MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL
August 29 , 1977
A Special Meeting of the Friendswood City Council was held at
the City Hall on Monday , August 29 , 1977 , at 7 : 30 p.m. with the
following members present :
Mayor Ralph Lowe
Councilman Edward Zeitler Councilman Paul Maaz
Councilman Richard Haken Councilman R. J. Blanken
Councilman Thomas Lay
With a quorum present , and with none absent , the following
business was transacted:
READING AND APPROVAL OF MINUTES - Minutes of a Regular Meeting
O of August 15 , approved as corrected; Minutes of a Special
,a Meeting of August 22 , 1977 , approved as corrected.
� PUBLIC HEARING ON BUDGET - There were no citizen questions or ���- 77
�] comments on the proposed budget. Several items were discussed
� by the Council but no specific changes were made at this time .
� A meeting will be held on September 6 to complete work on the
proposed budget for adoption on September 12 .
OPENING OF BIDS ON BASE RADIO STATION - Two bids were opened and �//-'Jr'/
read as follows :
S&H Maintenance $3475 . 60
General Electric 4334. 00
� MOTION : ( Lay) To refer the bids to the City Manager for review
and recommendation back to Council.
Second : Blanken
Vote : Unanimous FOR MOTION CARRIED
AWARDING OF BID ON AIR COMPRESSOR -. Mr. Morgan recommended that °ZIZ - 77
Gaedeck Equipment be awarded the contract based on their low bid.
MOTION : (Zeitler) To accept the recommendation of the City
Manager and award the bid to Gaedeck Equipment at $6 ,250 .
Second: Haken
Vote : Unanimous FOR MOTION CARRIED
REGIONAL SEWER PLANT - DISCUSSION WITH ENGINEERING SCIENCE , INC.
Various aspects of the project were discussed including construction
phase of the sewer plant and lines ; possibility of the city ' s
contracting separately for the lines ; reporting by the engineers
to the city on status of work and incurred expenses ; road access
to the plant site. No official action was involved. ,,.2/5- �7
CLOSED PERSONNEL SESSION - Job classification and salary scale
of city employees was discussed as related to the new budget ;
reorganization of personnel in the Police Department for the new
year; appointment to the Planning Commission. No official action
was indicated except in the P&ZC appointment.
PLANNING COMMISSION APPOINTMENT -(Back in open session) Mayor Lowe
announced that he was appointing Harold Rawley to the Planning
Commission. '
MOTION : (Blanken) To confirm the Mayor' s appointment of Harold
Rawley to the Planning Commission to fill the vacancy
caused by the resignation of Leah North

a u� 77 WATER LINE IN WINDSON6 - Jim Bowman, who owns Lot 39 in
Windsong, asked for city participation in a water line from
FM 518 to his lot . He offered $1500 toward the project of
approximately 800 ft. of line . Since his lot is directly
behind certain lots in Sunmeadow Section III , Mayor Lowe said
he would contact Ryland Homes to try to get an easement between
two Sunmeadow lots which would enable Mr. Bowman to get water
from the Sunmeadow system via a much shorter route.

The meeting was adjourned by Mayor Lowe .
