HomeMy WebLinkAboutCC Minutes 1978-08-21 Regular �/y � 1'7 5 MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL August 21 , 1978 A Regular Meeting of the Friendswood City Council was held at the City Hall at 7 : 30 p.m. on Monday , August 21 , 1978 , with the following members present : Mayor Ralph Lowe City Attorney John Olson Councilman Tom Lay City Manager Jim Morgan _ Councilman R. J. Blanken City Secretary Bobbie Henry Councilman Paul Maaz Councilman Dale Whittenburg Couneilman Loren Wood With a quorum present , and with Couneilman Zeitler absent , the following business was transacted : Q INVOCATION - by Councilman Wood �' � READING AND APPROVAL OF MINUTES - Minutes of a Regular Meeting � of August 7 approved as corrected ; Minutes of a Special Meeting � of August 14 approved as read. +� PETITIONS & COMMUNICATIONS l. Mrs . E. C. MeCoy of 703 Quaker Drive asked that Council consider � extending drain tile behind the first two lots in Quaker' s `�� Landing when the drainage work and paving are done on Quaker '� to eliminate erosion of her property into the open drainage ditch. Mr. Morgan is to investigate the cost and report baek to Couneil next taeek. 2 . Mrs. Elaine Manning, speaking for a group of people who have '___ been involved in competitive swimming programs , requested Council to consider building an ol�mpic-size swimming pool �. ^ for public use in the City. Later Dr. David Hearne of the same group , gave a slide presentation of municipal pools in the area around Friendswood. Council indicated that this will be one of the projects considered under a proposed bond election in the near future , along with hike and bike trails and added library facilities . 3 . Mr. G. F. Breckenridge of #1 Sunmeadow Boulevard asked that Council explore the possibility of having the recent Mass Transportation Administration election set aside pending a more comprehensive vote on the matter in Friendswood. He also ,` `. broached the subject of street repairs made necessary by bus traffic within the City. The City Attorney was asked to make ' a study to .find if the election was held legally here , and what action and by whom would be necessary to challenge the election which carried in Friendswood by seven votes . 4. Abe Gutierrez requested help from the City in draining his �' three acres on Sunset . He stated that construction of Leslyn �, � � Subdivision has made it impossible for his land to drain in -� the natural flow direction , and asked that the ditch along I Sunset be deepened to take care of the water from his property. j Mr. Morgan is to review the situation and report back to the Council next week. APPOINTMENT TO PLANNING & ZONING COMMISSION • MOTION : (La ) To a ;�° Y ppoint Robert Wicklander to Pos . #2 on the �� P&ZC to fill the unexpired term of Robbie Mora. 2 Second: Wood // Vote : Unanimous FOR MOTION CARRIED (Q�� �'J: 1�V DUNBAR CURB REPLACEMENT - Mr. Morgan reported that U. S . Homes 4� has offered to pay an additional $9 ,132 . 20 on the $44 , 000 in , repairs , making their total contribution $19 ,882 . Council �,' would like some further discussion with U. S . Homes on the matter , '� but agreed that a check for the original commitment should be issued to the contractor without delay . ���rJd MOTION : (Blanken) To issue a check to the contractor for the b� amount of the original contract . Second : Whittenburg Vote : Unanimous FOR MOTION CARRIED REGIONAL SEWER SYSTEM - Milton Windler reviewed the baekground and present status of the Blackhawk project along with some recommendations relative to the trunk lines going to the plant. He reminded Council that all right-of-way must be acquired before a contract can be awarded on the plant . In view of this fact , it was agreed that Council members would meet with certain citizens who have not yet agreed to the line going through their property on Tuesday night to try to reach an agreement . Some members of Council will also meet with the Drainage Board to attempt to reconcile some of the problems at creek-crossings . The City Attorney was also asked to be present at this meeting. ORDINANCES #T-7E - AN ORDINANCE AMENDING CITY OF FRIENDSWOOD, TEXAS , ORDINANCE N0. 291 , KNOWN AS THE ZONING ORDINANCE , BY CHANGING THE ZONING CLASSIFICATION OF A CERTAIN PARCEL OF LAND BEING LOCATED AT OR NEAR THE INTERSECTION OF PEACN AND HERITAGE STREETS FROM R-1 AND R-3 TO SPECIFIC USE (FAMILY LIFE CENTER) ; CHANGING THE ZONING MAP ACCORDINGLY; AND PROVIDING FOR OTHER MATTERS RELATING TO THE SUBJECT. � '*' MOTION : (Wood) To adopt Ord. #T-7E on third and final I reading Gsnd assign permanent No . 316 ) Second : Whittenburg Vote : Unanimous FOR MOTION CARRIED #315-E - AN ORDINANCE SETTIN6 THE TIME AND DAYS OF THE REGULAR MEETINGS OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD , TEXAS , DURING THE MONTH OF SEPTEMBER, 1978 , AND DECLARING AN EMERGENCY. Second : Wood Vote : Unanimous FOR MOTION CARRIED '� TRAFFIC CONTROL AROUND HIGH SCHOOL - Mr. Morgan presented a plan for one way traffic around the school to be used until the new �,F student parking lot is completed. Council has no objection to 6 the plan.
