MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL
July 17 , 1978
A Special Meeting of the Friendswood City Council was held on
Monday, July 17 , 1978 , at 7 : 30 p.m. with the following members
present :
Mayor Ralph Lowe City Manager Jim Morgan
Councilman Ed Zeitler City Secretary Bobbie Henry
Councilman Loren Wood
Councilman Tom Lay
Councilman R. J. Blanken
With a quorum present , and with Councilmen Maaz and Whittenburg
absent , the following business was transacted':
� PETITIONS
�� l . Mr. Schoen of 208B Skyview lodged a complaint about the use
+,1� of sewage sludge on FM 518 medians . Council asked that this
� material be further treated to eliminate odor before applied
p� to the medians again .
2 . Mr. J. Browning requested again that the city intercede in
getting the contractor who cut his driveway to replace the
broken tile and material and bring his drive back in to its
original condition. Mr. Morgan is to follow up on this .
3 . Mr. Gerald Proctor of Storer Cable TV Inc. reviewed his pro-
posal for a franchise in the City. No comments are available
yet from the City Attorney.
4 . Mr. Norman Lanier of the JC' s reported on the 4th of July
activities and asked Council to authorize the JC' s to pro-
ceed with plans for next year, making it clear that the JC' s
are the planners and workers rather than sponsors of the
ev nt. Counc ' 1 was in agreement with this concept .

No action resulted from this meeting.
CHARTER REVIEW COMMITTEE REPORT - Council completed their rev ew � - ��
with the Committee of their recommendations for changes to the
Charter. The Committee will present at a later date an additional
issue of their recommendations wherein each item will be compared
to the present charter. This issue will be used for the reguired
publication of the report.
