MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL October 3 , 1977 A Regular Meetinf of the Friendswood City Council was held at the City Hall on Monday, October 3 , 1977 , at 7 : 30 p.m. with the following members present : , Mayor Ralph Lowe City Manager Jim Morgan j Councilman R. J. Blanken City Secretary Bobbie Henry Councilman Richard Haken Councilman Edward Zeitler Councilman Paul Maaz Councilman Tom Lay With a quorum present, and with none absent , the following business was transacted: READING AND APPROVAL OF MINUTES - Minutes of a Regular Meeting 0 of September 19 , and of a Special Meeting of September 26 , �- approved as read. � PETITIONS AND COMMUNICATIONS FROM CITIZENS '� 1. CQward Creek Subdivision Sewer Line - Ted Bogrin , Engineer,�'�� �7 Q presented drawings indicating a proposed revised routing of the Clover Acres trunk sewer line to also service this new subdivision. MOTION : (Lay) To approve moving the route of the trunk line and to authorize Engineering Science to revise the plans accordingly; cost of line to be prorated between the ) fity and developer based on the necessary size of. .the _line. Second: Blanken Vote : Unanimous FOR MOTION CARRIED a�S7- 77 2 . Vandalism-Loitering on Parking Lot at Stop & Go - Dr. Sky Hoff and Bob Hudson asked for help from the City in controlling the number of cars , littering , drinking, etc. on the parking lot at this shopping center. Mr. Morgan was directed to discuss the �matter with the City Attorney and the Chief of Police to see if a solution to the problem can be found. as�" T7 3 . Blacktopping of ElDorado Drive - Chuck Thornton, representing resldents of the area , stated that $70 ,000 in sales tax which his company would pay to the city this year could be considered as the city ' s 50% contribution to the cost of blacktopping the street , with SOo being paid by property owners . It was explained to him that specific sales tax revenue could not be designated for a specific project, but Council agreed that they will review the street repairs further, giving consideration to the precident being set and to priorities insofar as other similar streets are concerned. �,259- 77 ORDER CALLING CITY ELECTION (to fill vacancy of ;�4 Couneil Position) An order calling the election for November 8 , naming polling places , naming presiding judges and absentee voting clerk, and setting dates for absentee voting was read by the Mayor. . MOTION : ( Lay) To adopt the order calling a November 8 election. Second : Maaz Vote : Unanimous FOR MOTION CARRIED PUBLIC HEARINGS �60 - 77 l. Annexation of pro ert alon F.M. 528 in Harris County - In accordance with Resolution #77-7 , Mayor Lowe requested any comments on the proposed annexation. There being no one who wished to speak to the subject , the public hear. ing was adjourned. 52 a��"7� 2 • Possible Expenditures of Revenue Sharing Funds - In a memo to the Councilm Mr. Morgan suggested that the 99 , 391 might be used for (1) additional office space , public works building, and garage facilities ; (2 ) seed money for a participation street program; ( 3 ) auxiliary power units for two water wells . Councilman Lay proposed that , if legally approved, some support for the Heritage Museum might come from these funds . Actual budgeting of the funds will be discussed at workshop on October 10 . RESOLUTIONS � i 7�� #77-9 - Approving appointment of Bruce Austin , Jr. and Mae Bruce ��� to the Galveston County United Board of Health , both for a two-year term. MOTION : (Haken) To adopt Resolution #77-9 . Second: Blanken Vote : Unanimous FOR MOTION CARRIED „ #77-10 - Authorizing issuance of $1 , 350 , 000 City of Friendswood , ���� �� Texas , Street Improvement Bonds , Series 1977 . MOTION : (Lay) To adopt Resolution #77-10 . Second: Zeitler Vote : Unanimous FOR MOTION CARRIED ORDINANCES T-8A - Annexation of Polly Ranch - Third & Final Reading AN ORDINANCE EXTENDING THE CITY LIMITS OF THE CITY OF FRIENDSWOOD , TEXAS , TO INCLUDE ALL LANDS AND AREA WITHIN CERTAIN LIMITS AND BOUNDARIES AND 1�NNEXING TO THE CITY OF FRIENDSWOOD ALL OF THE AREA WITHIN SUCH LIMITS AND BOUNDARIES ; PROVIDING THAT THE PASSAGE OF THIS ORDINANCE ` SHALL NOT IMPAIR OR AFFECT ANY OTAER ORDINANCE ANNEXING � TERRITORY TO THE CITY OF FRIENDSWOOD, OR ANY OTHER ANNEXATION ORDINANCE WHETHER PASSED ON ONE OR MORE READINGS AND NOT YET PASSED ON FINAL READING ; AND PROVIDING A SAVINGS AND SEVERABILITY CLAUSE. MOTION: (Zeitler) To adopt Ord. #286 on one reading. Second: Haken Vote : Unanimous FOR MOTION CARRIED MAINTENANCE ON NON-ACCEPTED STREETS - The Street Committee has°�6r �, recommended that the following streets not presently being maintained by the City be considered for minimal maintenance : Richmond , Murphy Lane , Linson Lane , Cowards Creek Court , East � Castlewood, Road to High School Stadium (from Greenbriar to '�' dead end) , and Magnolia between Laurel and Woodlawn. � The City Manager defined minimal maintenance as : grading ditches to provide drainage , grading surface and adding material when '� necessary, mowing ditches . He estimates an annual cost of �[ $3100 for this maintenance to the above named streets . MOTION : (Haken) To alter the existing city policy to permit Minimal maintenance by the city for the streets listed. Second : Maaz Vote : Unanimous FOR MOTION CARRIED SURFACE WATER - Mr. Morgan advised Council that there has been��S �� no progress on securing information from the Consortium relative to securing water from Houston , and , in view of this fact , he recommended that Council direct Petromas Inc. to proceed with their study on sources and methods for surface water for Friends- wood. MOTION: (Lay) To authorize Petromas Inc. to proceed with a formal proposal for the engineering study. Second: Blanken Vote : Unanimous FOR MOTION CARRIED Mr. Jerry Roach , who was present , agreed to be present at next week !s workshop to discuss the subject further . ENGINEERING SCIENCE OVER-RUN - A letter from ESI explaining these charges will be discussed at next week' s workshop.
