MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL
September 26 , 1977
A Special Meeting of the Friendswood City Council was held at
the City Hall on Monday , September 26 , 1977 , at 7 : 30 p.m. with
the following members present :
� Mayor Ralph Lowe Councilman Ed Zeitler
Councilman R. J. Blanken City Manager Jim Morgan
Councilman Richard Haken City Secretary Bobbie Henry
Councilman Tom Lay
With a quorum present , and with Councilman Paul Maaz absent , the
following business was transacted:
' COMMUNITY APPEARANCE BOARD - Doris Heard presented Council with ��7 ��
a report based on the recent survey of the business community
Q and the city as a whol.e. The survey covers responses to questions
�- regarding signs , littering , trash containers , and general appear-
� ance throughout the community.
� RESOLUTION #77-8 - A RESOLUTION EXEMPTIN� THE CITY OF FRIENDSWOOD
°� TEXAS , AND ITS GOVERNING BODY FROM THE REQUIREMENTS OF Cf3APTER °?��^��
�[ 269 , ACTS OF THE 65TH LEGISLATURE OF THE STATE OF TEXAS , REGULAR
SESSION, 1977 , COMPILED AS VERNON' S TEXAS SESSION LAW, CHAPTER 269 ,
SECTIONS 1 THROUGH 25 , AT PAGES 710 THROUGH 720 .
MOTION :, (Blanken) To adopt Resolution #77-8 exempting the
City f'rom the requirements of the Firemen ' s Retirement
Act .
Second : Zeitler
Vote : Unanimous FOR MOTION CARRIED

YMCA REPRESENTATIVE JIM BOWER explained plans for YMCA facilities
in the Clear Lake area, which includes Friendswood, primarily to
include an olympic swimming pool. He stated that $400 , 000 is
budgeted for the program and he is seeking a land donation on
which to build. Council took the matter under advisement. No
action.

the proposed by-laws for Council for review. Council made several
minor changes .
MOTION : (Blanken) To approve the Counseling Board By-laws as
amended by Council.
Second : Haken
Vote : Unanimous FOR MOTION CARRIED
REZONING PROPERTY FOR SCHOOL BUS BARN AND TENNIS COURTS - Calling�~/ ��
a public hearing.
MOTION : (Haken) That proper notice be given , and that the
the Council hold a public hearing at 8 P.M. on Monday,
October 10 , 1977 , on the subject of rezoning Tracts
4 and 5 out of Lot 11 , Block 1 of the Friendswood Sub-
division from R-1 to Specific Use - Bus Barn and Tennis
Courts .
Second : Zeitler
Vote : Unanimous FOR MOTION CARRIED
AMBULANCE SERVICE -- Mayor Lowe reported on a meeting with other °��a V�
officials within the County to discuss the County-wide ambulance
service as proposed, He feels that Friendswood may be qualified
to receive funds from the Moody Foundation to assist our ambulance
service , although this might necessitate enlargement of the area
to be served by the Friendswood Ambulance Service. Dr. Kemmerer
of the Galveston County Health Department is to be invited to
visit with Friendswood representatives in the near future to discuss
the matter in greater detail.

0�,�3 �� STREET COMMITTEE - On request from the Mayor , Glen Cress , Chairman ,
made a report on streets not currently being maintained by the
City, and recommending future action relative to these streets .
Streets included in the report were : Richmond ; Murphy Lane ; Linson
Lane ; Cowards Creek Court ; Easrt Castlewood ; Road to High School
Stadium (from Greenbriar to dead end) ; Magnolia (from Laurel to
Woodlawn) ; Cedar Oak (from Cedarwood to end) ; West Leisure Lane ;
Road from end of Windsong to City limits ; Road from Falling Leaf
(through oil field to City limits at end .of Brazoria County to j

Mr. Morgan was instructed to have the City Engineer determine '
what roads have been dedicated to the public and condition of
each as to base materials at the present time. He will report
back to Council.
a�� , �� JEAN WELCH , CLEAR CREEK WOODS resident , asked Council to investi-
gate what action can be taken to control activities of teen-agres
across Clear Creek from her home. She stated that fires being
started and shooting of guns along the creek bank has become a
dangerous hazard to her and others living near her. She stated
that Harris County law officers have been called but never showed
up. Councilman Haken is to talk with the Friendswood Police
Chief and contact will be made with Commissioner Paul Hopkins ,
Commissioner Tom Bass of Harris County , and Mayor Lowe is to
contact Sheriff Jack Heard of Harris County in a bi.d for some
action on this matter.
7� LEAGUE CITY/FRIENDSWOOD ETJ - Mayor Lowe suggested writing a letter
d ss� to Mayor Vernon Cruz of League City requesting that they release
their claim on land in Harris County which is in overlapping ETJ
area.
MOTION : (Zeitler) To authorize the Mayor to pursue negotia-
tions with League City regarding overlapping ETJ on
the Harris County side o£ Clear Creek.
Second : Blanken
Vote : Unanimous FOR MOTION CARRIED
CLOSED EXECUTIVE SESSION - Council discussed pending law-suits
by Mr. Romeike and by Robert Laguarta. No official action was
taken.
ADJOURNMENT - Motion made and seconded that the meeting adjourn.
The meeting was adjourned.
