MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL
October 24 , 1977
A Regular Meeting of the Friendswood City Council was held at
the City Hall on Monday , October 24 , 1977 , at 7 : 30 p .m. with
the following members present :
Mayor Ralph L. Lowe
Councilman Richard Haken
Councilman Tom Lay
Councilman Paul Maaz
City Manager Jim Morgan
City Secretary Bobbie Henr.y
With a quorum present , and with Councilmen Zeitler and Blanken
absent , the following business was transacted :

of October 10 , approved as corrected.

,� COMMUNICATIONS FROM THE MAYOR
� l. Mayor Lowe will meet on Wednesday with a representative of �7`�' ��
the Moody Foundation regarding funding a new ambulance for
Friendswood. He read a letter from the FVFD setting $28 , 000
as the cost for an ambulance with equipment.
2 . The Mayor asked for comments from the Council regarding oZ ��" ��
consideration of sidewalks along FM 518 . Tracy Spears ,
Chairman , P&ZC, stated that the Commission has long recom-
mended sidewalks and volunteered to get cost figures for
this work.
3 . Mayor Lowe asked Mr, Spears ' opinion on abandonment of old, �?7T� 77
undeveloped street rights-of-way. Spears stated that these
need to be handled on an individual basis , but that several
such rights-of-way have been a problem in approving subdivisions
in the past. The Attorney stated that abandonment would
necessitate a public hearing and possibl�. compensation.
4. The Mayor also announced that he will be requesting rezoning �7s 7'
of a three-acre site for a drill site which will be traded
to an oil company in exchange for abandonment of a drill site
located in Sunmeadow. Spears stated that the P&ZC would like
to see drill sites removed from the subdivision. Mayor Lowe
also said that until the drill site is utilized as such , the
three acre site could be used as park land.
5 . The Mayor explained what the school is attempting to do in °2 7� ��
rezoning a business lot out of the property next to Westwood
Elementary School, and the interest of the City in the balance
of this parcel of land. He asked Spears if he felt the P&ZC
would be receptive to this idea. Spears said that if the
proper procedure were followed, he felt that the concept would
be acceptable.
PUBLIC HEARING ON ADOPTION OF REVENUE SHARING BUDGET - Mr. Morgan
reviewed his proposal for use of these funds as presented last
meeting. There being no conflicting proposals , Council tentatively
approved the items proposed and instructed the Attorney to draw
up an ordinance adopting the budget.
TRAFFIC CONTROL ORDINANCE - A sample traffic control ordinance
which would eliminate the necessity for an additional ordinance
for each change in traFfic signs and regulations , has been studied

by Council and determination made that it would be appropriate
to adopt such an ordinance .
MOTION : (Haken) To authorize the City Attorney to draw up
a traffic regulations ordinance along the guidelines
of the sample ordinance .

oj �g' 7� APPOINTMENT OF ASSISTANT FIRE MARSHALS - Mr. Morgan asked for '
Council concurrence of his appointment of Terry Parker and James
Kirkpatrick as assistant Fire Marshals .
MOTION : ( Lay) To approve the City Manager ' s appointmen.ts
for Fire Marshal assistants .
Second : Haken
Vote : Unanimous FOR MOTION CARRIED
SURFACE WATER STUDY - Petromas , Inc. , engineers who have been
��� � engaged to study and recommend source and method of supplying
a surface water supply For the City, outlined what they propose
to include in the study in a brochure presented to Council.
MOTION : (Lay) To accept the engineer ' s outline as the basis
for the study.
Second : Maaz
Vote : Unanimous FOR MOTION CARRIED
The Attorney suggested that Petromas , Inc. present a proposed
contract to the City showing schedule of payment , etc. for
Ceuncil consideration.
���-7� OVER-RUN ON ENGINEERING CHARGES FOR REGIONAL SEWER PLANT - Milton
Windler, who has continued to work with this project , presented
Council with his written recommendations regarding payment of
the over-run by Engineering Science . He proposed that ESI
be approached regarding a settlement on the total extra charges .
MOTION : (Lay) To refer the information to Gulf Coast Waste
Disposal Authority and request their recommendations to
the City.

Vote : Unanimous FOR MOTION CARRIED

MOTION: (Maaz) To pass on second reading Ord. #T-9A.

Vote : Unanimous FOR MOTION CARRIED
#T-l0A - Annexation along F.M. 528 - First Reading - Council-
man Lay moved to approve first reading, second by Councilman
Maaz . In the ensuing discussion the question arose as to why
the roadway was included in this annexation , resulting in the
following motion :
MOTION: (Haken) To table Ord. T-l0A to further consider
the area being annexed.
Second : Lay
Vote : Unanimous FOR MOTION CARRIED

NEW CITY CARS - Mr. Morgan reported that in investigating small
� cars for city use , he felt that the medium siae would be the best
� buy for most of the cars and trucks .
MOTION: (Haken) To authorize the City Manager to prepare
the necessary specifications and advertise for bids
for new city equipment as discussed.

Vote : Unanimous FOR MOTION CARRIED
ADJOURNMENT - Motion made and seconded that the meeting adjourn.
The meeting was adjourned by the Mayor.
