MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL
May 22 , 1978
A Special Meeting of the Friendswood City Council was held at
the City Hall on Monday, May 22 , 1978 , at 7 : 30 p .m. with the
following members present :
Mayor Ralph Lowe City Manager Jim Morgan
Councilman Paul Maaz City Secretary Bobbie Henry
Councilman R. J. Blanken
Councilman Tom Lay
Councilman Loren Wood -
With a quorum present , and with Councilmen Ed Zeitler and Dale
Whittenburg absent , the following business was transacted :
ENGINEERING STUDY OF COWART CREEK FOR CASTLEWOOD AREA
Lee Nichols , Chairman of the Friendswood Drainage District Board, /7�' �f
Q reviewed the statement of work which will serve as the basis
*�^ for engaging an engineer for a Flood protection project along
� speciFied stretches of Coward' s Creek. He named several engineer-
Q ing firms which he feels are well qualified to do this work ,
and also suggested that the City might profit through a working
� relationship with Rice University and the University of Houston.
� Galveston County, the City of Friendswood , and the Drainage
District will all be involved in this project .
MOTION : (Wood) To approve the statement of work as written ��
and that the study be referred to the City Manager for
identification of engineering firms who would like to �
bid on the work, and confirm the agreement with the County
officials to perform the survey work.

Vote Unanimous FOR MOTION CARRIED
GRANT APPLICATION FOR JUVENILE SERVICES - An application for /SC - ��
25 , 624 in Federal Funds with 17 ,196 in local funds for a total
$42 ,820 for the fiscal year x978-79 was presented to Council
for review. Resolution #78-15 authorizing participation in
a Criminal Justice Council Action Grant was read by the Mayor.
MOTION: (Wood) To approve Resolution #78-15 . �d�i

Vote : Unanimous FOR MOTION CARRIED
CITY PLANNING SERVICES CONTRACT - The contract made with Marmon , /5 �-�
Mok & Green, Inc . to serve as planning consultants and to develop
certain maps and plans , with total cost of the work not to exceed
$6500 , was presented £or Council approval.
MOTION : (Blanken) To accept the contract with Marmon, Mok &
Green for planning services not to exceed $6 ,000 as set l�/
out in the contract . v�,

CALLING PUBLIC HEARING ON REZONING OF A PORTION OF HIDDEN COVE /S� - 7 �
MOTION : (Maaz ) To call a public hearing for June 12 to
consider rezoning a portion of the property at 1200 //��,
Winding Way from R-1 to R-3 . �.t�
Second : Lay .
Vote : Unanimous FOR MOTION CARRIED

WARRANT FOR APPROVAL - Construction Warrant #201 to Gulf
Coast Waste Disposal Authority for $21 ,867 was approved
unanimously. Mr. Morgan explained that this was money from
one of the water districts which had been received by the
City in error.
OTHER ITEMS DISCUSSED
f��-� g 1. Mr. Morgan reported that a pre-construction conference
was held this week with SKrla, Inc . representatives who '
will begin work on the street paving within the next
few weeks . They have been instructed to start on Green-
briar , then move to Garden , Pecan and Whispering Pines
in that order.
' 2 . Council will meet jointly with the Planning Commission at
6 : 30 p.m. on Thursday, May 25 , to discuss further future
streets and subdivisions .
3 . The city picnic planned for June 3 has been postponed
until June lOth due to a conflict of activities in the
park.
4 . A meeting of the surface water consortium will be held at
the Subsidence office on June 19 . Council directed that
this subject be placed on the June 5 Council Meeting Agenda.
CLOSED EXECUTIVE SESSION - Sec. 2 (f) 6252-17 VTCS
�s�_ 7Q OPEN SESSION - The City Manager was instructed to proceed with
condemnation proceedings where necessary to acquire right-o£-way
for the sewer trunk lines which are a part of the regional
system.
, ADJOURNMENT - Motion made and seconded that the meeting adjourn .
The meeting was adjourned.
