HomeMy WebLinkAboutCC Minutes 1977-09-06 Special 3�� MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL September 6 , 1977 A Special Meeting of the Friendswood City Council was held at 7 : 30 p.m. on Monday , September 6 , 1977 , with the following members present : IMayos Ralph Lowe Councilman Tom Lay Councilman Richard Haken Councilman R. J. Blanken With a quorum present , and with Councilmen Paul Maaz and Edward Zeitler absent , the following business was transacted : PRE-MEETING - The New Life Church requested that the property '��/ � �� � where they are presently meeting be left as it is presently �„ zoned rather than as it appears on the proposed new map (Sp. ) . They plan to sell the property as commercial and use the money � to help finance their new sanctuary. Council was generally � in agreement with the proposal and the owners indicated that � they will proceed with sale of the property on this basis . Q Several announcements were made and then the meeting convened. ROBERTS AUTO PARTS SIGN - Mr. Robert Laguarta requested that �7/�" �� he be permitted to construct a 72 ' sign. Council said they can not knowingly permit him to violate the law, but recommended that he return to the Board of Adjustment with this request vs . the original 150 ' request. JOINT PARKS/EDUCATION DIRECTOR WITH SCHOOL - Several repres- 01� �- 77 entatives from the Community Education Board and the Parks Board urged that a director be hired jointly by the school and the city for certain overlapping responsibilities . The Council felt that a full-time employee of the city could best serve our needs at this time, but the proposal will be explored at a later time. SALE OF STREET BONDS - Harry Granberry advised Council to � �� �� author.ize the sale of these bonds. immediately based on indica- tions that the best interest rates are in effect now, namely 5 . 82% . MOTION : (Haken) To authorize the Fiscal Agent to proceed with the sale of the bonds as outlined, to Allstate Insurance Company at an interest rate of 5 . 82% . Second : Blanken Vote : Unanimous FOR MOTION CARRIED BUDGET - The rest of the meeting was spent in reviewing the proposed budget. Another work session will be held on Thursday evening at 5 p.m. and final adoption will be on September 12 . ADJOURNMENT - Motion made and seconded that the meeting adjourn.
