MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL
October l� , 1977
A Special Meeting of the Friendswood City Council was held at
7 : 30 p .m. on Monday, October 10 , 1977 , with the following
members gresent :
Mayor Ralph Lowe City Manager Jim Morgan
Councilman Tom Lay City Secretary Bobbie Henry
Councilman R. J. Blanken
Councilman Ed Zeitler
Councilman Richard Haken
With a quorum present , and with Councilman Paul Maaz absent ,
the following business was transacted :
� PUBLIC HEARING ON REZONING FOR SCHOOL BiJS PARKING LOT AND TENN�66 _ ��
�' COURTS - The question, which has been approved by the Planning
� Commission , was discussed by Council. Mrs . Connie Cleaves Brakebill
protested the rezoning, saying that she felt the tennis
� courts would hurt the value of the residential property nearby.
Ted Thomas and Harold Whitaker spoke for the school . After all
� parties were heard who wished to speak, Mayor Lowe called for a
motion.
MOTION : (Lay) To direct the attorney to draw up an ordinance
rezoning the subject property as requested.
Second : Zeitler
Vote : Unanimous FOR MOTION CARRIED
REVENUE SHARING BUDGET - Ma or Lowe read an order calling a public y g public
hearing for 7:30 p.m. on October 24, to allow the public to speak
regarding proposed uses for current revenue sharing funds . Mr.
Morgan gave the following figures he proposes for the budget :
$43,000 - Public Works Building or Land
24,291 - Street material and construction
32,000 - Water system improvements

AN ORDINANCE SETTING THE TIME AND DAY OF THE SECOND REGULAR
MEETING OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
TEXAS , FOR THE MONTH OF OCTOBER, 1977 , AND DECLARING AN
EMERGENCY,
MOTION: (Haken) To pass Ord. #278-E on one reading.
Second : Zeitler
Vote : Unanimous FOR MOTION CARRIED
ADMINISTRATIVE ITEMS

l. Bids on City Cars - Mr. Morgan requested and received approval
to �.nvite bids on city cars in accordance with the 1977-78
budget. Council asked that he investigate the use of smaller
cars than are presently being purchased.
2 • Creek Easement in Dunbar Estates - Mr. Morgan advised Council
that the Dunbar plat was drawn up with building lines based
on future Mary' s Creek alignment rather than existing align-
ment , making the ereek closer to building sites than appears
on the plat. Council suggested that a letter to this effect
be sent to occupants of these lots in question.

a 7� �� 3 . Traffic Regulations - In discussing the problem of Sonic
personnel parking across the street on Magnolia Street , it
was decided to ask the attorney to review the proposed
Traffic Regulation Ordinance and make recommendation
relative to adopting such an ordinance .
a��'�n 4 . Street in ElDorado Subdivision - In response to Chuck
/ Thornton ' s request for surfacing ElDorado Drive , Mr. Morgan
gave the Council a memo setting forth the condition of the '
street at this time. Council asked that other residents
on the street be contacted for their opinion on Mr.
Thornton ' s proposal.
ADJOURNMENT - Motion was made and seconded that the meeting
adjourn. The meeting was adjourned, and Council proceeded into
a Workshop Session where several additional subjects were
discussed.
