MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL
November 7 , 1977
A Regular Meeting of the Friendswood City Council was held
at the City Hall on Monday, November 7 , 1977 , at 7 : 30 p .m.
with the Following members present :
Mayor Ralph Lowe William Olson , Attorney
Councilman Paul Maaz Jim Morgan , City Manager
Councilman R. J. Blanken Bobbie Henry, Secretary
Councilman Tom Lay
Councilman Richard Ha]<en
Councilman Ed Zeitler
With a quorum present , and with none absent , the following
business was transacted :
� READING AND APPROVAL OF MINUTES - Minutes of a Regular Meeting
� of October 24 , 1977 , approved as read.
� ANNOUNCEMENTS & COMMUNICATIONS FROM THE MAYOR
� 1 . Mayor Lowe and Judge Holbrook met with representatives of �g� ��
� the Moody Foundation relative to donation of £unds for a
new ambulance for Friendswood. Galveston County is now
subsidizing ambulance service for all of the County except
Friendswood who will continue to operate its own service .
In view of this , the Moody Foundation may be willing to
donate the ambulance for this city.
2 . In view of the upcoming hearing before the Subsidence Board ;��3���
Mayor Lowe asked Vern Brewer of Friendswood West to report
on plans for a water well for that subdivision. Mr. Brewer
stated that a test well will be completed in 30 to 45 days ,
with an expectation of a flow of 1 ,000 gpm for the final
well.
PETITIONS & COMMUNICATIONS

g presentation regarding business signs in
general and a further appeal regarding his auto parts sign which
has been refused by the Board of Adjustment because of the size .
Mayor Lowe read a letter from the CAB requesting that the city
continue to enforce sign regulations .
In answer to recent controversey regarding duplication of street
names causing problems with mail delivery , the Council said that
if the Post Office sees this as a problem, they may request a
change of street names where they feel it would help .

Malcolm Collins reported that engineering work on the street
program is 70% complete . In answer to a question, he stated that
better bids would be received if bids were requested on the complete
program rather than on each street . On the matter of changing
the route of Castlewood near Imperial Gardens , he said he will
have to go to County records to determine if the right-of-way
proposed to be used has been abandoned.
Slipliners , Ray Barnhart stated that the rehabilitation work °7gdr ��
on sewer lines is approximately SOo completed. In answer to
complaints of destriction of property by his crews , he said they
will attempt to do a better clean-up job in the future , but that
in the case of the Lunney' s , his workers have been refused
entry to the property., Dr. Jack Bridwell voiced several complaints
against the workers and stated that repairs were in order on his
property where they had done some work.

FROM THE CITY MANAGER

l. A letter from the Friendswood Drainage District states
that the house on Lot 6 in Dunbar Estates is within the
Drainage District ' s easement . Mr. Morgan explained that
the subdivision plat was based on existing alignment of
the creek. Council indicated that building should be
permitted as the creek is now rather than being based on
planned future alignment .
�87-77 2 • Morgan proposes to rent or lease office space to relieve
the crowded condition at City Hall . Additional suggestions
were made including temporary buildings to be placed behind
City Hall. Subject to be discussed further next meeting .
� �$ - �7 3 . Morgan asked if Council would object to closing city offices
on Friday following Thanksgiving.
MOTION : (Lay) To approve Friday, November 25 , as a holiday
for all employees except for Sanitation Department ,
who would receive overtime pay for Friday and Saturday.

p e, 4. Morgan reported that GCWDA is in agreement with recommenda-
�� /' 7 tions made by Milton Windler to Council regarding over-run
on engineering for Blackhawk Plant by Engineering Science .
NEW BUSINESS
7� l. Pearland/Friendswood Agreement re Longwood Park - The annual
�9 U � renewal agreement , which has already been approved by the '
Pearland City Council , was presented for Council approval .
MOTION: (Lay) To authorize the Mayor to sign the
agreement by way of approval by the Couneil .

7 7 2 . Drilling Permit for Crown Central - Request for permit to
�2,� I� drill well on Moody National Bank Lease for Well #1 was
presented for Council approval .
MOTION : (Zeitler) To authorize the Secretary to issue
a drilling permit to Crown Central at this location.

Vote : Unanimous FOR MOTION CARRIED

#289 - Adopting Revenue Sharing Budget - One reading only
AN ORDINANCE APPROVING AND ADOPTING THE CITY OF FRIENDSWOOD,
TEXAS , REVENUE SHARING BUDGET FOR THE FISCAL YEAR OF 1977-
1978 ; MAKING APPROPRIATIONS FOR THE CITY FOR SUCH FISCAL
YEAR AS REFLECTED IN SAID BUDGET ; AND MAKING CERTAIN
FINDINGS AND CONTAINING CERTAIN PROVISIONS RF,LATING TO THE
SUBJECT.

-�With the stipulation that the sign regulations be enforced the
same as under the existing ordinance and the procedure to enact
new sign regulations go forward incorporating recommendations

Also discussed: Councilman Lay noted that the High School Band
placed First at Contest this week.
He also proposed that perhaps the City could participate
in furnishing a paved area for the teens to use in lieu
of gathering on a business parking lot . This question
will be discussed further at the next workshop meeting .
Mayor Lowe suggested that a joint effort on the part of
Friendswood, Clearwoods , Forest Bend , and the Harris County
Commissioner might be effective in getting the Highway
Department to widen FM 528 and FM 2351 coming in to the
City . Mr. Olson was requested to write a resolution to this
effect .
