HomeMy WebLinkAboutCC Minutes 1977-12-05 Regular �� MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL December 5 , 1977 A Regular Meeting of the Friendswood City Council was held in the Council Chambers at City Hall on Monday, December 5 , at 7 : 30 p.m. with the following members present : Mayor Ralph Lowe City Secretary Bobbie Henry Councilman R. J. Blanken City Manager Jim Morgan Councilman Tom Lay City Attorney John Olson Councilman Richard Haken Councilman Loren Wood Councilman Edward Zeitler With a quorum present , and with Councilman Maaz absent , the following business was transacted : � INVOCATION - By Reverend Robert Humphreys of the Church of Christ. (1I ANNOUNCEMENTS FROM THE MAYOR � � l. A letter from the Texas Water Development Board to Friends- � wood West states that their water and sewer plans for the proposed subdivision are in keeping with the concepts of the Board. 2 . U. S. Homes are doing some work on the drainage situation created by Dunbar Estates lots on some homes in Village Green. Mr. Morgan is to pursue this corrective work. 3 . Second : Wood � Vote : Unanimous FOR MOTION CARRIED PLANNING COMMISSION - APPROVAL OF SUBDIVISION PLATS - At invitation ,? of the Council , Tracy Spears, Chairman of the Planning Commission, discussed hiring a professional planner to assist the P&ZC in determining good traffic patterns relative to proposed subdivisions . Also , it was agreed that copies of preliminary plats will be routed to the Fire Department , Police Department , City Engineer, Drainage District , and a copy to the City Council , all for review and 72 comments back to �he Commission before approval. J� �' �� INCREASED PAY FOR ELECTION OFFICIALS - A change in the Texas Elect on Law now permits election officials to be paid 52 . 50 per hour vs , the former $2 . 00 per hour , and $15 . 00 additional for election judges instead of $5 . 00 formerly allowed. MOTION : (Blanken) To authorize the increase in pay for election officials as authorized by State law, to be retroactive to the Special Election on November 8 . � Second : Lay Vote : Unanimous FOR MOTION CARRIED � 3 ���, 7� REPRESENTATIVE TO HOUSTON-GALVESTON AREA COUNCIL MOTION : (Wood) To designate Councilman Blanken as Friendswood ' s representative to H-GAC for the year 1978 . Second: Zeitler Vote : Unanimous FOR MOTION CARRIED No designation was made for alternate . � REPRESENTATIVE TO MULTIMODEL TRANSPORTATION PLANNING BOARD 3 �"- '7 MOTION: (Zeitler) To designate Mayor Lowe as representative for 1978 . Second: Wood Vote : Unanimous FOR MOTION CARRIED APPOINTMENTS TO BOARDS was postponed to a later date . ORDINANCES Ord. #T-11A - Park Regulations - Third & Final Reading AN ORDINANCE PRESCRIBING RULES AND REGULATIONS GOVERNING s THE USE OF AND CONDUCT IN PUBLIC PARKS , DEFINING A TERM; CONTAINING OTHER PROVISIONS RELATING TO THE SUBJECT; PRO- VIDING A PENALTY; REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING FOR SEVERABILITY. MOTION: (Blanken) To approve third and final reading of Ord. #T-11A (and assign permanent #292 ) Second: Zeitler Vote: Unanimous FOR MOTION CARRIED Ord. #T-11'B - Rezoning for School Tennis Courts and Bus Barn - Second Reading AN ORDINANCE CHANGING THE ZONING OF CERTAIN PROPERTY FROM R-1 TO SPECIFIC USE (Bus Stoarage Facility and Tennis Courts) ; CHANGING THE ZONING MAP ACCORDINGLY ; COMPLYING WITH ORDINANCE 291 OF THE CITY OF FRIENDSWOOD KNOWN AS THE ZONING ORDINANCE. MOTION: (Lay) To approve second reading of Ord. #T-11B. Second : Blanken Vote : Unanimous FOR MOTION CARRIED ' Ord. #T-12A - Traffic Control - First Reading AN ORDINANCE PROVIDING FOR AND ESTABLISHING RULES AND REGULA- TIONS GOVERNING VEHICULAR AND PEDESTRIAN TRAFFIC ON THE PUBLIC STREETS WITHIN THE CITY OF FRIENDSWOOD , TEXAS ; CREATING THE OFFICE OF CITY TRAFFIC DIRECTOR ; PRESCRIBING THE RESPONSIBILITIES AND AUTHORITIES OF THE CITY TRAFFIC DIRECTOR; PROVIDING FOR THE ESTABLISHMENT OF TRAFFIC CONTROL DEVICES REGULATING SPEED, TURNING MOVEMENT , CROSSWALKS , 73 DIRECTION OF MOVEMENT, STOPPING AND YIELDING , PARKING , AND CLASS AND TYPE OF VEHICULAR TRAFFIC ON CERTAIN STREETS : CONTAINING OTHER PROVISIONS RELATING TO THE SUBJECT; PRO- VIDING A PENALTY; CONTAININ6 A REPEALING CLAUSE , AND PROVIDING FOR SEVERABILITY. David Leake appeared on behalf of Fugro to answer questions of Council regarding their billing for a soil investigation for the Blackhawk Plant . MOTION : (Lay) To authorize issuanee of check #141 in the amount of $7 , 671. 74 to Fugro Gulf , Inc.
