-

having been given at request of prospective bidders . The contract
is set for award by October 25 .
SURFACE WATER - Councilman Blanken reviewed the status of the
consortium, with no response as yet from Houston on rate fees .
SUBDI.VISION ORDINANCE - An ordinance revising the subdivision
ordinance to exempt five or less lot developments with existing
facilities from standard plat requirements , is to be posted for
reading at the next meeting.
ADJOURNMENT - Motion made and seconded that the meeting adjourn.
The meeting was adjourned.
