HomeMy WebLinkAboutCC Minutes 1977-04-25 Special � �� MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL April 25, 1977 The Friendswood City Council met in a Special Meeting at 7 :30 p.m. on Monday, April 25, 1977 with the following members present: Mayor Ra1ph Lowe Councilman Clyde Raney ---' Councilman Richard Haken ' Councilman Tom Lay Councilman R. J . Blanken Councilman Paul Maaz With a quorum present, and with Councilman Edward Zeitler absent, the following busi.ness�was transacted: ,� ANNOUNCEMENTS FROM THE MAYOR � 1 . EPA has given approval for awarding of contract for infiltra- � tion correction on sewer lines to Shur-flo. �7 2. TWQB has placed Friendswood on the agenda for May 5 for � additional permits but recommendations from the hearing examiner will not be considered until June. PUBLIC HEARING ON PROPOSED ZONING ORDINANCE - Ed Stuart, who has �"`{ -77 a building permit for apartments behind Stonesthrow Shopping Center, requested that the new map be changed to zone this as apartments (R-4) so that he will be able to replace the units if they are half �estroyed by fire or hurricane. Janet Wade presented copies of petitions opposing Mr. Stuart's apartments and asked that the property retain a classification of R-Z or R-3. Harold Rawlings of Tower Estates supported Council for not reducing lot sizes in Friendswood West as requested. The Public Hearing was closed; however porothy Greer was permitted to speak later in the meeting to say that she hoped that the interest of a11 the city, especially traffic flow and school safety would be considered in adoption of the zoning map. Council agreed to workshop the ordinance on Monday, May 9. SURFACE WATER - Robert Lee of Walsh Engineering reviewed the study /°� �77 Walsh has completed for the city setting forth the various sources of surface water for the city. No action taken. CPS RATE INCREASE REQUESTC:�ENIED - The latest request from CPS ��6-�7 was answered in Ordinance #274E denying initiation of the increase pending action by the State Utilities Board. ORDINANCE 274E - CPS - Emergencv Readinq MOTION: (Lay) To adopt Ord. 274E as an emergency. Second: Haken U Vote: Unanimous FOR MOTION CARRIED ,��_y � REPAIRS TO FIRE STATION AIR CONDITIONING SYSTEM J /�7��� MOTION: (Lay) To authorize repairs to the air conditioning system at the fire station, funds to come from "Unappropriated funds. " Second: Raney Vote: Unanimous FOR MOTION CARRIED ����� _ _ _ _ _ _ ipg -?7 APPOINTMENTS TO PARKS & RECREATION COMMITTEE - MOTION: (Blanken) To accept the recommendation of the Committee and appoint Larry Smith, Joe Tennison , and Marvin Clark to fill the three vacancies. Second: Haken Vote: Unanimous FOR MOTION CARRIED 1 � q_p 7 APPOINTMENTS 70 BEAI�TIFICATION COMMITTEE - The Committee membership was increased from 5 to 10 with Mr. }Iubert Bales and Les Cowart as consut:tants. MOTION: (Blanken) To appoint Carolyn Jones, Doris Heard, Lucy Germany, Jean Welch, and Huberta Mora to the Beautification .Committee. Second: Lay Vote: Unanimous FOR MOTION CARRIED WARRANTS - General Fund �517 to New Electric for $4,737.00. MOTION: (Blanken) To approve for payment.
