MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL
November 21 , 1977
A Regular Meeting of the Friendswood City Council was held at
the City Hall on Monday, November 21 , 1977 , at 7 : 30 p .m. with
the following members present :
Mayor Ralph Lowe Councilman R. J. Blanken
Councilman Ed Zeitler Councilman Paul Maaz
Councilman Loren Wood City Manager Jim Morgan
Councilman Richard Haken City Secretary Bobbie Henry
Councilman Tom Lay City Attorney John Olson
With a quorum present , and with none absent , the following
business was transacted :
O READING AND APPROVAL OF MINUTES - Minutes of a Regular Meeting
� of November 7 , approved as read. Minutes of a Special Meeting
of November 14 , approved as corrected.

(� ANNOUNCEMENT - Mayor Lowe announced that Friday , November 25 ,
� will be a holiday for all city employees except Sanitation
� Department employees .
BIDS - Mr. Morgan stated that only one bid has been received
for city cars and , in view of the fact that requests have been
received to postpone opening of the bids , he would like to
defer this action until December 5 . Council concurred.
PETITIONS & COMMUNICATIONS
l. Village Green Drainage - Chuck Dietrich and C. D. Porter
urged the city to pursue the agreement by U. S . Homes to do
the necessary ditching to prevent Dunbar lots from draining
back onto lots in Village Green. The easement has been
deeded to the city as agreed , but the ditching which has
been done is not sufficient to prevent the flood danger.
Mr. Morgan is to contact U. S . Homes on this matter.

2 . Old City Park - Sky Hoff of the Parks Board asked that lights
be installed in the old park and a 9 :00 p .m. closing sign be
posted in an effort to deter recent vandalism in the park.
Mr. Morgan reported that the lights are now being installed
and that , with Council approval , the sign will be posted.
Council agreed to the posting.
3 . Sign Regulations - A committee from the Chamber of Commerce
presented a letter to Council , read by Dick Atchison , asking
Council to appoint a special committee of four to meet with
the CC group to discuss the proposed sign regulations . Mayor
Lowe explained that copies of the proposal are available and
ample time remains for everyone to study the proposal and make
their feelings known at the two public hearings which must be
held on the matter before any formal ordinance is written.
SPECIAL REPORTS
1. Street Bond Program - Malcolm Collins presented a drawing and
discussed straightening of Castlewood , and wants permission
from property owners in the area to place stakes on their
property. Progress is being made on right-of-way to curve
Winding Way.
2 . Surface Water Supply Study - Petromas Inc. presented Council
with a preliminary report which contained figures on water
usage , present and future ; surface water sources and cost ,
and a design basis for distribution analysis . Their final
report is due December 19 .

BUSINESS ITEMS
1. Contract for Sewer Line to Greenbriar - Mr. Morgan presented
a proposed contract for engineering on this line , cost of
which will be shared by the city and subdivision developers ,
from the engineer, Ted Bogrin. He recommended that the
contract be accepted by Council.
MOTION: (Maaz) To authorize the Mayor to sign the engineer-
ing contract with Ted Bogrin. '

Vote : Unanimous FOR MOTION CARRIED
2. Wilderness Trails Subdivision - Councilman Blanken questioned
the traffic flow and safety conditions of the streets in this
subdivision now under consideration by the Planning Commission,
and decision was made to ask the Chairman of the Planning
Commission to meet with Councilmen Blanken and Maaz on Monday
at 7 : 00 p.m. to discuss these points.
3 . Invocation for Council Meetings - Councilman Wood proposed �l etings - Councilman Wood proposed
that future council meetings begin with an invocation to be
given by all of the ministers in Friendswood on a rotating
basis . a I''��
MOTION: (Wood) To initiate the practice of having an invo-
cation to start each council meeting starting with the
next meeting.
Second: Zeitler
Vote : Unanimous FOR MOTION CARRIED
A letter will be sent to the Ministerial Association of
Friendswood asking their leader to coordinate the program.
4 . Zoning Board of Adjustment Appointment - Mayor Lowe asked
for Council approval of his appointing William Dykes , who
is presently Alternate #l , to fill the Position #5 vacated
by the resignation of Bernice Box; to move Andy Knight up
to the position of Alternate #1 and Harold Whitaker up to
the position of Alternate #2 .
MOTION: (Lay) To confirm the appointments by the Mayor

ORDINANCES
T-11A - Park Ordinance - Second Reading
AN ORDINANCE PRESCRIBING RULES AND REGULATIONS GOVERNING THE
USE OF AND CONDUCT IN PUBLIC PARKS , DEFINING A TERM; CONTAIN-
ING OTHER PROVISIONS RELATING TO THE SUBJECT; PROVIDING A
PENALTY; REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES
IN CONFLICT HEREWITH; AND PROVIDING FOR SEVERABILITY.
MOTION : (Haken) To approve second reading of Ord. T-11A.

Vote : Unanimous FOR MOTION CARRIED
T-11B - Zonin Change for School Tennis Courts and Bus
Barn - First Reading
AN ORDINANCE CHANGING THE ZONING OF CERTAIN PROPERTY FROM
R-1 TO SPECIFIC USE (Bus Storage Facility and Tennis Courts ) ;
CHANGING THE ZONING MAP CCCORDINGLY; COMPLYING WITH ORDINANCE
291 OF THE CITY OF FRIENDSWOOD KNOWN AS THE ZONING ORDINANCE .
