MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL
August 8 , 1977
A Special Meeting of the Friendswood City Council was held at
the City Hall on Monday , August 8 , with the following members
present :
Mayor Ralph Lowe
Councilman Thomas Lay
Councilman R. J. Blanken
Councilman Paul Maaz
Councilman Richard Haken
With a quorum present , and with Councilman Zeitler absent , the
following business was transacted :
AWARDING OF BID ON GARBAGE TRUCK - Mr. Morgan recommended that ���`��
� the bid be awarded to Davis Truck and Equipment for a 1978 truck
on the basis of their low bid of 522 ,783 . 60 with 30-day delivery.

� MOTION: (Lay) That Council accept the recommendation of the
� City Manager and award the bid to Davis Truck & Equip.
� Second : Blanken
Vote : Unanimous FOR MOTION CARRIED

CALLING PUBLIC HEARING ON 1977-78 PROPOSED BUDGET
MOTION: (Maaz) That notice be given of a Public Hearing on /�o?- ?i
the proposed budget to be held at 7 : 30 p .m. on Monday,
August 29 .
Second: Lay
Vote : Unanimous FOR MOTION CARRIED
Councilman Lay proposed that increase in sewer rates for
WC&ID 108 and in building permits be considered for the
coming fiscal year.
COMMUNITY APPEARANCE BOARD asked that Council take action to �9`3 7�
prevent large signs such as that requested Por Roberts Auto Supply ,
and that provisions be made to inelude some type of landscaping
for commercial buildings . The CAB and Council will begin a study
of various .sign ordinances to try to Formulate one suitable for
Friendswood.
RE70NING FOR LAKE - Mr. Charles Kilgore asked that some decision /���-y�
be made on rezoning this property so that the sand excavation
can proceed. In a poll of the Council , some reluctance was
voiced as to safety controls and appearance if the project is
allowed to proceed. No definite decision was made.
WATER RATIONING - An ordinance curbing use of water for lawn
sprinkling will be presented for emergency passage next meeting.
ZONING ORDINANCE - Three members of Council met last week and / 95" 7�
made suggested changes to the ordinance which was reviewed and
approved by the other members , along with some new changes . The
ordinance will be retyped and reviewed before posting for reading .
Some changes to the map were also suggested.
ADJOURNMENT - Motion was made and seconded that the meeting adjourn.
The meeting was adjourned.
